Operating under the working title of Assistant Fire Marshal , the Fire Prevention Supervisor will support and mentor Community Risk Reduction personnel while fostering a positive, professional, and collaborative work environment grounded in strong ethics and organizational values. The Fire Prevention Supervisor provides operational guidance to the team while supporting the Mission, Vision, and Values of the organization. The successful candidate has a clear understanding of how the division's services directly and indirectly impact the community, and will work collaboratively with community members, developers, design professionals, contractors, and other City departments to enhance services. This recruitment for Fire Prevention Supervisor will oversee key functions associated with the Planning and Development Section , with a primary focus on construction-related fire and life safety activities, technical plan review support, and coordination with development stakeholders. The Essential Functions for the Life Safety and Hazardous Material Sections have been included as informational, as the Fire Prevention Supervisor will be cross-trained and have a working knowledge of all CRR sections. Due to the specialized and collaborative nature of this assignment, the Fire Prevention Supervisor will report directly to the Fire Marshal. The ideal candidate will possess strong technical knowledge related to building construction, fire protection systems, and fire and life safety codes, along with exceptional communication, report writing, and interpersonal skills. The successful applicant must be capable of interpreting and applying complex codes and standards, preparing clear technical documentation, and effectively communicating with staff, contractors, developers, and executive leadership in a professional and solutions-oriented manner. Essential Functions The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
When assigned any position:
Plan, prioritize, assign, supervise, and review the work of staff responsible for providing fire prevention, inspection or investigation services within the Fire Department. Participate in the development and implementation of goals and objectives; establish schedules and methods for providing fire prevention services; develop and implement policies and procedures of assigned unit. Participate in the selection of assigned staff; provide or coordinate staff training; evaluate and work with employees to correct deficiencies. Participate in the preparation and administration of the Community Risk Reduction Division budget for assigned area of responsibility; submit budget recommendations; monitor expenditures. Coordinate the investigation of complaints; prepare reports and correspondence. Conduct on-site inspections of more hazardous and complex occupancies, new construction and development projects. Review and analyze proposals for alternate methods of compliance plans for equivalency with code intent and recommend approval or denial. Assist the public and other city employees with technical inquiries related to plan review, hazardous materials, hazardous waste and/or inspections. Pursue legal remedy for non-compliance and review legal complaints. Attend a variety of continuing education classes, seminars and/or meetings in an effort to remain current on applicable codes, regulations, policies, and procedures. Perform related duties and responsibilities as required. When assigned to
Planning and Development or Life Safety:
Ensure compliance with all applicable codes and regulations, by supervising and participating in the performance of fire inspections and plan reviews for new construction. Coordinate the City's weed abatement, fuel modification for the wildland interface area to reduce possible fire hazards; administer the weed abatement Master Agreement; monitor contract payments and submit liens to the Orange County Tax Assessor's office for collection. Coordinate and monitor scheduled annual fire inspections; new construction inspections, trade show inspections, and license request clearance applications for Residential Care facilities. Coordinate the fire code permit program including the collection of revenues; review permit applications and ensure that permit requirements are identified. Coordinate special event standby personnel for large city venues; coordinate and review the collection of revenues for false alarms. Recommend and assist in the implementation of changes in the enforcement of the Fire Code and plan review process. Provide technical expertise in interpretation and implementation of the Fire Code. Analyze proposals for alternate materials and methods of compliance for equivalency with code intent. Review highly complex and technical high-rise, commercial, industrial, and manufacturing process plans to verify proper fire protection systems, exits and code compliance; consult with architects, builders, and developers regarding methods, materials, City specifications and problem areas. Meet with the public and a variety of businesses and agencies to review fire protection plans; recommend appropriate fire protection systems installations, as required. Enforce applicable fire codes; pursue legal prosecution for violators, as necessary. Assist in the evaluation of fire safety conditions; recommend changes in building and fire codes to remain current with new materials and methods of construction. Perform moderately complex mathematical calculations in the evaluation of fire sprinkler, fire alarm, and water systems. Compile and analyze information and data; prepare related reports. Review work and provide training to Fire Cadets and Reserves on inspection and fire protection systems testing and installations and other personnel, as required. Coordinate requested fire department plan check reviews with other City departments and perform fire plan checks for new development occurring within the City. When assigned to
Hazardous Materials:
Acts as Certified United Program Agency (CUPA) Technical Supervisor to coordinate and monitor the CUPA program; including Hazardous Materials Business Plans/Management Plans/Inventory Statement, Hazardous Waste Generators and Treatment Facilities, Underground Storage Tanks, Above Ground Storage Tanks and California Accidental Release Prevention. Coordinate and monitor Small Hydrocarbon Acquisition & Recovery Program (SHARP), Orange County Cities Hazardous Materials Emergency Response Authority (OCCHMERA) and assigned fire inspections. Oversee and participate in the investigation, cleanup, and prosecution of hazardous materials and hazardous waste incidents: spills, releases and the abandonment of hazardous materials and hazardous waste. Coordinate and monitor the plan reviews and/or inspections performed by employees in this section. Provide direction to staff on appropriate enforcement action to be taken, when deemed necessary. Oversee the assessment and collection of fees for the CUPA program, SHARP and
OCCHMERA.
Coordinate and monitor all CUPA associated permits. Prepare CUPA required reports and annual self-audit. Represent the City in the triennial California Environmental Protection Agency (CalEPA) CUPA Evaluation.
Qualifications Experience and Education:
Bachelor's Degree in Public Administration, or a related field. Four (4) or more years of progressively responsible experience in fire prevention, fire investigation, fire code enforcement, hazardous materials management, and fire education, including divisional or departmental management experience. Up to four years of job-related experience can be substituted for up to two years of the education requirement for this position; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Planning and Development or Life Safety Sections:
Responsible fire prevention experience with a municipal or county fire agency related to inspections, hazardous materials, and/or plan review including supervision and development of employees. Possession of current International Code Council Certified Fire Inspector is required. International Code Council Certified Fire Plans Examiner is highly desirable . When assigned to
Hazardous Materials Section:
Responsible experience in conducting inspections and plan review in CUPA programs; supervision and development of employees. Education equivalent to graduation from an accredited college or university or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of the California Education Code Section 94310 (b) with major course work in biological, chemical, physical, environmental or soil science; environmental health; environmental or sanitary engineering; toxicology; industrial hygiene; or a related field. Additional qualifying experience in hazardous materials management, regulation, analysis or research; environmental research, monitoring, surveillance or enforcement; or resource recovery may be substituted for the required education on the basis of one year of qualifying experience for each year of college work for up to a maximum of two years.
Knowledge of:
operations, services, and activities of fire prevention; principles of municipal budget preparation and control; principles of supervision, training and performance evaluation; report writing, customer service principles; pertinent Federal, State and local laws, codes and regulations; fire and life safety systems; methods and procedures of fire inspection, code enforcement and plan review; construction practices. In addition, when assigned to Hazardous Materials, must have knowledge of proper handling of hazardous materials and hazardous waste, release notification and clean up requirements; current methods and procedures used in the inspection and remedy of unhealthful and hazardous conditions; in-depth knowledge of the California/Federal Risk Management Program as it relates to environmental health and hazards; general engineering practices; industrial processes; chemistry, including toxic chemicals and problems relating to their use and control; grant writing and monitoring procedures; record keeping techniques; effective presentation, training and education techniques.
Ability to:
coordinate and direct the services and activities of the assigned Risk Reduction section; supervise, organize, and review the work of assigned staff involved in the operations and services of fire prevention; select, train, and evaluate staff; interpret and explain City fire prevention policies and procedures; interpret, apply and ensure compliance with State and local fire codes and regulations; conduct investigations, identify and abate fire hazards; research, analyze and evaluate new fire prevention program techniques, methods and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups and the general public. Assist in the preparation and administration of the budget; effectively apply continuous improvement principles in emphasizing quality customer service; review and analyze complex problems and issues to develop and implement effective solutions, goals and objectives, manage meetings effectively and resolve disputes; exhibit resourcefulness representing the City's best interest in problem solving and decision making.
License/Certification Required:
Possession of, or ability to obtain, an appropriate, valid California driver's license. Driving is required for this position. Possession of a level 3 P.C. 832 Peace Officer's Standards and Training (P.O.S.T.) Certificate. Supplemental Information

- The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.
