Job Description

JOB SUMMARY
Under the supervision of the District Manager, be responsible for office and field services management of all technical programs and operations, including coordination of the technical team members with the activities of clerical and agricultural personnel in organization.
DISTINGUISHING FEATURES OF THE CLASS
Facilitate communication between and individual development of individual technical team members. Direct financial activities and public relations related to technical services. Assist with program administration. Assist the District Manager as part of the management team and serve as manager as assigned in the absence of the manager
JOB FUNCTIONS
Analyze and organize office operations and procedures of all technical operations such as project development, client services, technical team assignment and coordination. Evaluate office production, revise procedures, or devise new forms to improve efficiency of work flow. Review personnel performance to insure completeness, accuracy, and timeliness. Coordinate activities of management, agricultural and clerical teams or workers within department. Manage office computers, and oversee hardware and software needs. Other Programs duties include, but are not limited to: Ø Serve, with the Manager and Agricultural Team Leader on a management team. Keep the Board and Manager informed of all operations of the technical team Ø Oversee and coordinate the activities of the technical team. Ø Hold regular team meetings for the purpose of communication and coordination. Ø Analyze, organize and coordinate field, technical operations such as planning, program coordination, complaint handling, investigation and compliance; assure efficient staff coordination; assure compliance with all delegated or contracted activities, programs or contracts. Ø Assist in the preparation of district's annual budget. Prepare reports with accountant that summarize financial activity. Assist with audit of district accounts. Advise management about insurance coverage for protection against property losses and potential liabilities. Ø Plan and assist with public relations policies and procedures. Advise on the preparation and presentation of meetings, displays and exhibits. Coordinate with public relation/communication personnel promotional material with public relations objectives. Ø Interact and foster a positive working relationship with cooperating agencies and personnel in accordance with policy and procedures set by the Bradford County Conservation District Board of Directors. Ø Communicate the conservation district message in the public and private sectors through education programs. Ø Establish printed material production schedules and solve publication problems. Write or assign staff members to write articles, reports, editorials, reviews, and other material. Read and evaluate material submitted for publication consideration. Secure graphic material from picture sources and assign artists and photographers to produce pictures and illustrations. Assign research and other editorial duties to assistants. Ø Assist with review and evaluation of work of technical staff members and make recommendations and changes. Assist with job interviews and selection of employees to fill vacant positions. Plan and conduct new employee orientation to foster positive attitude toward District goals. Ø Represent organization at personnel related hearings and investigations. Keep records of hired employee characteristics for governmental reporting purposes. Assist the Board and Manger to develop, write and maintain District policy handbook and job descriptions for all positions. Ø Research and develop requests, proposals and grant applications to secure resources which further District goals and objectives. Ø Make recommendations for procurement, access condition and maintain equipment, materials and property which further the work and efficiency of the Technical Team. Ø Devise and implement strategies to build cooperation, participation, environmental and economic viability within the County's community. Ø Performs other duties as assigned.
WORKING CONDITIONS
Works indoors with limited work space, adequate lighting and ventilation, and fluctuation in temperatures; exposure to noise, disruptions, and stress; Normal indoor exposure to dust/dirt; Subject to working outdoors
PHYSICAL AND MENTAL REQUIREMENTS
Must have the ability to record, convey, and present information, explain procedures, and follow instructions; Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties; Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties; Sedentary work with occasional lifting, 15-20 pounds; Must be able to pay close attention to detail and concentrate on work.
REQUIRED
KNOWLEDGE, SKILLS and
ABILITIES
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Have working knowledge of County and Regional natural resource needs. Have working knowledge of environmental laws and regulations, programs and agencies affecting landowners and managers. Be familiar with and have working knowledge of computers, MS Dos operating systems, Microsoft Office Suite of Programs, and be capable of learning specialized technical/hydrological software. Capable of entering construction sites and/or rugged and remote terrain areas during various weather conditions for visual site assessment and evaluation effort. Have a broad range of communication and personnel management skills. MINIMUM EXPERIENCE and
TRAINING
Bachelor's degree is natural resource management, agriculture or related field; one or more years of experience in an administrative role; or equivalent combination of education and experience as approved by Conservation District Board. Must become certified under NICET (National Institute for Certification of Engineering Technicians) or equivalent certification approved by the Board within one year of employment.
