The City of Bridgeport is now accepting submissions for the position of Associate City Attorney, Business Transactions & Real Estate Office of the City Attorney The City Attorney's Office provides legal representation in accordance with the City Charter to the City, its officers and employees, the City Council, Board of Education ("BOE"), and its agencies, boards,missions, and departments. The Office prosecutes and defends civil actions brought against such parties in any state or federal court or before any administrative body. The Office reviews all legal claims of personal injury, premises liability or property damage against the City, adjusts and investigates those claims and provides the City's defense when necessary. The Office also handles employment law issues, reviews or drafts all City contracts, delivers legal advice, counsel, and drafting assistance to such parties.For more information visit:

An Associate City Attorney for Business and Real Estate Transactions serves as legal counsel to the municipality on a broad range ofmercial, real estate, economic development, procurement, and transactional matters. The attorney provides legal advice to municipal officials, departments, boards,missions, and authorities regarding the acquisition, disposition, leasing, financing, development, and management of municipal property and assets, as well as contracts and business transactions. The position requires the ability to negotiateplex agreements, manage legal risk, and ensurepliance with applicable federal, state, and local laws. This position provides an outstanding opportunity to address the mostplex legal challenges, work closely with elected officials to carry out City priorities and policies, partner with city leadership, and join a team of dedicated professionals in service to the Bridgeportmunity.ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions or duties described below are the primary functions and duties of the position. T may be other types of work that may be performed, and the omission of a particular duty or function does not exclude that duty or function from the position provided the duty or function is similar in work, related to the work or logically assigned to the position.- Draft, review, negotiate, and approve contracts, intergovernmental agreements, professional services agreements, construction contracts, purchase agreements, collections, and othermercial transactions.
- Provide legal counsel on municipal real estate acquisitions, sales, exchanges, foreclosure, leases, easements, rights-of-way, licenses, and development agreements.
- Advise municipal officials on economic development projects, public-private partnerships, redevelopment initiatives, tax incentive agreements, tax appeals, and infrastructure projects.
- Provide legal guidance regarding procurement laws,petitive bidding requirements, requests for proposals (RFPs), requests for qualifications (RFQs), and public purchasing policies.
- Prepare and review ordinances, resolutions, policies, and other legislative documents relating to business and real estate matters.
- Advise municipal departments regarding risk management, regulatorypliance, ethics, conflicts of interest, and public records requirements.
- Coordinate with outside counsel, titlepanies, consultants, engineers, and other professionals onplex transactions.
- Attend meetings of the governing body,mittees, boards, andmissions as required.
- Monitor legislative and regulatory developments affecting municipal business operations and real estate matters.
- Represent, or assist in the representation of, the municipality in administrative proceedings, negotiations, and litigation related to transactional matters when assigned.
- Perform other legal duties as assigned by the City Attorney.
MINIMUM EDUCATIONAL AND EXPERIENCE REQUIREMENTS
- Graduation from an accredited law school with a Juris Doctor degree.
- A minimum of ten (10) years' experience is preferred for this position, but the City Attorney will make an exception for well-qualified candidates with less than ten (10) years' experience.
- Admission to practice law in the state of Connecticut and must be in good standing with the Connecticut Judicial Branch.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of municipal law, local government operations, and/or administrative law.
- Strong legal drafting, negotiation, and analytical skills.
- Ability to consistently meet deadlines while managing multiple projects withpeting priorities.
- Extensive knowledge ofmercial contracts, real estate law, land use, zoning, procurement, and economic development.
- Positive attitude and ability to build effective working relationships with elected officials, municipal staff, developers, businesses, and members of the public.
- Ability to identify legal risks and develop practical, business-oriented solutions.
- Ability to exercise discretion, good judgement, and poise in handling sensitive and confidential information.
- Demonstrate accuracy and thoroughness; look for ways to improve and promote quality.
- Ability to maintain confidentiality while exercising sound professional judgment.
