Part-Time / As-Needed (Consulting Engagement) Position Overview We are seeking an experienced Attorney or Senior Contracts Professional with demonstrated knowledge of Hawaii's procurement laws and regulatory environment to provide advisory legal support for a large-scale, multi-year public sector program. This role supports a program management office (PMO) overseeing multiple high-value procurements and post-award contract activities. This is an advisory role focused on ensuring compliance with Hawaii statutes, reducing risk, and strengthening procurement and contract integrity. The selected individual will work collaboratively with program leadership and procurement professionals while all final authority remains with the State. Key Responsibilities Provide legal guidance on public sector procurements in accordance with Hawaii Revised Statutes (HRS) Chapter 103D and related rules Review and advise on solicitation documents (RFPs, scopes of work, evaluation criteria) to ensure compliance with Hawaii procurement requirements Support development and review of contract terms, conditions, and exhibits aligned with State standards Identify and mitigate legal and procurement risks, including organizational conflict of interest (OCI) considerations Advise on negotiation strategy, contract structure, and regulatory compliance Support postaward contract administration, including modifications, compliance monitoring, and issue resolution Ensure alignment with State and applicable federal funding requirements Required Qualifications Juris Doctor (JD) from an accredited institution and active bar membership (Hawaii Bar strongly preferred) Minimum of 5+ years of experience supporting State of Hawaii or comparable statelevel procurement and contracting activities Demonstrated knowledge of Hawaii procurement law (HRS 103D), administrative rules, and procurement best practices Experience advising on solicitation development, contract formation, and procurement compliance within a state environment Proven ability to identify and mitigate procurement risk and legal exposure Ability to operate effectively in a collaborative, advisory role within a structured PMO Preferred Qualifications Direct experience supporting Hawaii state agencies or programs Familiarity with NASPO ValuePoint or cooperative purchasing frameworks Experience supporting healthcare, infrastructure, or grantfunded programs Background in multicontract, programlevel procurement environments Work Environment & Expectations Flexible, parttime engagement aligned to procurement milestones Collaboration with a multidisciplinary team of procurement, program management, and technical professionals Availability to support meetings aligned to Hawaii Standard Time Compensation Competitive hourly rate commensurate with experience.
