Announcement:
Florida A&M University is pleased to announce the acceptance of qualified applications for the Law Enforcement Sergeant vacancy. Requirements Every sworn law enforcement officer will strive to provide excellent police services to all students, faculty/staff, visitors and merchants of the FAMU community; committing to the concept of inclusion and community-oriented policing when carrying out assigned duties and responsibilities, a concerted effort to enhance campus safety and security for all who come upon the FAMU grounds. Officers provide for public safety by maintaining order, responding to emergencies, protecting people and property, enforcing motor vehicle and criminal laws, and promoting good community relations. This is law enforcement with supporting law enforcement officers. While performing the duties of a law enforcement officer, tasks may involve the intermittent performance of extremely physically demanding work, typically requiring some combination of reaching, bending, stooping, kneeling, crouching, running, and climbing. The duties of a LEO may also involve lifting, carrying, pushing, and/or pulling heavy objects and/or people, such as when pursuing and/or subduing a suspect who is resisting arrest. Some tasks may involve potential intermittent exposure to disagreeable elements, including, but not limited to, heat, humidity, inclement weather, loud noises, toxic/chemical agents, electrical currents, violent behavior, weapons, explosives, traffic, and animals. Tasks may include working around moving parts, vehicles, equipment, golf carts, ATVs, and materials-handling operations, where an extremely heightened awareness of one's surroundings and environment is essential to the preservation of life and property. Standard body gear and equipment apply to the preservation of life and property, as does specialized equipment based on the assignment, including, but not limited to, various types of body armor and safety gear. Supervise the patrol unit and fleet management operations; Provide protection against crime and misconduct, traffic and crowd control, criminal and traffic accident investigations, and community service. Responsible for the effective and impartial enforcement of federal and state statutes, local ordinances, the Student Code of Conduct and Conflict Resolution, Transportation and Parking Rules, and other rules and regulations of the Florida A&M University. Responsible for the apprehension and arrest of law violators and student law violators, as required; Assist officers in implementing law enforcement programs, including day-to-day occurrences and other activities in which the University has an interest; Manage the operation of continuous patrols of the University to identify potential criminal activity and provide for the safety of the University community and property; Inspect squad and departmental equipment to ensure it is in good working order and complies with departmental policy or as directed; Ensure that assigned officers complete all required reports and submit them before the end of their duty tour; Approve and conduct reviews and edits of reports as necessary to ensure timely submission in accordance with departmental policy; Prepare, review, and/or approve duty schedules, work assignments, and leave schedules for assigned subordinates; Supervise subordinates regarding all applicable University Regulations, Internal Operating Procedures, and accreditation standards and provides access to all related documents; Assess and document subordinates' ability to comply with all relevant University Regulations, Internal Operating Procedures, and accreditation standards. Establish measures of accountability for compliance with University Regulations, Internal Operating Procedures, and accreditation standards; Conduct and document performance evaluations for each subordinate in a timely manner and in accordance with University Regulations, Internal Operating Procedures, and accreditation standards. Responsible for authorizing leave, reporting time, and conducting employee performance evaluations; Review and evaluate written reports submitted by subordinates; Instruct law enforcement staff on operational procedures; Prepare, submit, and issue written disciplinary documentation; Oversee the maintenance of patrol vehicles, including cars, ATVs, golf carts, and bicycles. Responsible for fleet and asset information, from acquisition through disposal; Assist in identifying ways to reduce costs, improve efficiency, and ensure compliance throughout the operation. Responsible for making recommendations and proposals through the chain of command regarding purchases and budgetary needs for Patrol Operations. Responsible for establishing and maintaining maintenance and repair schedules, as well as personal protective equipment for vehicles, in accordance with the predetermined needs and required specifications of the department; Remain current on laws, ordinances, rules, and regulations that affect the section's performance. Evaluate and counsel departmental personnel in work performance; Prepare and/or reviews personnel performance ratings; Maintain a high level of discipline and provides for the welfare of the Department and University; Coordinate the collection, preservation and chain of custody for evidence; Conduct supervisory investigations and reports findings to the Chief of Police; Assist in coordinating special assignments to include but not limited to surveillance operations, plain clothes anti-crime details and athletic events; Interpret departmental policies and informing staff of policies with regard to goals and priorities; Develop, coordinate and deliver in-service law enforcement training; Identify training needs and communicate needs in monthly reports to the Uniform Operations Lieutenant; Make recommendations related to hiring, promotion, discipline, and termination. Maintain a close liaison with other uniform patrol shift commanders, University staff and students; Communicate with the public to gain their confidence and to enhance crime prevention and law enforcement efforts; Participate in on- and off-campus law enforcement committees, University committees, special assignments, etc., on an as needed basis; Perform other related duties as required. Minimum Qualifications Must meet the requirements of Chapter 943, Florida Statutes, and three years of sworn law enforcement or sworn investigation experience, and for promotional appointments, successful completion of the written test for this class. Competencies Knowledge of law enforcement principles and techniques; criminal justice system; crime prevention and control procedures; arrest procedures; Knowledge of university policies, rules & regulations including student code(s), court statutes, law enforcement and departmental general orders; Knowledge of effective investigative principles and techniques; Knowledge of applicable computer applications and basic computer functions; Knowledge of the principles and processes of special planning, development, and evaluation; Knowledge of University facilities and parking infrastructure; Knowledge of the concept, principles of management; Skill in using restraint devices; ability to quickly apply entry and fingerprinting techniques; Skill and ability to safely operate a motor vehicle, in emergency and non-emergency situations; Ability to work in dangerous and stressful situations; Ability to understand and apply laws, rules, regulations, policies and procedures; Ability to effectively apply emergency medical care techniques; Ability to supervise police, work in dangerous and stressful situations; Ability to develop and maintain effective relationships; Ability to determine work priorities, and complete work assignments; Ability to communicate effectively verbally and in writing. Ability to know of and within criminals; Ability to effectively plan and direct the work of others; Ability to establish and maintain effective working relationships; Ability to evaluate process effectiveness and develop change or alternatives; Ability to gather, interpret, report, and/or edit information; Ability to meet physical requirements as determined by position; and, Ability to train and supervise employees. University Support Personnel Services (USPS) positions are career service jobs where terms and conditions are generally recognized through collective bargaining agreements and/or state statute.
