Job Description
Job SummaryResponsible for developing and implementing and managing tools and management systems necessary to ensure facility compliance with OSHA Process Safety Management (PSM) and EPA Risk Management Plan (RMP) rules. Includes overseeing Process Hazard Analysis, Operator Procedures, Training, Mechanical Integrity, Management of Change, and Ammonia Projects.
Ensure that facility regulatory goals, objectives, and due dates are met, and appropriate resources are available and appropriate management notifiedCommunicates Regulatory, safety, risk management requirements, changes, consults, and issues to the PSM Team, Steering Committee, and the Executive TeamResponsible for preparing and submitting the RPM and updating it when required and/or when triggered.
Ensure that all 14 elements of the PSM/RMP Program are Compliant with all Federal, State, and local regulationsConduct PSM/Refrigeration and Steering committee meeting consulting with all affected employees on all aspects of the PSM Program.
Compile, maintain, authorize changes, and make available the Process Safety Information for all ammonia Refrigeration equipmentPerform and/or Ensure PHAs are performed, and recommendations are tracked, resolved, and documented in a timely manner. Create a list of Action items, assign accountability, assign due dates, create work orders, Track, and collect documentation of corrective actions with photos.
Ensure operating procedures are accurate, current, and Annually Certified by Refrigeration Management. Ensure SOPs are updated or created by Refrigeration Management anytime there is a change.
Ensure initial and refresher operator training is performed by a qualified trainer and is adequate. Coordinate 3rd party training such as GCAP and RETA as neededEvaluate affected contractors and coordinate with them on PSM Related projects and Supervise the Project Management of Refrigeration Projects. Ensure all contractor information is on file, up to date, and adequate. Maintain an Approved Contractors List for the Ammonia refrigeration system and adjacent projects.
Ensure that Prestart-up safety reviews are performed by Project Manager and Project Superintendent as needed.
Oversee Hot work and line break permitsLead incident investigations and ensure resolutions to action items in a timely manner with documentation. Ensure that mechanical integrity procedures are prepared and implemented. Supervise documentation of deficiencies that are identified, logged in the deficiency logged, and corrected with documentation. Manage/supervise, Plan, and Schedule Preventative Maintenance Program on APSM System with the assistance of Refrigeration Management.
Schedule and participate in 5-Year Mechanical Integrity Audit and IIAR Standard 9 Gap analysis and create a list of Action items, assign accountability, assign due dates, create work orders, track, and collect documentation of corrective actions with photos.
Perform MOCs and ensure all related PSM program information is updated with the change, as well as, monitoring the project work to ensure that it is following all applicable codes and standards and that all affected employees are aware and trained in the change. Ensure MOC completion and closure.
Annually audits the Emergency Action Plan.
Developed and facilitated Ammonia Release Tabletop exercise with the Local Fire Department and Hazmat teamLiaison for Creekstone with the Fire Department and the LEPC. Attend all community preparedness meetings and activities such as the Community Preparedness Tabletop Exercise.
Facilitate Annual coordination meetings, trainings, and plant and engine room walk throughs with the Fire Department and Hazmat TeamEnsures that Compliance audits are performed, and all recommendations are resolved in a timely manner. Create an Annual PSM Compliance Progress & Activity ReportPrepare and submit the Annual Compliance Planning and Preparedness Schedule and Compliance Budget RequestRequest quotes, bids, and proposals, on refrigeration projects and compliance action itemsAssist with CIR (Capital Investment Requests) for Compliance Action Items and Refrigeration Projects
Certified Process Hazard Analysis (PHA) facilitatorAbility to interpret complex regulations.
Excellent organizational and documentation skills. Solid problem solving and critical thinking skills.
Demonstrated proficiency with safe and efficient operation of ammonia systems.

KNOWLEDGE, SKILLS, AND ABILITIES
5+ years experience in a PSM regulated facility or Bachelors Degree.Certified Process Hazard Analysis (PHA) facilitatorAbility to interpret complex regulations.
Excellent organizational and documentation skills. Solid problem solving and critical thinking skills.
Demonstrated proficiency with safe and efficient operation of ammonia systems.
