OBJECTIVE OF JOB
To carry out enforcement of court orders and collection of support in accordance with established policies, procedures and Pennsylvania Rules of Civil Procedure in an office setting.
ESSENTIAL FUNCTIONS OF JOB 1.
Enforces on child, spousal, alimony, cash assistance and medical court orders. 2. Manages caseloads daily/monthly while collecting financial distribution of funds. Utilizes daily/monthly reports for case management. 3. Prepares subpoenas and secures the Judge's approval and signature. Serves these subpoenas to obtain employment records, payroll records, other sources of income or employment and proof of medical insurance. Prepares various Support Orders for the Judge's review, approval and signature. 4. Investigates and utilizes available remedies to locate missing plaintiffs and or defendants. This includes searching all accessible data bases. It also includes interviewing family members, friends and other possible witnesses. Contacts other county departments, post offices, local welfare department, law enforcement agencies, confidential informants or other sources to assist in locating individuals. Utilize subpoenas to obtain records of telephone or utility companies and financial institutions. 5. Investigates and locates defendant/plaintiff assets, including real estate, bank accounts and other financial accounts. 6. Investigates claims of disability to ensure legitimacy. This includes obtaining HIPAA release forms and possibly interviewing attending physicians. It also includes obtaining sufficient and or additional documentation to justify any suspension of an Order of Court. 7. Utilizes phone calls, letters, email, text messages and social media to contact clients. 8. Assists in preparing cases and documentation for litigation/court hearings. Consult with IV-D counsel as needed and attend hearings whenever necessary. 9. Corresponds with other courts and government agencies in regards to carrying out essential job duties. Including Courts and Child Support agencies of other states, countries and tribunals. 10. Conduct enforcement conferences with eligible parties. Interrogate plaintiffs and or defendants to obtain information on hidden income and fraudulent activities. 11. Educates clients on policies and procedures required of them by the law. 12. Diffuses confrontations and altercations between involved parties, their attorneys and or families. 13. Prepares Court Orders for employers to attach wages, including the proper amounts for weekly, bi-weekly or monthly submissions. If the employer is non-compliant, enforcement shall then begin on the employer. 14. Follow all mandates of interstate/intergovernmental law. Utilize interstate communication procedures for child support correspondence with other states, countries and tribunals. 15. Authorized access to QUICK and will utilize this program in accordance with Federal rule regulations. 16. Enters and maintains appropriate data including, but not limited to, financial information, medical support information, payments, enforcement actions and other pertinent information, etc. within the PACSES (Pennsylvania Child Support Enforcement System) computer matrix. 17. Performs related duties as assigned by authorized personnel and backup to co-workers when necessary.

Attends meetings, court proceedings and training sessions as required. 2. Performs other job-related duties as required.
SUPERVISION RECEIVED
Receives occasional instruction and some supervision from the Director and Deputy Director in regards to daily work duties.

WORKING CONDITIONS 1.
Works indoors in adequate office space, lighting and ventilation, but subject to fluctuations in temperatures. 2. Works with average indoor exposure to noise and stress, but subject to frequent disruptions. 3. Below normal indoor exposure to dust/dirt.
PHYSICAL/MENTAL CONDITIONS 1.
Must possess ability to record, convey, and present information, explain procedures, and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing and walking with occasional periods of bending, twisting, stooping, and reaching as necessary to carry out essential job duties. 3. Dexterity requirements range from coordinated movements of fingers/hands for typewriter and computer, to simple dexterity of feet/legs/torso as necessary to carry out job duties. 4. Sedentary work with occasional lifting/carrying of objects with a maximum weight of ten pounds. 5. Must be able to cope with the physical and mental stresses of the position. 6. Must be able to move frequently throughout the workday as needed to carry out essential job duties. 7. Must be able to pay close attention to details and concentrate on work.
REQUIRED QUALIFICATIONS A. EDUCATION/TRAINING
High School diploma or equivalent.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED 1.
Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job. 2. Must possess good communication and interpersonal skills. 3. Must possess ability to function independently, have flexibility, and the ability to work effectively with clients, co-workers and others. 4. Must possess ability to maintain confidentiality in regard to client information and records. 5. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed. 6. Must possess general knowledge of modern office practices and procedures and ability to apply same to essential duties of job. 7. Must possess knowledge and ability to practice current and accurate usage of grammar, spelling, and filing procedures. 8. Must possess ability to perform simple math calculations with accuracy and reasonable speed. 9. Must possess ability to learn county and legal rules, procedures, and practices as necessary within department. 10. Must possess ability to be able to handle a variety of clerical duties and switch from one to another throughout the workday. 11. Must possess initiative and problem-solving skills. Must be able to make independent decisions when circumstances warrant such an action. 12. Must be able to interact with others in a positive and productive manner with minimal conflict.
