Regular travel between NASA JPL and NASA Goldstone sites with mileage reimbursement provided Position Overview We are seeking a Quality Control Officer / Site Safety & Health Officer (QC/SSHO) to support construction and facility projects across NASA's Jet Propulsion Laboratory (JPL) and Goldstone facilities in California. This role is responsible for overseeing project quality control processes, ensuring contract compliance, and administering comprehensive site safety programs to support safe, efficient, and high-quality project execution. The ideal candidate will have a strong background in construction quality management, jobsite safety, OSHA compliance, inspections, documentation, and regulatory requirements. This individual will serve as the primary quality and safety representative on-site, partnering with project teams, subcontractors, and client stakeholders to ensure all work complies with contract requirements, quality standards, and safety regulations.

Candidates must be eligible to obtain NASA Level 50 Access credentials. Client will sponsor and cover the cost of the background investigation process. Candidates may begin work following completion of Schneider Electric's standard background screening and drug testing process while the Level 50 clearance is being processed. Key ResponsibilitiesQuality Control Implement, administer, and maintain the project Quality Control Plan. Conduct Preparatory, Initial, and Follow-Up inspections for all Definable Features of Work (DFOW). Verify that materials, equipment, installations, and workmanship comply with contract requirements, drawings, specifications, and applicable codes. Maintain inspection records, deficiency logs, daily reports, testing documentation, and as-built records. Identify non-conforming work and ensure corrective actions are implemented and documented. Coordinate inspections and testing activities with project stakeholders, subcontractors, vendors, and quality representatives. Prepare and distribute daily quality control reports. Monitor project activities to ensure compliance with approved procedures and project requirements. Support project closeout activities by ensuring required documentation is complete and accurate. Safety & Health Implement and enforce the Site Safety & Health Plan and Accident Prevention Plan (APP). Conduct daily safety inspections, audits, and jobsite observations. Lead safety meetings, toolbox talks, site orientations, and safety training activities. Develop, review, and maintain Activity Hazard Analyses (AHAs). Investigate incidents, injuries, near misses, and safety concerns and implement corrective actions. Ensure compliance with OSHA regulations, EM 385-1-1 requirements, site-specific policies, and company safety standards. Monitor subcontractor safety performance and ensure proper use of personal protective equipment (PPE). Identify unsafe conditions or behaviors and stop work when necessary until hazards are corrected. Maintain safety records, reports, training logs, and regulatory documentation. Promote a proactive safety culture focused on continuous improvement and incident prevention. Required Qualifications Minimum 3+ years of experience in construction quality control, safety management, project inspections, or a related field. Strong knowledge of OSHA regulations and construction safety practices. Experience conducting safety inspections, quality inspections, audits, and compliance reviews. Ability to interpret construction drawings, specifications, and contract documents. Experience maintaining project documentation, reports, and inspection records. Strong communication, organizational, and problem-solving skills. Ability to work independently and manage multiple priorities across active project sites. Valid driver's license and ability to travel regularly between NASA project locations. Ability to pass client background screening and drug testing requirements. Ability to obtain and maintain NASA Level 50 Access credentials. Preferred Qualifications OSHA 30 Certification strongly preferred. Additional OSHA, construction safety, or environmental health and safety certifications. Experience serving as a Quality Control Manager (QCM), QC Officer, SSHO, or Safety Coordinator on federal projects. Familiarity with USACE, NASA, or other federal construction standards and requirements. Knowledge of
