Driver's License Bar Full Job Description Summary:
This is legal work requiring a high degree of expertise and experience. This position advises county elected officials, department, office and bureau heads, judicial offices and independent boards on a wide range of legal matters.
Essential Duties:
Expertise required in multiple areas of municipal law, including but not limited to: legislative drafting and interpretation, state and federal constitutional issues, contracts, procurement, litigation, civil and orphans' court practice, employment law, Right to Know law, election law, home rule charter law, pension law, and farmland preservation law. Thorough knowledge of County ordinances and charter provisions relating to authority and functions of related County departments Thorough knowledge of supervisory principles Thorough knowledge in analyzing and preparing a variety of legal documents Thorough knowledge in researching legal problems and in preparing legal opinions
Supervisory Responsibilities:
This position is responsible for overseeing day-to-day operations in the County's department of law, including supervision of part-time attorneys and support staff, and ensures that resources are effectively and efficiently utilized, including both personnel and budgetary resources.
Qualifications:
Must be an active member of the PA Bar and in good standing; Must have a valid driver's license and vehicle; Must be able to work independently
Education/Experience:
B or J.D. required and minimum of 12-15 years' experience practicing in municipal law. Minimum of three (3) to five (5) years of legal experience, including judicial clerkships, with an emphasis on municipal law, or other government experience Thorough experience in professional legal work; supervisory experience; or any equivalent combination of training and experience which has provided the knowledge, skills and abilities cited above.
