Job Description

The City of Dilley is soliciting proposals from experienced law firms or individual attorneys to provide City Attorney and municipal legal services on a contractual basis. The selected firm or individual must be licensed to practice law in the State of Texas, be in good standing with the State Bar of Texas, and have demonstrated experience working with Texas municipalities. Scope of Services Provide legal advice and counsel to the City Council, City Administrator, City Secretary, department heads, boards, commissions, and other authorized City representatives on municipal matters. Attend City Council meetings, special meetings, workshops, executive sessions, and other meetings when requested. Review, prepare, and revise ordinances, resolutions, contracts, agreements, policies, notices, procurement documents, and other legal instruments. Advise the City regarding Texas municipal law, open meetings, public information, ethics, conflicts of interest, procurement, elections, land use, utilities, personnel matters, and other matters affecting municipal operations. Represent the City in negotiations, administrative proceedings, litigation, or other legal matters when authorized, or coordinate with special counsel when appropriate. Provide timely legal opinions and practical guidance designed to support lawful and efficient City operations.
Council Meeting Schedule:
The City Council currently holds its regular meetings on the second Tuesday of each month; however, the City Council is willing to consider changing its regular meeting schedule to the second Thursday of each month, or to discuss and consider other alternative regular meeting dates, to accommodate the availability of the selected City Attorney or law firm. Minimum Qualifications Attorney(s) assigned to the City must be licensed to practice law in Texas and in good standing with the State Bar of Texas. Demonstrated experience representing Texas municipalities or other Texas local governmental entities. Knowledge of applicable Texas statutes, regulations, and municipal-government practices. Ability to provide responsive legal services and attend meetings in person or remotely as requested by the City. No conflict of interest that would prevent representation of the City. Proposal Requirements Proposals should include a cover letter; firm/attorney profile; qualifications and resumes of attorneys assigned to the City; relevant Texas municipal experience; approach and availability; at least three professional references; a detailed fee proposal; and disclosure of actual or potential conflicts of interest.

Evaluation and Selection Proposals will be evaluated based on Texas municipal legal experience and qualifications, qualifications of assigned attorney(s), approach and availability, references, conflicts/disclosures, fees, and overall value to the City.
