Job Description
JOB SUMMARY
Command, supervise and administer the functions of and the personnel in a Division of the Police Department. Plans, organizes, directs and oversees the work of sworn and civilian staff. Assists in developing and administering the department budget and expenditures, in strategic and long-term planning, in implementing a law enforcement program for the Town, and in developing policies and procedures. Perform patrol, investigation, traffic regulation and related law enforcement activity functions and duties as needed. Proactively undertakes community-oriented policing by working with and assisting citizens. Prepares a variety of reports, forms and records. Make presentations as required. Oversees different process levels of criminal and administrative investigations. Strives to assure staff and department programs are adhering to policy, procedure, and best practices.ESSENTIAL FUNCTIONS
- Command, supervise and administer the functions of, bureaus, sections, and the personnel in a Division of the Police Department. Assist in developing and administering the department budget and expenditures, in strategic and long-term planning, in implementing a law enforcement program for the Town, and in developing policies and procedures.
- Plans, organizes, directs and oversees the work of sworn and civilian staff. May be involved in the selection of staff and promotional processes. Reviews and recommends disciplinary action. May testify at or coordinate activities at personnel hearings. Writes and reviews performance evaluations.
- Perform patrol, investigation, traffic regulation and other related law enforcement activity functions and duties as needed.
- Proactively undertakes community-oriented policing by directing staff to address community-oriented policing projects as staff works with assisting citizens with such matters to preserve the peace and protect the public.
- Attends meetings to review calls for service, cases, complaints, philosophies, directives and service efforts and to coordinate local, regional and national law enforcement strategies, activities and initiatives for the Sahuarita Police Department.
- Evaluates and recommends equipment purchases, upgrades and replacements. Evaluates staff strengths, weaknesses and interests and recommends training, improvement/career development activities. Through coaching, training, and mentoring, is responsible for assuring subordinates meet appropriate levels of competency in their respective positions and continue to professionally develop.
- Oversee, review, prepare, and forward a variety of reports, forms and records, requisitions, grants and other paperwork to include media releases, Intergovernmental Agreements, contracts, MOUs, and grants. Compose and revise a variety of written documents and summaries. Prepare and submit periodic reports. Make presentations as required.
- Coordinate activities with other town officers, exchanges information with officers in other jurisdictions, obtains advice from the Town Attorney, Town Prosecutor or the County Attorney as needed.
- Assists in emergency evacuations and situations as needed.
- Performs all work duties and activities in accordance with department and/or Town policies and procedures.

- Works in a safe manner and reports unsafe activity and conditions.
KNOWLEDGE, SKILLS & ABILITIES
- Advanced law enforcement managerial principles, practices and techniques.
- Ability to read and understand complex and/or advanced court cases, budgets, policies, documents, and reports.
- Knowledge and ability to interpret and apply municipal, federal, state and local laws, codes, regulations and/or ordinances.
- Excellent written, oral advocacy, and interpersonal skills.
- Strategy and tactics for management and deployment of personnel and equipment in complex tactical and emergency situations.
- Ability to write complex agreements, general correspondence, articles, letters, and reports.
- Principles and practices of criminal justice records management.
- Advanced professional maturity and decision making to deal with complex policing, community, employee, and organizational issues.
MINIMUM QUALIFICATIONS
- Meet all applicable minimum qualifications of a police officer, sergeant, and lieutenant, as determined by the Chief of Police, and meet AZ POST certification.
- AZ POST certified at time of application or within 90 days of hire
- Bachelor's Degree from an accredited college or university or other higher learning educational organization as accepted by the Chief of Police, or the Human Resources Director.
- Six years of increasingly responsible law enforcement experience in all major phases of police work including two years as lieutenant or similar rank; OR
- An equivalent combination of education and experience
PREFERRED QUALIFICATIONS
- Master's degree from an accredited college or university.
- 4 plus years' experience working with municipal or county law enforcement budgets, projects, programs, grants, and personnel management.
- Graduate of FBI National Academy, Northwestern School of Police Staff and Command, California Command College, or similar advanced leadership and management training.
REQUIREMENTS
- Requires Arizona Police Officer Standards and Training Board (AZ POST) Peace Officer Certification. Also requires the ability to obtain and maintain an Arizona Criminal Justice Information Systems (ACJIS) certification.
- Ability to obtain an Arizona driver's license within 10-days of employment and is then required to maintain the driver's License throughout period of employment.
- Ability to obtain all certifications and complete all mandatory training, as determined by the Chief of Police, and must be completed within the timeframe determined by the department.

- Must be able to pass a thorough background investigation in accordance with standards set by the Chief of Police.
- Maintain a physical fitness level to meet the demands of the job.
