Job Description

JOB SUMMARY
The Patrol Lieutenant serves as a mid-level command officer responsible for supervising patrol operations, ensuring compliance with departmental policies and applicable laws This position directs field operations, oversees subordinate supervisors and officers, and ensures effective delivery of law enforcement services The Patrol Lieutenant acts as a critical link between executive leadership and patrol personnel, ensuring operation readiness, accountability, and professional conduct.
MAJOR DUTIES
The following duties and associated tasks are typically performed by an employee in this position. No attempt is made to be exhaustive in the following list.
  • Supervise and coordinate patrol shifts, sergeants, and officers.
  • Ensure enforcement of federal, state, and local laws in accordance with departmental policy.
  • Monitor and evaluate field operations to ensure compliance with GLECP certification standards and best practices.
  • Review reports, incident documentation, arrests, and use-of-force reports for accuracy and completeness.
  • Respond to major incidents, critical events, and emergencies; assume command when necessary.
  • Conduct inspections to ensure personnel readiness, equipment accountability, and compliance.
  • Provide leadership, mentoring, and performance management for subordinate personnel.
  • Participate in internal investigations, administrative reviews, and disciplinary processes.
  • Coordinate training efforts to ensure officers maintain POST certification and GLECP compliance.
  • Engage with the community to promote trust, transparency, and problem-solving partnerships.
  • Develop operational plans, staffing allocations, and deployment strategies.
  • Assist in policy development and implementation
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS REQUIRED BY THE POSITION
Thorough experience in supervisory of law enforcement work (Associated Degree preferred); and/or any combination of experience and training equivalent to the following:
  • Knowledge of Federal, state, and local laws, including Georgia criminal and traffic codes.
  • Knowledge of Departmental Policies and Procedures
  • Knowledge of Use of Force guidelines, constitutional law, and civil liability
  • Skills in leadership and personnel management
  • Skills in conflict resolution and decision making

SUPERVISORY CONTROLS
The Patrol Lieutenant performs duties under the general direction of the Patrol Captain, who may issue specific orders and through consultation offer advice and/or assistance. The Patrol Lieutenant's performance is evaluated through consultation, review of written reports, and observation of work accomplished.
COMPLEXITY/SCOPE OF WORK
  • Work involves managing diverse and often unpredictable law enforcement situations
  • Requires balancing administrative oversite with field command responsibilities
  • Decisions may have significant legal, operational, and community impact.
  • Scope includes shift level or unit wide operation responsibility
CONTACTS
  • Contacts are typically with co-workers, other city employees, court personnel, attorneys, representatives of other public safety agencies, victims of crimes, witnesses, suspects, representatives of state agencies, and members of the public.
  • Contacts are typically to provide services; to give or exchange information; to resolve problems; to motivate or influence people; or to justify, defend or negotiate matters.
PHYSICAL/MENTAL DEMANDS/ WORK ENVIRONMENT
  • Ability to stand, walk, run and perform physical law enforcement duties
  • May require lift, restraining individuals, and operating vehicles
  • High level of concentration, decision-making, and stress tolerance.
  • Ability to manage multiple incidents and personnel simultaneously.
  • Exposure to traumatic or critical incidents.
  • Combination of office and field work.
  • Exposure to hazardous conditions, including weather, violence, and emergencies.
  • Shift work, including nights, weekends, and holidays.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Patrol Sergeant and indirect supervision over sworn patrol officers. The Patrol Lieutenant is responsible for performance evaluation, discipline, and professional development. The position is accountable for operation effectiveness, resource allocation, and shift performance.
MINIMUM QUALIFICATIONS
  • High school diploma or GED (Associate or Bachelor's degree preferred).
  • Certified law enforcement officer meeting state POST requirements.
  • Minimum of 3-5 years of law enforcement experience, including supervisory position as a Sergeant or equivalent.
  • Strong communication and leadership skills.
  • Valid driver's license and ability to work irregular hours.
  • Meet standards of the department's hiring/recruitment practices
  • Completion of advanced leadership training before or after appointment in this position
Pay:
$61,350.31 - $79,073.54 per year
