DISTINGUISHING FEATURES OF THE CLASS
The work involves serving as the chief administrative assistant to the Police Commissioner in the management and administration of a municipal police department. The incumbent assists in formulating departmental policies, establishing long-range goals and objectives, directing administrative operations, developing organizational strategies, overseeing personnel administration, and evaluating departmental performance. The position participates in executive-level decision making affecting departmental operations, fiscal management, labor relations, community partnerships, and public safety initiatives. The Deputy Police Commissioner exercises broad independent judgment in the administration of the department and acts for the Police Commissioner in the Commissioner's absence or as delegated. The position is distinguished by significant responsibility for policy development, executive management, and administrative oversight rather than the direct supervision of routine law enforcement activities. General direction is received from the Police Commissioner. General supervision is exercised over administrative staff and, through the chain of command, departmental personnel.
TYPICAL WORK ACTIVITIES
Assists the Police Commissioner in directing the administration and management of the Police Department; Participates in establishing departmental goals, policies, procedures, and strategic initiatives; Develops administrative policies and recommends organizational improvements; Oversees departmental administrative functions including personnel administration, budgeting, planning, purchasing, training, accreditation, and records management; Participates in executive-level personnel decisions involving recruitment, appointments, promotions, discipline, labor relations, and employee development; Assists in the preparation and administration of the department's operating and capital budgets; Reviews departmental operations, crime trends, staffing levels, and organizational performance and recommends improvements; Coordinates departmental activities with municipal officials and local, county, state, and federal agencies; Represents the Police Commissioner before the Town Board, governmental agencies, community organizations, and the public; Develops and maintains cooperative relationships with community organizations, educational institutions, and civic groups; Assists in ensuring departmental compliance with applicable laws, regulations, accreditation standards, and established professional practices; Participates in emergency management planning and executive-level incident management; Acts on behalf of the Police Commissioner during periods of absence or as delegated; Performs related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and practices of public administration and police administration; thorough knowledge of modern law enforcement management; thorough knowledge of governmental budgeting, personnel administration, labor relations, organizational management, and strategic planning; ability to formulate and implement administrative policies; ability to direct and evaluate major organizational programs; ability to analyze complex administrative issues and develop effective solutions; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with elected officials, governmental agencies, employees, and the public; sound executive judgment; integrity; leadership ability; administrative aptitude.
MINIMUM QUALIFICATIONS
Either:
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree or higher in Criminal Justice, Public Administration, Business Administration, Law, Homeland Security, or a closely related field and ten (10) years of progressively responsible law enforcement experience, five (5) years of which shall have included executive, administrative, or command-level management responsibilities; OR B. Graduation from a regionally accredited or New York State registered college or university with an Associate's degree or higher in Criminal Justice, Public Administration, Business Administration, Law, Homeland Security, or a closely related field and twelve (12) years of progressively responsible law enforcement experience, five (5) years of which shall have included executive, administrative, or command-level management responsibilities; OR C. Graduation from high school or possession of a high school equivalency diploma or higher and fourteen (14) years of progressively responsible law enforcement experience, five (5) years of which shall have included executive, administrative, or command-level management responsibilities.
SPECIAL REQUIREMENTS AT TIME OF APPOINTMENT
Possession of a valid New York State Driver License at the time of appointment and maintain such license throughout the duration of employment under this title.
Pay:
$130,000.00 - $160,000.00 per year
