Job Description

DEFINITION
The Director of Campus Safety and Security is responsible for developing and overseeing policies, systems, andprocedures that promote the safety and security of the campus community and support operational continuity during emergencies. This positionprovides leadership for the College's campus security operations, including the supervision and development of security personnel, whileserving as the primary liaison with contracted public safety agencies. The Director collaborates with college leadership to establishcampus safety priorities and works across departments to implement emergency preparedness, response, and risk mitigation initiatives. Theposition is responsible for ensuring institutional compliance with applicable federal, state, and local laws, regulations, policies, andprocedures related to campus safety and security. The Director also provides consultation, guidance, and training to college personnel onsafety-related matters and promotes a culture of safety awareness throughout the institution.
SUPERVISION RECEIVED ANDEXERCISED
Receives direct supervision from the Executive Director of Safety and Auxiliary Services SupervisesParking Coordinator and security staff and serves as the primary point of contact for contracted public safety personnel, ensuring alignmentwith the College's safety and security priorities.
ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS
Essential and other important responsibilities and duties may include, but are not limited to: EssentialFunctions Direct and oversee campus safety and security operations for all college campuses, centers, facilities, buildings,and grounds. Develop, implement, maintain, and periodically revise the College Emergency Response Plan, Continuity of OperationsPlan, and related safety and security policies and procedures. Serve as the primary coordinator for emergency management, crisisresponse, and incident command activities. Establish and maintain collaborative relationships with local law enforcement, firedepartments, emergency management agencies, EMS providers, and security personnel. Coordinate security and safety staffing,coverage, scheduling, and deployment for daily operations and special events. Conduct security assessments for campus events andactivities, recommend appropriate security measures, and oversee implementation of safety plans. Coordinate and evaluate emergencydrills, tabletop exercises, and campus-wide training programs to promote preparedness and compliance. Oversee access controlsystems, video surveillance systems, emergency notification systems, classroom emergency response systems, and fire/life safetysystems. Receive, document, and report safety and security incidents to appropriate college personnel and law enforcement in atimely manner. Respond to reports of unsafe or hazardous conditions and coordinate resolution with appropriate collegedepartments. Coordinate with Facilities and Maintenance personnel regarding repairs, safety concerns, environmental hazards, andlife-safety compliance issues. Ensure compliance with applicable federal, state, and local regulations related to campus safety,emergency preparedness, and workplace safety. Participate in threat assessment, behavioral intervention, and student conductprocesses involving safety concerns. Develop and recommend policies, procedures, and strategic initiatives that enhance campussafety, security, and emergency preparedness. Prepare and manage departmental budgets, contracts, equipment purchases, and relatedoperational resources. Supervise security personnel, while serving as the primary liaison with contracted public safety agencies toensure effective service delivery. Ensure students, employees, contractors, vendors, and visitors comply with college safety andsecurity policies and procedures. Ensure compliance with the requirements of the Jeanne Clery Disclosure of Campus Security Policyand Campus Crime Statistics Act (Clery Act), including the collection, classification, documentation, and reporting of campus crimestatistics; timely warning and emergency notification processes; and preparation of the College's Annual Security Report. Other Important Functions Chair the College Safety Committee and provide leadership for campus-wide safetyinitiatives. Develop and implement campus inspection and risk assessment programs to identify and mitigate hazardousconditions. Coordinate traffic management and parking operations during daily activities and special events. Ensure firstaid stations, emergency equipment, and safety supplies are maintained and appropriately stocked. Maintain accurate records andprepare required reports related to incidents, accidents, crimes, safety inspections, training, and regulatory compliance. Performother duties as assigned.
QUALIFICATIONS
Knowledge:
Microsoft Office Suitesoftware, Web-based Systems Knowledge of FERPA, Title IX, Clery, HIPAA and other relevant laws and regulations Generalknowledge of OSHA regulations An understanding and commitment to the mission and philosophy of the North Carolina Community CollegeSystem Logistics, CFCC operations, and procedures. Pertinent Federal, State, and Local codes, regulations, and routinesecurity procedures. ABC Commission, NHC Health Department.
Ability To:

EXPERIENCE AND TRAINING GUIDELINES
Minimum Education/Training:
Associate's degree in Criminal Justice, Emergency Management, PublicAdministration, Homeland Security, Occupational Safety, Business Administration, or a related field.
MinimumExperience:
Five (5) years of progressively responsible experience in campus safety, law enforcement, emergencymanagement, security operations, military police, risk management, or a related public safety field. Two (2) years of supervisory orleadership experience.
Preferred Education/Training, Experience, Skills:
Experience coordinatingemergency response activities and working with law enforcement, fire, EMS, and emergency management agencies. Experience developingand implementing safety and security policies, procedures, and training programs. Experience in a college, university, or other educationalenvironment. Experience with Clery Act compliance and reporting requirements. Experience managing access control systems,video surveillance systems, emergency notification systems, and security technologies. Experience conducting threat assessments,behavioral intervention, risk assessments, and emergency preparedness exercises. Special Instructions to
