Job Description
Summary The Site Safety Representative (SSR) shall be assigned to the East Adams Housing Portfolio on a 100% on-site basis and shall support multiple active projects within the portfolio, up to five projects at a time. The SSR shall be a visible member of the onsite work organization and shall be responsible for supporting, implementing, and continuously improving the site safety and occupational health program across assigned projects. This role is expected to perform regular site safety surveillance, inspections, coaching, documentation, and enforcement activities; lead daily safety engagement practices, including stretch-and-flex activities and toolbox talks; and help create a proactive safety culture among Hueber-Breuer personnel, subcontractors, vendors, and project stakeholders. The SSR shall have the authority to act in safety matters for the Contractor and shall perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor. The SSR shall be employed by the Contractor and shall have dual reporting responsibilities, including reporting to the Director of Safety and to on-site project leadership, including the Project Manager(s), Superintendent(s), and/or Project Executive responsible for the East Adams Housing Portfolio. Position Responsibilities Support all safety efforts on the project and promote the Hueber-Breuer safety culture Provide full-time, on-site safety support for the East Adams Housing Portfolio, including coverage of multiple concurrent projects within the portfolio as assigned Manage safety priorities across up to five active projects at a time, coordinating daily with superintendents, project managers, subcontractors, and other site leaders Direct the development, implementation, and management of health and safety programs Develop site-specific safety plans for new projects Administer safety motivational programs Lead and reinforce daily safety culture practices, including daily stretch-and-flex activities, toolbox talks, pre-task planning, and job hazard awareness conversations Ensure contractor activities are preplanned for safety through scope review, preconstruction meetings, JSA/AHA review, etc. Conduct loss control job site safety inspections for all active job sites Perform and document routine daily and weekly safety inspections across assigned portfolio projects, identifying hazards, corrective actions, responsible parties, and completion dates Support OSHA audits and inspected as directed Conduct work area surveillance, audits, inspections, property damage, and personal injury investigations Comply with company safety documentation protocols and programs/systems Implement, monitor, and maintain the project safety program, including safety orientations, inspection records, corrective-action logs, training documentation, permits, incident reports, and other required safety documentation Lead incident investigations; manage hazard assessment activities by conducting and/or supervising safety inspections, and analyzing inspection and incident data to identify opportunities to develop preventative and corrective practices Work closely with the project team leadership to strengthen the project team existing programs and to assist in the creation of new and innovative approaches to workplace safety at the project site Ensure contractor compliance to the JV and Hueber-Breuer safety plan including but not limited to, specific site safety plans, safety submittals, training and equipment inspection and other documentation (i.e., Substance abuse testing records, etc.) Work with superintendents to develop safety plans to proactively address potential safety hazards Coach, mentor and assist superintendents on safety and OSHA regulations Ensure contractors meet the JV and Hueber-Breuer safety expectations Properly document and maintain all safety findings and recommendations Provide safety orientation and training to the JV project teams and include site requirements and Hueber-Breuer, client and OSHA requirements Gather evidence to document any job site incidents or accidents; Interact with project team members to report all accidents as required by the insurance company, the JV, client, and other entities. Serve as company liaison with OSHA, insurance carriers and other regulatory agencies Investigate all accidents and complete all paperwork required by Occupational Safety and Health Administration (OSHA) or state regulations Nurture and maintain relationship with OSHA under the direction of the project leadership Coach project teams in effective hazard identification and correction of issues Serve as a hands-on safety lead in the field by identifying unsafe conditions, reinforcing safe work practices, escalating unresolved hazards, and following through until corrective actions are completed
