This position requires administrative and supervisory work in receiving, recording, maintaining and disposal of property and evidence for the Police Department in accordance with local, state, and federal guidelines. This position requires adherence to accreditation standards regarding property and evidence. Audits of evidence must be conducted several times a year in coordination with a representative from Internal Affairs. Management and training of evidence custodians and working with evidence tracking systems. Working closely with the Legal Advisor, attorneys, the public and police department employees. This position is a direct report to the Criminal Investigations Commander. Essential Job Duties The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises and coordinates the activities of the Property and Evidence Unit Supervises and evaluates Evidence Unit personnel Plans, schedules, evaluates and counsels Evidence Unit staff on work performance to ensure compliance with departmental policies and procedures, local, state, federal guidelines and accreditation standards Evaluates operating procedures and practices of the Evidence Unit Supervises and handles the receipt, storage and disposal of any property submitted to the evidence unit Coordinates on-going training for evidence personnel and police department personnel Prepares administrative reports and any other necessary communications, as well as policies and procedures updates Works closely with the legal advisor on Risk Protection Orders, evidence viewings, public records requests fulfillments, evidence releases Assists in the budget process by forecasting funding needs for equipment, supplies and training for the Evidence Unit Testifies in court proceedings Coordinate and travel to the PBSO laboratory to drop off evidence Supervise and maintain the Evidence log for entry and exit into the Evidence Unit Supervise and conduct E-trace process for the release of weapons Supervise and participate in DEA Drug Take Back to include transportation of the prescription drugs to the DEA Conduct audits of the K9 narcotic training aids. Author and submit a report to necessary personnel Supervise and ensure compliance with preservation orders. Ensure that the evidence is properly noted as preserved Minimum Qualifications Requires a Bachelor's Degree in Criminal Justice or any criminal justice related coursework. Two (2) years of experience as a full-time Property and Evidence Custodian for a fully accredited law enforcement agency. Possess and maintain certification as a Certified Property and Evidence Specialist through the Property and Evidence Association of Florida, or the ability to become certified within one year. Proficiency with computer applications to include RMS and Telestaff. Ability to work independently and to adhere to established policies and procedures. Requires attention to detail. Ability to establish and maintain effective working relationships with employees and the public. Ability to operate a PC, Keyboard or Computer. Ability to communicate using speaking, hearing and visual skills. Ability to communicate effectively in oral and written form.
