Job Description

This position is responsible for performing the assigned functions of the Civil Legal Division. Attends meetings and makes presentations to the elected officials, department heads, and employees. Assists in the drafting of contracts, policies, procedures, memoranda, and legal briefs. Attends Commissioners Court, county and district court proceedings. Assists elected officials and department heads with employment-related issues upon request by and with permission of Commissioners Court. Advises Commissioners Court and, upon Court's request, provides advice and counsel to department heads and elected officials. Reviews Open Records Requests for legal compliance. Represents the County in Civil Service hearings and arbitrations. Performs any other duties as assigned. Knowledge, Skills, and Abilities Knowledge of county and departmental policies and procedures. Knowledge of local, state, and federal law. Knowledge of health and safety codes. Knowledge of trial proceedings. Knowledge of computers and job-related software programs. Skill in applying and interpreting Administrative Codes and Regulatory Requirements. Skill in the completion of legal research. Skill in producing persuasive legal arguments. Skill in the analysis of problems and the development and implementation of solutions. Skill in training and supervising personnel. Skill in oral and written communication. Ability to communicate orally and in writing in the English language and orally in the Spanish language. Graduation from an accredited school of law. Licensed by the Supreme Court of the State of Texas. Must be a member in good standing of the State Bar of Texas. Required degree and/or license(s) must be attached to the application. Complexity/Scope of Work The work consists of varied legal, management, and supervisory duties. The variety of tasks to be performed contributes to the complexity of the position. The purpose of this position is to direct assigned operations of the Civil Legal Division. Success in this position contributes to the efficiency and effectiveness of department operations. Physical Demands/Work Environment Occasionally Ascending or descending ladders, stairs, scaffolding, ramps, poles, etc. Moving oneself in different positions to accomplish tasks in various environments, including tight and confined spaces. Moving to accomplish tasks or moving from one worksite to another. Adjusting or moving objects up to 10 pounds in all directions. Operating motor vehicles or heavy equipment. Driving a County vehicle or a personal vehicle for County business. Working in low temperatures. Working in high temperatures. Working in outdoor elements such as precipitation and wind. Working in noisy environments. Light work that includes carrying objects up to 20 pounds. Constantly Remaining in a stationary position, often standing or sitting for prolonged periods. Communicating with others to exchange information. Repeating motions that may include the use of wrists, hands, and/or fingers. Assessing the accuracy, neatness, and thoroughness of the work assigned. Sedentary work that primarily involves sitting and/or standing. Other Requirements/Information Must possess a valid and current driver's license. The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required. This position is not covered under Civil Service; however, all other Webb County policies apply. Valid Texas Driver's License•If the applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.
