Job Description

The DOJ attorney team is looking for up to 15 full-time Law Clerks to provide day-to-day support for the Claim Review Team. The Claim Reviewer (on Claim Review Team) works with DOJ claim review leadership to perform the initial review of claims for eligibility and/or compensation, with a focus on Fast Track claims, Eligibility determinations, and non-economic loss awards.
PLACE OF PERFORMANCE
: Performance of work under the subcontract shall be 3 days onsite and 2 days remote. The Subcontractor personnel shall attend VCF meetings, including All Hands meetings, as required.

$43.86 The anticipated period of performance is June 1, 2026, through May 31, 2027 Project Requirements The Subcontractor shall provide Law Clerk I reviewer staff to support the VCF Claim Review team with their day-to-day operations. Subcontractor personnel shall begin performance as soon as he/she is cleared to work on MEGA via Civil Security waiver.
Project requirements include the following:
  • Perform the initial review of claims for eligibility and/or compensation, with a focus on Fast Track claims, Eligibility determinations, and non-economic loss awards
  • Identify missing information and formulate appropriate requests to claimants or their counsel for additional submissions
  • Identify areas requiring further review and/or additional information
  • Proactively communicate with claimants and claimants' attorneys to clarify issues relating to claims and ensure complete information is provided
  • Provide guidance to claimants' legal representatives about VCF policies, procedures, and operations
  • Make and draft recommendations for Eligibility and Non-Economic Loss using preapproved template
  • Effectively manage queue to ensure prompt follow up on claims after required time period, prompt action on newly assigned claims, and to meet goals established for quantity and quality of claims produced
  • Should be able to provide status of all claims in queue
  • Draft well-written and complete recommendations to the Special Master about the appropriate disposition of claims, including the determination of eligibility and the amount of non-economic loss should be awarded
QUALIFICATION REQUIREMENTS
The Subcontractor shall demonstrate the qualifications and experience to provide Law Clerk Is to support the VCF Claim Review team.
Subcontractor shall have:
  • Require Law degree, or currently attending an ABA-accredited law school, having completed at least one year of study or, an equivalent level of legal training or experience or an equivalent level of education may be substituted
  • Require sound working knowledge of federal and state court systems, legal research procedures, and legal research resources
  • Requires excellent written and oral communication skills and thorough knowledge of legal research tools such as LEXIS and Westlaw
  • Must have hands-on familiarity with a variety of computer applications, including word processing, databases (such as document review and file management systems), spreadsheets, and imaging
  • Role also requires hands-on familiarity with ESI tools and knowledge of eDiscovery procedures and resources
  • Experience in reviewing, evaluating, and analyzing claims, with the ability to apply established criteria to determine legal sufficiency
  • Experience in analyzing and organizing documents for supporting evidence and determining mechanisms to perfect insufficient claims
  • Strong Excel skills with experience using complex workbooks
  • Strong organizational, communication, and interpersonal skills, including experience working with the public (claimants) and with external attorneys (claimants' legal representatives)
  • Excellent research and writing skills, demonstrated experience working with complex statutory and regulatory schemes, and flexibility and creativity in the application of existing policies
SECURITY
Subcontractor will be required to obtain a Minimum Background Investigation (MBI) clearance. Subcontractor will be responsible for complying with DOJ Information Requirements, as defined in DOJ Order 0904, means any Information that is owned, produced, controlled, protected by, or otherwise within the custody or responsibility of the DOJ, including, without limitation, information related to DOJ programs or personnel. It includes, without limitation, Information (1) provided by or generated for the DOJ, (2) managed or acquired by the Contractor for the DOJ in connection with the performance of the contract, and/or (3) acquired to perform the contract.
