DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Supervises the daily operations of the Police Emergency Communications Division and performs Watch Command duties.

RESPONSIBILITIES

Supervises, coaches, and evaluates employees' job performance. Oversees activities to ensure adherence to policies and procedures and that a professional environment is maintained in the Operations Center. Monitors and reviews calls for service in the Computer Aided Dispatch (CAD) system to ensure calls are dispatched within queue time standards and there is consistency with goals and objectives of emergency services and public safety. Monitors Automatic Vehicle Location (AVL), Global Positioning System (GPS), 3SI Monitoring System, and camera systems. Processes and updates in progress calls for service involving a serious felony. Reviews and approves downgrades of response to calls for services based upon updated information received which indicates a change in the level of threat to life or property. Assists in receiving, screening, and assigning emergency and non-emergency calls for police service. Serves as liaison for Emergency Communications Division. Communicates and coordinates with divisions, departments, outside agencies, and citizens. Responds to emergency occurrences such as system malfunctions or unusual occurrences received at Watch Command and advises the appropriate personnel (Commander, Shift Lieutenant, Command Center) of significant events and/or incidents. Completes required documentation that includes, but is not limited to, Dispatch Quality Monitoring Forms, Positive Counseling Forms, Supervisory Interventions, and Internal Affairs investigation reports. Reports for duty or on-call during emergency situations (hurricanes, flooding, special events etc.) for the continued operation of critical functions, and for special emergency preparedness functions. May be required to perform dispatching duties in cases of emergency situations and when necessary. All duties and responsibilities may not be included in the above job descriptions.

WORKING CONDITIONS

The position is physically comfortable most of the time with occasional periods of stooping, bending, and/or light lifting of materials of up to 10 pounds. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearance where required." If applicable, the applicant's past performance evaluations, past and present supervisory recommendations, and/or Internal Affairs complaint history will be reviewed and considered.

MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS

Requires an Associate's Degree in Business Administration, Public Administration, Social Science, General Studies, or a closely related field.

EXPERIENCE REQUIREMENTS

Two (2) years of experience as a Senior Police Telecommunicator in the Houston Police Department or a similar Emergency Communication environment. Experience as a Senior Police Telecommunicator in the Houston Police Department or a similar emergency communication environment may be substituted for the above education requirement on a year-for-year basis. Must pass a City administered typing test with a typing speed of 40 WPM with no more than 4 errors. Must pass departmental testing.

LICENSE REQUIREMENTS

Must provide certification of an active Texas Commission on Law Enforcement (TCOLE) telecommunications license and in compliance with the Texas Commission on Law Enforcement (TCOLE) requirements for that license.

•Preferences will be given to applicants who have the ability to think and act quickly and calmly in emergency situations, promptly prioritize, and make correct decisions at Watch Command. Read and comprehend technical and professional journals, manuals, General Orders, Standard Operating Procedures, maps, layouts, memos, reports, and evaluations. Ability to relay information and details, speak calmly, clearly, and concisely to best serve the citizen and ensure officer safety. Work confidentially and with discretion, multi-task, and complete work with numerous interruptions. Adhere to appropriate and professional dress and grooming standards. Ability to function accurately and efficiently under intense pressure. Ability to comprehend and handle normal telephone and radio communications, establish and maintain effective public and employee relations, deal effectively with citizens in a multi-cultural society and supervise employees with professionalism and tact.
