THE POSITION

Do you want to examine facts, construct clear and concise decisions, and help ensure that every person can exercise their right to appeal an unemployment compensation (UC) decision? Join the Department of Labor & Industry's UC Board of Review, Lancaster Referee Office as an Appeals Referee. DESCRIPTION OF WORK

An Appeals Referee hears and decides first level appeals of UC appeals, serving as a hearing officer for second level appeals as needed. You will review UC appeals in preparation for each hearing, conduct hearings as scheduled, supervise clerical staff, travel to hearing sites, and issue decisions. This includes following and explaining rules of evidence, due process standards, and standard administrative practice to move the proceedings to conclusion, as well as issuing decisions that are supported by legally sufficient findings of fact, explain all legal issues present in a case, and provide reasoning for decisions reflecting the application of the law to a particular set of facts. Responsibilities involve interpreting policy and procedure as received from UC Law and regulations, precedent decisions in case law, and other instructions. You will also be expected to train, advise, and oversee activities by subordinate staff who help facilitate appeals processing within the office, resolve complaints and grievances, supervise clerical support staff, prepare performance reviews for such employees, and approve or disapprove leave requests. Work Schedule and Additional Information:

Full-time employment Work hours are typically 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Work hours are negotiable, with a 30-minute lunch.

Telework:

You may have the opportunity to work from home (telework) part-time, upon successful completion of the training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Lancaster. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS

Minimum Experience and Training Requirements:

Graduation from an approved school of law and certification of admission to the bar of the Supreme Court of Pennsylvania and one year of experience in the practice of labor law; or Four years of experience in the determination of unemployment compensation claims, including adjustments, overpayments, and appeals supplemented by 6 college level credits in English composition or other related English courses; or Four years of professional experience which involves the application of taxing or benefit-paying provisions of the Unemployment Compensation Law in order to determine compliance, to improve Unemployment Compensation program operations, or to train others in the application of the law supplemented by 6 college level credits in English composition or other related English courses; or An equivalent combination of experience and training which includes 6 college level credits in English composition or other related English courses.
