This position leads the day-to-day execution of the company's safety strategy and is responsible for establishing consistent safety standards, programs, tools, training, and field support across the organization. The Safety Program Manager works closely with regional safety support personnel, regional and branch leadership, the Workers' Compensation team, clients, and other internal stakeholders to identify hazards, reduce workplace injuries, and improve safety performance. The Safety Program Manager is responsible for translating company safety priorities and claims trends into practical field initiatives. This includes client worksite evaluations, job hazard analysis, safety training, incident investigations, corrective action management, safety observations, branch support, and other proactive injury prevention efforts. This position is expected to maintain a strong field presence and ensure the Safety function remains connected to the actual work environments in which company employees are placed. The Safety Program Manager does not replace operational ownership of safety. The role provides expertise, standards, tools, coaching, and accountability to help regional and branch leaders operate safely. Essential Responsibilities Safety Program Leadership Manage the day-to-day execution of the company's workplace safety and injury prevention programs. Translate the company's overall Risk and Safety strategy into practical programs, standards, procedures, tools, and field activities. Develop annual safety priorities and implementation plans in coordination with the Director of Risk & Safety. Establish consistent safety practices across regions, branches, clients, and work assignments. Evaluate the effectiveness of existing safety programs and recommend improvements. Identify gaps in safety processes, field execution, training, documentation, and accountability. Ensure safety initiatives are practical, scalable, and appropriate for a geographically dispersed staffing organization. Maintain current safety policies, procedures, forms, checklists, and other program materials. Coordinate safety initiatives with the Workers' Compensation team to ensure claims experience informs prevention efforts. Provide regular updates to the Director of Risk & Safety regarding field conditions, emerging risks, program performance, and significant safety concerns. Regional Safety Support Lead, coordinate, and support the company's regional safety personnel. Establish clear expectations for regional safety activities, priorities, documentation, and performance. Develop consistent processes for regional worksite visits, branch support, training, incident response, and corrective action follow-up. Assign or coordinate field safety priorities based on claims trends, client risk, branch performance, and operational needs. Conduct regular meetings with regional safety personnel to review priorities, incidents, field observations, and outstanding corrective actions. Provide technical guidance, coaching, and development to regional safety personnel. Review regional activity to ensure field resources are focused on meaningful risk reduction rather than activity for activity's sake. Identify inconsistencies among regions and establish common standards and practices. Support regional safety personnel in addressing difficult client, branch, or worksite issues. Escalate significant unresolved safety concerns to the Director of Risk & Safety. Client Worksite Evaluation Program Develop and manage the company's client worksite evaluation program. Establish criteria for determining when a worksite evaluation is required. Develop standardized tools and processes for evaluating client worksites and job assignments. Ensure evaluations consider, as applicable: Job duties and essential functions Equipment and machinery Required training and qualifications Personal protective equipment Hazardous materials and chemical exposure Fall hazards Lockout/tagout exposures Powered industrial trucks Machine guarding Heat and cold exposure Confined spaces Traffic and work-zone exposure Ergonomic risks Emergency procedures Supervision Injury history Other assignment-specific hazards Establish standards for documenting findings and required corrective actions. Identify conditions requiring additional review before employees are assigned or continue working. Ensure significant worksite concerns are communicated to appropriate operational and Risk and Safety leadership. Track worksite evaluation activity and outcomes. Periodically review completed evaluations for quality, consistency, and effectiveness. New Client and Assignment Risk Review Partner with Sales and Operations to evaluate prospective clients, job assignments, and work environments when safety review is required. Develop criteria for identifying high-risk industries, job classifications, assignments, and work activities. Establish appropriate levels of safety review based on the nature and severity of potential exposures. Assist with determining whether appropriate safety controls are in place before employees are assigned. Recommend additional requirements, restrictions, corrective actions, or executive review when significant risk is identified. Support the development of prohibited or restricted job classifications and work activities when appropriate. Help ensure job descriptions and assignment information accurately reflect the work employees will perform. Identify material changes in client operations or employee job duties that require reevaluation. Incident Investigation Required travel to location, when appropriate Lead or support investigations of workplace injuries, near misses, and other significant safety events. Establish consistent investigation standards and documentation requirements. Ensure investigations identify root causes and contributing factors rather than simply documenting the immediate event.

Assign or coordinate responsibility for corrective actions. Track corrective actions through completion. Review recurring incident patterns and determine whether broader program or operational changes are needed. Share significant lessons learned across the organization when appropriate. Serious Incident Response Support the Director of Risk & Safety in responding to fatalities, hospitalizations, amputations, serious injuries, regulatory inspections, and other significant events. Respond to serious incidents in person when appropriate. Assist with preservation of photographs, witness information, worksite conditions, equipment information, training records, and other relevant evidence. Coordinate with regional and branch leadership during incident response. Support communication with clients and other stakeholders as directed. Assist with regulatory inspections and information requests in coordination with the Director of Risk & Safety and Legal. Ensure immediate hazards are identified and addressed. Determine whether similar exposures exist at other clients or worksites. Develop and implement broader corrective measures when significant lessons apply across the organization. Safety Training and Education Develop and manage the company's safety training program. Establish required safety training for branch employees, regional leaders, field employees, and other applicable groups. Develop training materials, presentations, toolbox talks, safety alerts, and other educational resources. Ensure training content is practical, understandable, and relevant to the work being performed. Coordinate delivery of training through regional safety personnel and operational leadership. Establish processes for documenting required training. Evaluate whether training is being understood and applied in the field. Update training based on claims trends, regulatory changes, incident findings, and emerging risks. Develop focused training for high-risk clients, industries, assignments, and recurring injury types. Safety Observations and Field Engagement Develop and manage programs for safety observations, field visits, and employee engagement. Establish meaningful standards for documenting field observations. Ensure observations focus on actual hazards and work practices rather than checklist completion alone. Encourage identification and reporting of unsafe conditions, near misses, and emerging risks. Develop processes for escalating significant observations. Analyze observation data to identify recurring issues and trends. Use field information to improve training, policies, client evaluations, and prevention strategies. Corrective Action Management Develop and maintain a consistent process for documenting and managing safety corrective actions. Ensure corrective actions are specific, assigned, measurable, and time-bound.

Worksite evaluations Incident investigations; root-cause analysis and reporting Safety observations Regulatory inspections Client reviews Claims trends Follow up on overdue or incomplete actions. Escalate significant unresolved hazards. Verify that corrective actions effectively address the identified exposure. Provide reporting on open, overdue, and completed corrective actions. Claims and Safety Integration Work closely with the Workers' Compensation Manager to identify meaningful claims trends. Review injury data by region, branch, client, job classification, injury type, tenure, and other relevant factors. Translate claims findings into targeted field initiatives. Develop prevention plans for recurring or high-severity injuries. Identify clients or branches requiring additional safety intervention. Evaluate whether safety initiatives result in measurable changes in injury performance. Ensure lessons from claims are incorporated into worksite evaluations, training, safety communications, and field priorities. Provide field findings to the Workers' Compensation team when those findings may affect claim understanding or management. Regulatory Compliance Maintain working knowledge of applicable workplace safety regulations and industry standards. Support compliance with OSHA requirements and other applicable safety regulations. Develop programs and procedures needed to support regulatory compliance. Assist branches and regional leaders in responding to safety-related regulatory questions. Support regulatory inspections in coordination with the Director of Risk & Safety and Legal. Monitor relevant regulatory changes and recommend updates to company practices. Partner with the Workers' Compensation team on matters involving both regulatory reporting and field safety response. Client and Operational Partnership Serve as a safety resource to regional and branch leadership. Provide practical guidance regarding client worksites, employee assignments, hazards, training, PPE, and corrective actions. Build productive relationships with operational leaders while maintaining independent professional judgment regarding significant safety risks. Help operational leaders understand their role in safety performance. Support client conversations regarding worksite safety concerns and corrective actions. Participate in client meetings when safety expertise is required. Support Sales with safety-related information and presentations when appropriate. Help ensure safety concerns are addressed without unnecessarily disrupting business operations. Escalate situations in which business considerations may be preventing appropriate response to significant safety risks. Safety Data and Performance Management Maintain accurate information regarding safety activities and field findings. Develop and monitor leading safety indicators. Analyze performance by region, branch, client, industry, and assignment type. Provide regular safety reporting to the Director of Risk & Safety. Identify trends requiring intervention. Evaluate the effectiveness of safety programs and field activities. Recommend changes in resource allocation based on risk and performance. Qualifications Required OSHA 30 Certification Significant experience in workplace safety, occupational safety, risk management, or a related field. Experience developing and implementing safety programs. Experience conducting worksite evaluations, hazard assessments, and incident investigations. Strong working knowledge of OSHA requirements and workplace safety practices. Ability to identify hazards and develop practical corrective actions. Experience developing or delivering safety training. Ability to analyze injury and safety data and translate findings into field action. Strong written and verbal communication skills. Ability to influence operational leaders and employees at all levels of an organization. Ability and willingness to travel regularly to company and client locations. Preferred Experience in staffing, construction, manufacturing, logistics, industrial, skilled trades, work-zone operations, or other high-risk work environments. Experience supporting safety across multiple locations, states, or regions. Experience supervising field-based safety personnel. Familiarity with temporary worker and multi-employer worksite safety responsibilities. Experience responding to serious workplace incidents and regulatory inspections.
