THE OPPORTUNITY

Hampden Township seeks an experienced EMS leader to direct its emergency medical services program. Reporting to the Chief of Fire & Rescue, the Deputy Chief of EMS Operations leads patient care quality, personnel, operational readiness, and financial stewardship while strengthening EMS as an integrated part of HampdenTownship Fire Rescue. Lead a 24-hour public service operation with responsibility for clinical operations, workforce management, quality improvement, education, compliance, budgeting, and long-range planning. Build trust through clear expectations, sound judgment, respectful communication, and accountability. WHAT YOU WILL DO

People and service delivery. Supervise and evaluate EMS personnel; manage staffing, scheduling, coverage, recruitment, onboarding, retention, and employee development. Participate in personnel decisions and the Duty Chief rotation. Clinical quality and compliance. Direct quality assurance, chart review, competency validation, continuing education, patient safety, credentialing, and protocol compliance. Coordinate with the EMS Medical Director, hospitals, regional EMS council, and Pennsylvania Department of Health. Fiscal and operational readiness. Prepare and administer operating and capital budgets; monitor billing, revenue, subscriptions, and financial trends. Oversee fleet, equipment, supplies, medications, records, and technology, coordinating purchasing and replacement planning with Support Services. Planning and partnerships. Use performance data to guide improvements and report results to Township leadership. Develop community education, support mass casualty and emergency planning, and collaborate with public safety and healthcare partners. Evaluate new service models when authorized.

QUALIFICATIONS AND APPLICATION MINIMUM QUALIFICATIONS

Current Pennsylvania Paramedic certification, or current Pennsylvania EMT certification with substantial executive EMS management experience and the ability to meet Township credentialing requirements. At least seven years of progressively responsible EMS experience, including at least three years in a supervisory or management role. Current CPR certification and a valid driver license with an acceptable driving record.

NIMS/ICS

100, 200, 300, 400, 700, and 800. Demonstrated ability to manage a 24-hour EMS system, supervise personnel, prepare budgets, analyze performance, communicate professionally, andcollaborate with medical and public safety partners.

PREFERRED QUALIFICATIONS

Associate degree in EMS, public administration, healthcare administration, business, or a related field, or an equivalent combination of education and experience. Pennsylvania Paramedic certification; EMS officer credentials; instructor certification; quality improvement education; and experience with CAAS or other accreditation systems. Experience in labor relations, billing and revenue cycle management, fleet replacement, grants, strategic planning, clinical research, and municipal government.

SCHEDULE AND WORKING CONDITIONS

The position has a 40-hour workweek with a flexible schedule that regularly includes evenings, weekends, holidays, and emergency response. It participates in the Duty Chief rotation and may require extended hours. Work is based at a Township Emergency Services facility and extends throughout the Township and mutual aid area. Maintain operational proficiency and respond as needed for major incidents, high-acuity events, staffing emergencies, quality review, or command support, including serving as an EMT as needed. Duties may include lifting and moving patients, working in confined spaces, and operating in adverse weather and stressful environments. Maintain all licenses, certifications, medical clearances, and continuing education required for assigned duties.

Pay:

$84,532.00 - $114,366.00 per year
