Job Description

Position Overview:
The Stormwater Quality Plan Reviewer supports the Environmental and Watershed Protection Group and technically reviews engineered and non-engineered plans to determine compliance with Harris County stormwater regulations. This position focuses on protecting Harris County water quality.
Job Duties:
Regulate land development to ensure compliance with the Clean Water Act, state laws, and local regulations. Review construction plans for compliance with applicable local, state, and federal regulations. Provide detailed instructions related to permitting requirements. Ensure projects meet applicable minimum design criteria. Perform data entry related to permit issuance and requirements. Communicate with the public by phone, email, and in person regarding regulations and permitting requirements. Assist with stormwater compliance efforts as workload allows. Assist with other assigned duties, including County disaster recovery planning and/or operations, as needed. Perform other duties as assigned. Education & Experience:
High School diploma or G.E.D. equivalent, and; A minimum of one (1) year of experience in a technical field involving engineered design plans, construction, inspection, or the environment OR Associate's Degree in a technical or environmental field. OR Bachelor's degree in a technical or environmental field. OR Military Occupational Specialties (MOS) of the 12 series 12B, 12C, 12E, or similar MOS types and a minimum rank of E-5 may be considered to replace experience requirements. (To qualify, clearly document military experience and rank on your application employment history.) Knowledge, Skills, & Abilities (KSAs) Basic computer skills and proficiency in Microsoft Office programs and quick ability to learn department-supported application programs shortly after hire. Capability to perform technical reading and writing. Ability to collaborate and establish effective working relationships with coworkers, developers, engineers, and the public. Proficiency in the assessment and prioritization of multiple tasks, projects, and demands. Initiative and sound independent judgment within areas of responsibility. Strong verbal and written communication skills and ability to communicate effectively with the public.
Emergency Deployment & Continuity of Operations Requirement:
In accordance with Harris County's Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must: Participate in the classification of departmental staff based on MEF responsibilities. Be available for temporary deployment to an alternative work location, role, or telework assignment during emergencies. Confirm work assignments with their supervisor before reporting to any worksite during such events. Remain flexible in assuming alternative duties as directed to support continuity of County operations.

Education:
Bachelor's degree in an Engineering or environmental-related field.
Experience:
Familiarity with stormwater treatment concepts. Knowledge, Skills, & Abilities (KSAs): Bilingual in Spanish and/or Vietnamese is a plus! Knowledge of technical principles, including analyzing basic construction drawings and interpreting regulatory requirements. Ability to read construction drawings, topographic maps, and civil survey deeds.
Position Type and Typical Hours of Work:
Full-Time | Regular | 40 hours per week. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary :
Commensurate experience, based on 26 pay periods.
Physical Demands and Environmental Exposure :
Most assignments will be performed in an office, meeting, or operations command center environment, but field work is required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs. The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully.
