JPOSITION DESCRIPTION PROFESSIONAL STANDARDS UNIT DIRECTOR POSITION SUMMARY
This is a confidential and managerial Corporate Office non-uniform position and a member of the Executive management team. This individual is responsible for ensuring corporation-wide compliance within the established guidelines for conducting investigations both within the organization and in conjunction with external agencies. This position works in conjunction with external agencies to include the U.S. Marshals Service, U.S. Attorney's Office, federal, state, and local law enforcement agencies and is therefore privy to highly sensitive information. The Director of Professional Standards is responsible for the management of the professional standards unit, which identifies and collects intelligence, including highly-organized and dangerous security risk groups. The Director is responsible for the supervising, training and productivity of the investigative staff. This individual manages the dissemination of confidential information to various department heads. This position requires the highest degree of confidentiality in the handling of sensitive information which may impact the lives and safety of the public, staff, and detainees. The Warden must be assured that the integrity of assigned cases is held in the highest degree of confidence. Additionally, the Director assists and acts in a confidential capacity to the Warden. The Director, in the course of his duties will regularly have access to confidential information concerning anticipated changes which may result from collective bargaining negotiations with any union representing employees of the Corporation and will be privy to strategy and information vital to the Corporation's defense of grievances, unfair labor practice charges/complaints and all other labor-related and employment-related claims. Moreover, the Director is aligned with management of the Corporation. He shall represent management's interests by taking or recommending discretionary actions that effectively control or implement Corporation policy.
EXAMPLES OF DUTIES
Although it is not possible to provide an exhaustive list of all types of duties, responsibilities and performance standards, the following are the essential job functions: Prioritizes cases, dedicates resources, attains necessary equipment, and supervises and oversees activities of the investigative unit; Makes critical, time-sensitive decisions which may effect the lives and safety of the public, staff, and detainees, to include assessment of threat level and course of action in hostile situations; Ensures that staff and detainee investigations are conducted in compliance with facility/corporate policies, as well as federal, state, and local regulations; § Maintains timely, accurate, and thorough documentation of all investigations conducted; § Ensures quality and follow-thru of investigations conducted including involvement in discipline and or criminal action concerning staff and/or detainees; § Responsible for the development and dissemination of intelligence to appropriate personnel, on a need-to-know basis; § Compiles and maintains confidential files pertaining to security issues, victims, and ongoing investigations; § Investigates and evaluates grievances and unfair labor practice charges/complaints filed against the Corporation, assists labor counsel as directed, compiles and maintains confidential files related to the Corporation's defense of same, and prepares privileged reports in anticipation of litigation of same. § Gathering intelligence and making recommendations security risk group members; § Arranges the coordination of internal activities with all Law Enforcement agencies; § Assists outside Law Enforcement organizations in conducting criminal investigations; § Observes security practices and corrects and reports security practice violations; § Assigns and/or conducts staff and detainee interviews; § Directs, supervises, and trains subordinate investigators in all aspects of investigative duties and skills; in supervising, the Director shall exercise independent judgment in assigning and responsibly directing those under his command; § Does related work as required.
A:
KNOWLEDGE REQUIRED
Good knowledge: Interpersonal communications; English language; State, local law enforcement communities Some knowledge: Criminal justice system Investigations Security practices and procedures used in a direct supervision jail Varied social, economic and cultural background Report preparation, record keeping and report writing Spanish language.

Project Management B:
QUALIFICATIONS
Bachelors Degree in Criminal Justice, Law Enforcement or related field preferred. Reading, writing and math skills equivalent to those normally obtained through a college education required. Minimum 5 years prior management experience.
C:
LICENSE & CERTIFICATION REQUIRED
Possession of an appropriate category of driver's license is preferred at time of appointment. Must be able to weapons qualify under RI Statute 11-47-15.1. Must be qualified or be able to qualify as a peace officer as defined by RI Statute 12-7-2.1. Must obtain certification through the RI State Police Rhode Island Law Enforcement Telecommunications System (RILETS) for NCIC use and operation. Must be Police Officers Commission on Standards and Training (P.O.S.T.) certified.

•SUPERVISORY CONTROL This position reports to the Warden Facility investigators and other staff, as assigned, report to the Director of Professional Standards.

Able to interact effectively with all levels of staff and the detainee population, Able to maintain confidentiality of sensitive information exposed to in the performance of job duties; Able to evaluate situations, prioritize cases and allocate resources in the interest of maintaining safety within the facility; Proficient in the use of Audio / Visual equipment for recording and/or reviewing staff/detainee interviews. Must possess strong organizational skills

ENVIRONMENT
This position is an essential component of the Corporate Office staff. Although this position is administrative, managerial and supervisory in nature, this individual will be required to perform work-related responsibilities within the confines of the secure portion of the facility. This will involve contact and interaction with the detainee population. This position requires interaction with outside Correctional and Law Enforcement agencies.
Pay:
$85,000.00•$105,000.00 per year
