Juvenile Division Supervisor Full-Time, 80 hours/pay Venango County Court Supervision Services Venango County Courthouse Annex
NON-UNION HOURLY NINE
$20.7755/hr, $25.4503/hr beginning 1/01/2027 To provide oversight and guidance to the positions and processes associated with the juvenile division of AJCSS. This department is charged with promoting accountability of offenders coming before the Court, protecting society, developing offender competencies, and expanding services available to the Court. This position shall retain all powers granted to juvenile probation officers by the Juvenile Act. We dedicate ourselves to working in partnership to enhance the capacity of Pennsylvania's criminal and juvenile justice system to achieve its balanced and restorative justice mission of community protection, accountability to victims and the community and offender competency development by:
  • Employing evidence-based practices, with fidelity, at every stage of the justice process;
  • Collecting and analyzing the data necessary to measure the results of these efforts; and with this knowledge,
  • Striving to continuously improve the quality of our decisions, services and programs.
Coordinates the Juvenile Court Calendar and the scheduling of Juvenile Court cases. Supervises the detention process of juveniles. Considers requests for search authority submitted by juvenile probation officers. Coordinates Juvenile Court hearings including shelter and placement reviews. Assists in the development of agency reports and service delivery plans. Evaluates and makes recommendations to the Director concerning the status and effectiveness of programs. Conducts Administrative Conferences for staff and their clients to address problem areas arising during supervision. Interacts with area law enforcement, corrections, courts, schools, human service agencies and service providers. Attends court proceedings as needed. Completes appropriate reports and forms. Reviews monthly data for the juvenile division. Assists with the development of the agency annual juvenile budget. Assists with projections for the annual Department of Public Welfare's Needs Based Budget. Reviews juvenile probation officer reports, including intakes, motions, incident reports, case closures, reports to the court and recommendations. Ensures completion and appropriateness of Family Service Plans, Permanency Plans and Case Supervision Plans. Participates in the interview and selection process for new staff. Recommends retention, promotion, and termination of personnel. Participates in the disciplinary and grievance process. Provides direction and guidance to officers during case management. Participates in the evaluation of employees. Monitors department workflow and work schedules as assigned. Assists with the identification of appropriate training for subordinate staff. Participates in the training of new employees in such areas as Evidence Based Practices, Motivational Interviewing, Carey guides, and BITs. Serves as a Youth Level of Service (YLS) Master Trainer. Attends a minimum of 40 hours of continuing education annually in accordance with the Juvenile Court Judge's Commission requirements and department policy. 1. Participates in a supervisor on-call rotation for both adult and juvenile matters. 2. Facilitates the Victim Community Awareness Class for juvenile offenders. 3. Serves as an MI coach for juvenile staff. 4. Attends meetings and training as required. 5. Performs other job-related duties as required. Receives occasional instruction and some supervision from the Director regarding daily work performance. Shall have the supervisory authority over the professional positions assigned to the juvenile division of Court Supervision Services including: Intake Officer; Aftercare Officer; Community Based Officers; House Arrest Officer; Juvenile Community Service Coordinator as well as contracted positions such as the Multi-Systemic Therapists and Intensive Community Monitoring Case-manager where appropriate. 1. Works indoors in limited work space with adequate temperatures, ventilation and lighting. 2. Works with low exposure to noise, moderate exposure to stress, and frequent interruptions. 3. Normal exposure to dust/dirt. 4. Frequently works beyond normal office hours and will have to respond to situations after hours. 5. Works with potentially hostile clients. 6. Required to travel out of the area for extended periods to attend training. 1. Must possess the ability to record and convey information, explain procedures and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, driving, bending, twisting, reaching, pushing, pulling, carrying, etc. as necessary to carry out essential job duties. 3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out essential job duties. 4. Sedentary work with occasional lifting/carrying of objects with weights of approximately ten pounds. 5. Must be able to cope with the physical and mental stress of the position. 6. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak. 7. Must be able to move frequently throughout the workday to carry out essential job duties. 8. Must be able to pay close attention to details and concentrate on work. A. A Master's Degree in Criminal Justice, Administration of Justice, Social Sciences, or a related discipline preferred. B. 5 years' experience working as a probation officer or in a related field, which includes substantial contact with juvenile clients, and 1 year of supervisory or administrative experience. C. a. PA Child Abuse Certification and PA Criminal History Clearances b. FBI Fingerprint Clearances c. Valid PA Driver's License d. Satisfactory completion of Pre-Employment Psychological Testing e. Pre-Employment Urinalysis f. Continuing Educational/Training Requirements g. Attendance at Basic Skills Academy h. Ability to pass Probation Officer Firearms Academy if opting to carry a weapon i. Ability to pass training prior to being authorized to carry a Taser, ASP Baton or OC Spray Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs." 1. Must be able to speak, write, and understand the English language in an understandable manner in order to carry out essential functions of the job. 2. Must possess good communication and interpersonal skills. 3. Must possess initiative and problem solving skills. 4. Must possess considerable knowledge of the principles, methods, and practices of investigations, supervision and reporting in probation work. 5. Must possess considerable knowledge of individual and group behavior with special emphasis on behavior deviations of persons who have been involved with delinquent activities. 6. Must possess knowledge of casework principles and practices. 7. Must possess considerable knowledge of community, social, and economic resources dealing with rehabilitation of criminals and delinquents. 8. Must have ability to establish and maintain effective working relationships with individuals, other agencies, institutions, and the public. 9. Must have the ability to make clear and pertinent statements, orally and in writing, and to prepare clear, concise reports. 10. Must possess knowledge of, and the ability to apply criminal law, standards, regulations, and policies and procedures. 11. Must have the ability to supervise and assess subordinate staff. 12. Must have the ability to function in a stressful and potentially dangerous environment. 13. Must possess the ability to maintain confidentiality in regard to client information and records. 14. Must possess considerable knowledge of criminology and penology. 15. Must have the ability to function independently, and have a flexible schedule. 16. Must have the ability to work effectively with disturbed individuals in an authoritative manner. 17. Must have considerable knowledge of laws affecting probation and parole and the ability to carry out these laws and duties within the defined procedures of the law, including times when one must make independent decisions. 18. Must possess knowledge of sentencing guidelines and codes of Pennsylvania. 19. Must qualify with a firearm, if electing to carry a firearm while on duty, and must be capable of applying passive restraints. 20. Skilled in the use and familiar with computers, communication equipment such as radios, cellular phones, and the latest developments involving technology and penology. •
