Safety and Compliance Manager
POSITION SUMMARY
The Arkansas & Missouri Railroad is seeking a Safety and Compliance Manager with experience in railroad, transload, and logistics operations to help oversee and drive a strong culture of safety and compliance. This role requires deep knowledge of transportation regulations, operational efficiency, and team leadership to ensure the safe and effective transfer of goods across our rail system. This will include working with various internal and external stakeholders, including operations managers, field personnel, government, and regulatory agencies to respond to inquiries and oversight. The ideal candidate will be a safety professional with knowledge of GCOR and CFR rules and an exceptional communicator, a strategic thinker, and a proactive problem solver. You must possess the ability to handle multiple priorities simultaneously while maintaining a high level of professionalism and discretion. You will play a key role in fostering cross-departmental collaboration and ensuring alignment with the company's objectives. Essential Responsibilities Lead by example and instill a commitment to safety within the team, ensuring all team members understand and adhere to safety protocols. Deep knowledge of transportation regulations, including those related to rail operations (e.g., FRA) and transload activities, is crucial. Implement and maintain safety procedures to mitigate hazards and prevent accidents. Conduct investigations of incidents and near-misses, identifying root causes and implementing corrective actions. Perform regular checks of equipment, processes, and facilities. Ensuring compliance with safety standards and meeting customers' requirements. Manage company's employee drug screening program and compliance.
Job Requirements:
Responsible for oversight of all Safety related activities, programs, and guidelines of passenger rail systems including but not limited to Operations, Transportation, Track, Signal and Mechanical forces. Twenty-four hours a day, seven days a week telephone response and support to project managers relating to accidents, incidents, and injuries. Responsible for providing accurate real time information to executive management regarding major incidents and injuries. Partner with Directors of company's other divisions to identify, develop and execute safety strategy to facilitate continuous improvement. Responsible for the development, implementation, and oversight of continued maintenance of all Company Safety Programs. Responsible for continued compliance with System Safety Program Plans. Compliance oversight of FRA required Commuter and Intercity programs including but not limited to 49 CFR Parts 217, 219, 225, 228, 238, 239, 240, 242, 243, 270, 272. Compliance oversight of OSHA, SSO, CPUC and other state, federal or local safety requirements. Direct the development, implementation and coordination of the safety training programs. Perform risk assessments and utilize safety assessments, accident/injury trend analyses, safety performance data and input from other departments to identify potential safety deficiencies and corrective actions. Conduct safety orientation sessions for new hires, refresher training for existing employees, and specialized courses as needed. Conduct accident investigations and preparation of required forms for timely submission. Insure all employees receive medical treatment for all injuries. Ensure that all sub-contractors employees comply with jobsite safety rules and regulations. Other duties as assigned.
Basic Requirements:
Transportation or supply chain related experience is strongly preferred. Ability to provide oral and written reports, business correspondence, and effective presentation of information to customers, team members, and management team. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Capable of working independently and making decisions with limited supervision. Must hold a valid driver's license to drive on company business. Subject to motor vehicle report review. Must pass a background screening. Ability to travel if needed. Bachelors degree preferred.
