POSITION SUMMARY
The Chief of Police serves as the executive leader and chief administrative officer of the Snow Hill Police Department and is responsible for the overall management, direction, planning, and administration of all law enforcement services provided by the Town. Under the general policy direction of the Mayor and Council and administrative supervision of the Town Manager, the Chief of Police develops and implements departmental goals, policies, procedures, and strategic initiatives to protect life and property, preserve public peace, prevent crime, and enhance the quality of life for residents, businesses, and visitors. The Chief exercises a high degree of independent judgment, leadership, and professional discretion while ensuring compliance with all applicable federal, state, county, and municipal laws, regulations, policies, and professional policing standards, including those established by the Maryland Police and Correctional Training Commissions (MPCTC).
GENERAL REQUIREMENTS
The selected candidate must: Successfully complete a comprehensive background investigation. Successfully complete pre-employment drug screening. Possess and maintain a valid Maryland Class C driver's license. Be available for emergency call-back and response at any time, including nights, weekends, holidays, and emergency situations. Meet and maintain all certification, recertification, training, and continuing education requirements established by the State of Maryland and the Maryland Police and Correctional Training Commissions (MPCTC). Demonstrate the ability to maintain the public trust through ethical leadership, accountability, transparency, and community engagement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. Administrative Leadership Direct, supervise, and coordinate all operations and activities of the Police Department. Establish departmental goals, objectives, policies, procedures, and performance standards. Develop and implement long-range strategic plans and public safety initiatives. Ensure departmental compliance with all applicable federal, state, and local laws and regulations. Administer and enforce departmental policies, Town personnel policies, and professional standards. Personnel Management Recruit, hire, train, mentor, supervise, evaluate, and discipline personnel. Promote a culture of professionalism, accountability, wellness, and continuous improvement. Identify staffing needs and succession planning opportunities. Oversee and coordinate department training programs and professional development. Budget and Fiscal Management Prepare, administer, and monitor the department's annual operating and capital budgets. Oversee expenditures and ensure responsible stewardship of public resources. Identify and pursue grant funding opportunities and regional partnerships. Operations Management Direct law enforcement, crime prevention, traffic safety, emergency response, and investigative functions. Monitor crime trends and implement effective policing and crime reduction strategies. Coordinate operations with the Worcester County Sheriff's Office, Maryland State Police, neighboring jurisdictions, emergency services agencies, and federal law enforcement partners. Reporting and Compliance Ensure timely and accurate reporting of criminal justice, personnel, and operational data. Maintain compliance with Maryland reporting requirements, accreditation standards, and professional policing practices. Oversee departmental records management and evidence management systems. Community Relations Promote community-oriented policing and positive public engagement. Attend Town Council meetings and provide professional recommendations regarding public safety issues. Serve as the primary spokesperson for the Police Department when appropriate. Build and maintain effective working relationships with residents, businesses, schools, community organizations, and elected officials. Other Duties Perform the duties of a sworn police officer when necessary. Perform related duties as assigned by the Town Manager, Mayor, and Council.
MINIMUM QUALIFICATIONS
Candidates must possess: Current certification as a Maryland Police Officer or eligibility for certification or recertification through the Maryland Police and Correctional Training Commissions (MPCTC). A minimum of ten (10) years of progressively responsible law enforcement experience. A minimum of two (2) years of command-level supervisory experience at the rank of Lieutenant or above, or equivalent executive-level law enforcement leadership experience. Demonstrated experience in personnel administration, budgeting, strategic planning, and departmental management. Strong interpersonal, written communication, and public speaking skills.
PREFERRED QUALIFICATIONS
Preference may be given to candidates possessing: Bachelor's degree in Criminal Justice, Public Administration, Homeland Security, Business Administration, or a related field. Master's degree in a related discipline.
Graduation from:
FBI National Academy;
FBI LEEDS
Program; Northwestern University School of Police Staff and Command; Southern Police Institute; Maryland Chiefs of Police Association leadership programs; or Comparable executive leadership training. Previous service as a Police Chief, Deputy Chief, Major, Captain, or equivalent command-level position. Experience within a municipal law enforcement agency. Experience with grant management and community policing initiatives.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
The successful candidate shall possess: Thorough knowledge of modern police administration, leadership principles, and organizational management. Thorough knowledge of constitutional policing, criminal investigations, patrol operations, evidence management, and public safety best practices. Knowledge of Maryland criminal law, police accountability requirements, and MPCTC standards. Ability to effectively lead, motivate, and develop department personnel. Ability to prepare and present clear and comprehensive reports, budgets, policies, and public presentations. Ability to develop productive relationships with elected officials, employees, community groups, media representatives, and governmental agencies. Ability to exercise sound judgment under stressful and emergency conditions.
WORKING CONDITIONS
Work is performed in a combination of office, field, and emergency response environments. The position requires availability beyond normal business hours and may involve exposure to: Inclement weather; Hazardous situations; Crime scenes; Traffic hazards; Physical confrontations; and Other conditions commonly associated with law enforcement operations.
PHYSICAL REQUIREMENTS
Physical activity is required. The employee frequently sits, stands, walks, communicates verbally, uses computer systems, and operates motor vehicles. The employee may occasionally be required to: Lift and carry up to 80 pounds; Push or pull heavy objects; Respond to emergencies; Bend, climb, stoop, crawl, or kneel; Perform defensive and protective law enforcement activities.
