Position OverviewWe are seeking an experienced Municipal Law Attorney to provide comprehensive legal counsel to townships, boroughs, and municipal agencies. The successful candidate will advise elected officials and municipal staff on land use, zoning, municipal governance, and regulatory compliance; draft and review ordinances, resolutions, and agreements; represent municipalities in administrative proceedings and litigation; and support land development and eminent domain matters. This role requires a practical, solutions-oriented attorney with strong knowledge of the Municipalities Planning Code (MPC), Right-to-Know Law (RTKL), and local government practice.
Key ResponsibilitiesAdvise elected officials, municipal managers, planning commissions, zoning hearing boards, and staff on municipal law matters, including land use, zoning, subdivision and land development, and municipal governance.
Draft, review, and revise ordinances, resolutions, contracts, development agreements, municipal codes, subdivision ordinances, and related legal documents to ensure compliance with state and local law.
Provide counsel on Municipalities Planning Code (MPC) matters, advise on zoning and land development applications, and represent the municipality at planning and zoning hearings.
Handle Right-to-Know Law (RTKL) requests and advise on public records compliance and disclosure obligations.
Represent the municipality in administrative proceedings, municipal court matters, land use appeals, eminent domain actions, and civil litigation; work with outside counsel as needed.
Act as Township Solicitor/Borough Solicitor or provide solicitor services including attending council/board meetings, preparing legal opinions, and advising on conflicts of interest and Open Meetings/public notice requirements.
Advise on economic distress, recovery and turnaround issues including Act 47 matters, and assist with municipal finance, grants, and redevelopment agreements when necessary.
Counsel on land development transactions and negotiate agreements with developers, utilities, and stakeholders; review plans and conditions of approval to protect municipal interests.
Provide training and legal guidance to municipal staff and boards on legal updates, procedure, land use law, and best practices to reduce risk and ensure lawful municipal operations.
Perform legal research and prepare clear, practical written opinions, memoranda, and reports for municipal decision-makers.
QualificationsJuris Doctor (J.D.) degree from an accredited law school and admission to the PA Bar in good standing.
Minimum of 5 years of experience practicing municipal law, land use, zoning, or related fields; experience as a township or borough solicitor preferred.
Substantive experience with the Municipalities Planning Code (MPC), zoning and subdivision ordinances, land development review, and planning board/zoning hearing board proceedings.
Familiarity with Right-to-Know Law (RTKL)/public records law and experience responding to RTKL requests and advising on disclosure obligations.
Experience with eminent domain proceedings, land acquisition/condemnation, and negotiating development agreements and easements.
Proven litigation and administrative advocacy skills, including handling appeals, municipal court matters, and representing municipalities in state courts or tribunals.
Demonstrated ability to draft and revise ordinances, resolutions, contracts, and municipal policies with attention to statutory compliance and enforceability.
Strong interpersonal, communication, and presentation skills; comfortable advising elected officials and non-legal municipal staff and attending public meetings.
Highly organized, able to manage multiple matters and deadlines, with strong legal research and writing skills.
Knowledge of Local Agency Law and familiarity with Act 47 municipal recovery processes is a plus.
