JOB DESCRIPTION

SHERIFF'S OFFICE Primary Responsibility:

Under general supervision, serves as a working first-line supervisor in the Patrol Division. The Patrol Sergeant is responsible for leading deputies through day-to-day field operations, ensuring professional, lawful, and community-oriented policing; providing coaching and accountability; and responding to calls for service and critical incidents. The position enforces local, state, and federal laws; protects life, property, and rights; and promotes public trust and safety for residents and visitors of Gilpin County; and supports effective partnerships with Central City, neighboring agencies, and community stakeholders.

Patrol Deputies In the absence of Detention Sergeants, the Patrol Sergeant may provide temporary supervision and support to the Detention Division as operational needs require.

Non-Exempt Main Job Duties Provide visible first-line supervision during routine operations and critical incidents; set expectations, assign resources, and ensure safe, professional performance. Coach, train, and evaluate assigned personnel; complete performance evaluations; document performance; and support hiring, onboarding, and discipline processes as needed. Promote and model community trust, respectful communication, and de-escalation; resolve problems through sound judgment, tact, discretion, and fairness. Respond to calls for service and conduct law enforcement duties, including investigations, arrests based on probable cause or warrants, evidence handling, and court testimony. Review, approve, and ensure the quality of written reports and case documentation; ensure timely completion and accuracy of required records. Manage and resolve citizen complaints and service concerns; ensure appropriate documentation, follow-up, and communication. Coordinate with Communications and partner agencies; provide operational support, mutual aid, and incident command functions as assigned. Maintain proficiency and safe operation of assigned equipment and vehicles in normal and emergency conditions; ensure assigned personnel follow policy and "due regard" principles. Provide basic medical assistance in emergencies (e.g., first aid/CPR) and coordinate EMS response as needed. Participate in professional development to remain current on legal updates, best practices, and trends in law enforcement supervision. Field Operations (Working Supervisor) Respond to and investigate incidents, including assaults, burglaries, thefts, domestic disturbances, alarms, and other calls for service. Provide backup and scene supervision; manage scene safety, perimeter control, and coordination with investigators or specialized teams. Patrol Gilpin County and assigned areas to maintain visibility, deter crime, and improve community safety; conduct directed patrol, business checks, and problem-solving enforcement. Provide law enforcement services to Central City, including response in the casino environment and coordination with city partners. Conduct investigations of felony-level crimes when assigned; secure and protect crime scenes; collect and safeguard evidence; and ensure proper submission and documentation. Enforce traffic laws and provide traffic control; investigate traffic crashes within assigned jurisdiction(s). Prepare and execute search and arrest warrants in coordination with investigators and supervisors, as appropriate. Assist with special events planning and operational deployment throughout unincorporated Gilpin County and Central City. Administrative and Program Responsibilities Use computerized systems and databases to enter, store, retrieve, and analyze information as required (e.g., CAD/RMS, evidence tracking, training records). Assist with budget preparation and resource planning as assigned. Support grant-related activities as assigned, including documentation, reporting, and coordination. Support county and agency administrative processes (e.g., workers' compensation initiation when injuries occur) and ensure timely completion of required paperwork.

Specialized / Assignment

-Based Duties The following duties may be assigned to a specific Sergeant based on organizational needs. Performance expectations and evaluation will align with assigned duties. Maintain Patrol Division training records, including the Field Training Program; update training materials as needed. Audit Daily Field Activity Reports (DFARs), conduct vehicle inspections, and support fleet readiness for assigned teams. Oversee Patrol Division scheduling and coverage; coordinate staffing adjustments for operational needs. Audit vehicle impounds and ensures compliance with policy and documentation requirements. Coordinate and administer selection and testing processes for hiring and transfers as assigned (e.g., Patrol, Detention, Detention Specialist). Coordinate and facilitate agency-wide trainings; identify outside training opportunities that support operational readiness and community needs. Manage fleet functions as assigned, including vehicle purchase and setup, maintenance coordination, record keeping, and lifecycle planning. Assist in the development and maintenance of the Sheriff's Office policies and procedures. Compile and/or review a monthly report of activity and performance statistics for Patrol personnel. Order, issue, and track equipment required for duty performance (e.g., less-lethal devices, radar units, uniforms, mobile devices). Oversee recruitment activities for Patrol and/or Detentions as assigned. Coordinate promotional testing and transfer testing processes (e.g., Sergeant, Investigator) as assigned. Serve as liaison with the U.S. Forest Service as assigned; manage related budgeting/accounting and required monthly reports. Coordinate DUI, seatbelt, and traffic-safety enforcement grants as assigned. Distribute and track civil paperwork as assigned. Serve as a back-up Field Training Officer (FTO) when primary FTOs are unavailable and when qualified. Maintain and distribute vacation check program participation lists and related records. Support summons tracking and development as assigned. Serve as back-up liaison for Central City when the Division Chief

  • Patrol is unavailable.

Develop operational plans for special events and significant incidents. Performs any other duties assigned to support emergency stabilization or facility operations. Provides cross-training and knowledge transfer to staff as needed to support continuity of operations and government services. Exercises sound judgment in handling confidential and sensitive information, ensuring appropriate disclosure only to authorized individuals and entities. Assists in stabilizing emergent or unforeseen operational situations to ensure continuity of services and effective organizational response. Adheres to all County policies, procedures, regulations, and applicable laws. Work Schedule Must be available for shift work, including weekends and holidays, on call coverage, and must be able to respond to call-outs and emergency activations as required, consistent with operational needs and applicable policies and procedures.

Minimum Qualifications Education:

High School diploma or GED required. Equivalent combinations of education, training, and experience that provide the required knowledge and skills may be considered. Other Requirements Minimum 21 years of age. Meets minimum standards established by Colorado Revised Statues and Colorado POST, as applicable. Valid Colorado driver's license with no restriction due to driving record; ability to operate a county vehicle. Must be insurable per county policy. Successful completion of background investigation, including criminal and driving history. If an internal promotion, the original background investigation will suffice. No felony convictions and no disqualifying misdemeanors or significant prior criminal activity as defined by Colorado POST rules and guidelines. Minimum of three (3) years of law enforcement experience as a Colorado POST-certified peace officer. Prior supervisory experience preferred. Less experience will be considered depending on the needs of the organization. Knowledge, Skills, and Abilities Knowledge of Colorado and federal criminal law, constitutional criminal procedure, and criminal investigations. Strong report-writing and criminal case preparation skills; ability to review and approve reports for quality and completeness. Ability to communicate clearly and professionally in English, verbally and in writing; ability to listen and gather information effectively. Ability to act calmly and decisively under stress; make sound judgments; and apply policy, law, and best practices to dynamic situations. Ability to lead, coach, and hold personnel accountable; build effective teams and maintain professional relationships with subordinates, peers, supervisors, partner agencies, and the public. Ability to use modern technology and law enforcement information systems. Licenses and Certifications Certifications may be required at hire, within specified timeframes, or as assigned based on duties. Colorado Peace Officer certification (Colorado POST)

  • must be currently certified, eligible for certification, or able to obtain certification consistent with Colorado POST rules and agency hiring requirements.

Required after hire or promotion (timeframes may be adjusted based on training availability and assignment): CPR and First Aid certification within 90 days of employment.

FEMA ICS

100 and ICS 700 within 6 months of employment. Obtain OSN access as required within 6 months of request to CBI (or as otherwise directed). Required as assigned/based on operations need: Intoxilyzer certification if assigned to operate the instrument. Arrest control/defensive tactics certification per agency policy. Range qualification/certification for duty weapons as required by policy (handgun/rifle/shotgun as applicable). Taser certification. Any additional certifications required for specialized assignments (e.g., tactical team, grant-funded programs). Gilpin County provides 13 paid holidays per calendar year. An employee will be paid ten (10) hours per holiday.

Vacation:

Sick Leave:

Full-Time employees shall accrue four (4) hours of sick leave each bi-weekly pay period. The maximum sick leave that may be accumulated by such an employee is 600 hours.

Medical Plans:

Gilpin County offers two medical plans with Kaiser and United Health Care. Gilpin County offers a Health Reimbursement Account (HRA) for all employees to cover co-pays, deductibles, and other medical expenses. Employees are eligible for benefits the first of the month following 30 days of service. This HRA card will have $3,000.00 on it for an individual or $6,000.00 for a family . Both plans have a max out of pocket for $1,000 individual or $2,000 per family after the use of the HRA card for in network expenses.

Dental Plan:

Gilpin County offers dental coverage through Delta Dental with PPO and Premiere network coverages. Individual deductible at $50 and family deductible at $150. In network coverage for preventative and diagnostic services are covered 100%, basic services covered at 80%, major services at 50%, and ortho covered at 50% with a $2,000 max. The plan offers a "Right Start 4 Kids" plan that covers most children basic services up to their 13th birthday at 100% with no deductible (some exclusions apply). Annual max this plan pays for covered dental services is $2,000 per individual covered on the plan.

Vision Plan:

Gilpin County offers vision coverage through VSP. In network coverage includes copays at $10 copays with an allowance of $175 per pair of either one prescription eyeglasses or contacts yearly on a 12-month calendar basis and discounts on Lasik.

Retirement:

Two retirement savings plans are available through the

Colorado Retirement Association:

401(a) and 457 Deferred Compensation Plans The 401(a) has a 5% required full match with a 4-year vesting period. The 457 Plan is optional and has Pre-tax and Roth Options available. After four years of service, this plan could also include a County match as described below. Social Security, as required by law: 6.2% required full match. Effective July 8, 2025, for all new employees hired on or after this date, the graduated vesting schedule for the 5% match on employees' 401(a) plan is as follows: Years of Service Vesting Amount 0 to less than 1 year 0% 1 year to less than 2 years 25% 2 years to less than 3 years 50% 3 years to less than 4 years 75% 4 years or more 100% Starting January 1, 2026 , two new voluntary retirement plan matches will be initiated, with one plan for POST (law enforcement officers) and a second for all other employees, based on years of service. The employee would need to make voluntary contributions into a 457 account at the minimum level in order to be eligible for the County match into the employee's 401(a).

Short-Term Disability:

Short-term disability pays 60% of your earnings with a max of $1,000 per week for up to 11 weeks. Benefits begin on day 15 and your first two weeks you will have to cover with sick, personal, or vacation time. Gilpin County covers 100% of the premium cost of this plan for the employee.

Long-Term Disability:

Long-term disability kicks in after 90 consecutive calendar days of a qualified disability. The plan will pay 60% of your earnings with a max of $5,000 monthly. Gilpin County covers 100% of the premium cost of this plan for the employee.
