This position serves as a key member of the site leadership team and is responsible for developing EHSS strategies, ensuring regulatory compliance, supporting operational excellence, and fostering a culture of safety and environmental stewardship. The EHSS Manager provides leadership for environmental compliance, occupational safety, industrial hygiene, process safety, security, Responsible Care initiatives, regulatory interactions, permitting activities, audits, and employee training programs. This role partners closely with operations, engineering, maintenance, quality, contractors, regulatory agencies, and community stakeholders to ensure compliance with applicable federal, state, and local requirements. Essential Responsibilities Environmental, Health, Safety & Security Leadership Develop, implement, and maintain EHSS goals, objectives, policies, programs, and performance metrics. Partner with site leadership to promote a proactive safety culture and continuous improvement mindset. Provide strategic and technical guidance regarding EHSS compliance obligations and risk management. Lead department planning, budgeting, resource allocation, and personnel development. Serve as an active member of the site's leadership or management team. Regulatory Compliance & Permitting Evaluate and maintain compliance with applicable federal, New York State, and local environmental, health, safety, process safety, and security regulations. Oversee facility permits, registrations, certifications, and regulatory reporting obligations, including but not limited to:
- Title V Air Permits
- Wastewater permits
- Chemical Bulk Storage (CBS)
- Petroleum Bulk Storage (PBS)
- Resource Conservation and Recovery Act (RCRA) requirements Monitor regulatory developments and advise management regarding new or revised compliance obligations.
Coordinate agency inspections, responses, reporting, and corrective action activities. Process Safety & Risk Management Support and oversee process safety management initiatives and risk reduction programs. Participate in Management of Change (MOC), Process Hazard Analysis (PHA), incident investigations, and corrective action programs. Review EHSS impacts associated with new products, chemicals, processes, and operational changes. Lead or support emergency preparedness and response planning activities. Training, Audits & Continuous Improvement Ensure employees receive required EHSS training and maintain appropriate documentation. Develop and maintain site EHSS procedures and management systems. Lead and support customer, regulatory, Responsible Care®, and internal audits. Monitor EHSS performance indicators, incident trends, and compliance metrics. Identify opportunities for risk reduction and continuous improvement. Industrial Hygiene & Security Oversee industrial hygiene monitoring and exposure assessment programs. Coordinate site security programs and support facility security initiatives. Serve as a resource for contractors, visitors, and employees regarding EHSS requirements. External Relations Maintain productive relationships with regulatory agencies, community stakeholders, customers, contractors, and auditors. Represent the company during inspections, audits, and community engagements related to EHSS initiatives. Serve as the Responsible Care Management System (RCMS) Management Representative. Required Qualifications Bachelor's degree in Environmental Science, Environmental Engineering, Chemical Engineering, Occupational Safety, Industrial Hygiene, Safety Management, or a related field. Minimum of 7-10 years of progressive EHSS experience in a manufacturing, chemical, industrial, or highly regulated environment. Demonstrated knowledge of environmental permitting and regulatory compliance. Experience managing EHSS programs, audits, investigations, and corrective actions. Strong leadership, communication, and organizational skills. Ability to interpret and apply federal, state, and local regulations. Proficiency with Microsoft Office and EHSS reporting systems. Ability to work effectively with employees at all levels of the organization. Preferred Qualifications Master's degree in a related discipline. Chemical manufacturing experience. Experience with Responsible Care® programs. CSP, CIH, CHMM, PE, or related professional certification. Experience with Process Safety Management (PSM). Experience managing Title V, RCRA, CBS, PBS, and wastewater permitting requirements. Prior supervisory or leadership experience. Physical & Work Environment Requirements Work is performed in office and chemical manufacturing environments. Frequent walking throughout the facility and production areas. Ability to wear required personal protective equipment (PPE). Ability to perform the essential functions of the position with or without reasonable accommodation.
