JOB DESCRIPTION
The Student Information Systems (SIS) and State Reporting Specialist provides district-level leadership and coordination for student information systems, state and federal education reporting, and data quality. The specialist establishes reporting processes, timelines, data standards, validation procedures, and accountability structures to ensure accurate, complete, secure, and timely reporting. This position serves as a central resource for PowerSchool and related student data systems, coordinates reporting requirements across schools and departments, identifies and resolves data-quality issues, and ensures the district is prepared for required submissions, audits, and compliance reviews. The specialist reports to the Assistant Superintendent of Teaching and Learning, and collaborates closely with the Director of Technology. This position provides systems, data-quality, reporting, and compliance oversight for enrollment-related data but does not assume primary responsibility for pupil accounting determinations, enrollment eligibility, residency verification, or required pupil accounting documentation assigned to the District Pupil Accounting and Enrollment Specialist. In essence, the SIS and State Reporting Specialist partners with the District Pupil Accounting and Enrollment Specialist to reconcile enrollment, membership, attendance, and other pupil accounting data across PowerSchool, district records, and state reporting systems; identify discrepancies; determine appropriate corrections; and ensure required reporting is accurate and timely. QUALIFICATIONS
Required Education/Certification
Bachelor's degree in information systems, data management, education, business, public administration, or a related field.
Preferred Education/Certification
PowerSchool certification, advanced PowerSchool training, or Michigan pupil accounting training or certification.
Required Experience
3-5 years of experience working with SIS and state reporting for a LEA or ISD.
Experience using databases, spreadsheets, data-validation tools, and reporting processes.
Demonstrated ability to organize overlapping reporting cycles, meet established deadlines, and follow issues through resolution.
Strong analytical, problem-solving, communication, training, and customer-service skills.
Demonstrated ability to lead cross-departmental work, influence others, and ensure follow-through without direct supervisory authority.
Demonstrated commitment to confidentiality, FERPA compliance, and appropriate data access.
Preferred Experience
Experience with Michigan
CEPI/MSDS
reporting and Michigan pupil accounting requirements.
Experience with PowerSchool administration and PowerSchool reporting tools.
Experience with data integrations between SIS and other educational applications.
Experience with SQL, database querying, or other data-analysis tools.
Experience with Michigan reporting collections such as REP, TSDL, GAD, SID, EEM, FID, and CRDC.
Experience participating in audits, state monitoring, or compliance reviews.
Experience developing procedures, delivering staff training, and improving data-quality processes in a K-12 setting.
RESPONSIBILITIES AND DUTIES
- Establish and maintain districtwide data governance practices for student information, including data definitions, ownership, entry standards, validation rules, access, documentation, retention, and quality-control procedures. Establish clear ownership for critical data elements and reporting fields, ensuring that responsibility for source data remains with the appropriate school, department, or administrator. Identify recurring data-quality issues and develop sustainable processes, controls, training, or system changes to prevent their recurrence. Develop and maintain a districtwide framework identifying the source, owner, reviewer, and reporting use of critical student data elements. Maintain district readiness for state and federal audits, monitoring, data reviews, and compliance inquiries by maintaining supporting documentation, submission records, validation results, correction histories, and evidence of required approvals.
- Respond to data and reporting inquiries from CEPI, MDE, ISD, federal agencies, auditors, and other authorized entities, coordinating responses with the appropriate district department. Evaluate proposed changes to PowerSchool configuration for potential impacts on student records, reporting, integrations, and compliance requirements before implementation. Conduct periodic reconciliation of data among PowerSchool, connected systems, district reports, and state reporting systems to identify discrepancies and confirm data integrity. Develop and maintain recurring data-quality reports and exception reports to identify missing, duplicate, inconsistent, or anomalous records before they affect required reporting. Monitor changes to Michigan Department of Education, CEPI, federal, ISD, and other applicable reporting requirements and translate changes into district procedures, timelines, training, system updates, and communication.
- Develop and maintain business-continuity procedures for critical SIS and reporting functions, including documented processes, cross-training, backup personnel, and contingency procedures for system outages or staff absences.
Develop and provide periodic reports to district leadership regarding data quality, reporting readiness, recurring data issues, system concerns, compliance risks, and opportunities for process improvement. Lead the district's state and federal reporting processes from planning and data preparation through validation, submission, certification, and post-submission reconciliation including but not limited to MiData Hub, MSDS, TSDL, SID, EEM, GAD, REP, FID, and CRDC.
Assign corrections to the appropriate staff, track them to completion, and keep district leaders informed of readiness and unresolved concerns.
Execute the SIS annual rollover process in PowerSchool, communicating necessary steps in the process with impacted buildings and departments.
Support PowerSchool and PSSP fields, reporting settings, extracts, imports, exports, user access, and annual updates related to this role.
Provide guidance and reporting oversight to building and department administrators and other designated staff responsible for maintaining course, schedule, report card, attendance, and student-record data in PowerSchool.
Provide schools with guidance and support on attendance, student records, PowerSchool, and state reporting, while monitoring data for accuracy, completeness, and consistency and coordinating timely resolution of discrepancies. Develop and maintain a districtwide PowerSchool training and support system, including role-based onboarding, self-directed modules, train-the-trainer opportunities, group training, written procedures, and ongoing staff assistance.
Provide regular updates to the Assistant Superintendent of Teaching and Learning regarding deadlines, completion status, compliance risks, unresolved concerns, and needed decisions.
Collaborate with the Liberty School team and provide occasional front-office coverage only as needed, ensuring a welcoming and professional experience for district visitors and callers. Lead cross-departmental work, influence others, and ensure follow-through without direct supervisory authority.
Build alignment across buildings and departments, influence stakeholders, and drive successful implementation without direct supervisory authority. Cultivate positive, collaborative relationships with colleagues and administrators through open, respectful, and effective communication.
Perform other tasks as assigned by the Assistant Superintendent of Teaching and Learning or designee.
