Job Description

Description The Safety Director leads the Oregon Pacific-Cascade Chapter's safety program, serving as the primary safety resource for NECA member electrical contractors as they navigate jobsite hazards, regulatory requirements, and evolving site conditions. This is a single-point-of-contact safety role responsible for proactive education, Joint Innovative Safety Committee (ISC) administration and compliance, workforce training, prevention, incident response, accident investigation, regulatory coordination, and post-incident corrective actions. The position exists to promote consistent safety practices across all three
NECA/IBEW
jurisdictions (IBEW Locals 280, 659, and 932), reduce risk exposure, maintain the Chapter's regulatory credibility with OR-OSHA, and support member contractors in meeting their safety, labor, and industry obligations. This role is the Chapter's sole safety resource and carries full accountability for both prevention and response. The essential functions, duties, and responsibilities listed below describe the general nature and scope of work performed by this position. This is not a complete list, and other duties will be assigned based on the incumbent's role and the changing needs of the Chapter and its members. Essential Duties and Responsibilities Serves as the Chapter's primary resource for Joint Innovative Safety Committee compliance, administration, and OR-OSHA variance maintenance across IBEW Locals 280, 659, and 932. Facilitates and leads Joint Innovative Safety Committee meetings for Locals 280, 659, and 932 on the established meeting schedule. Maintains audit-ready committee records, including agendas, minutes with attachments, and signed attendance forms. Distributes minutes to all committee members and all NECA member contractors. Collects, tracks, and prepares data for the annual ISC application, renewal, and OR-OSHA annual effectiveness report. Maintains and provides OR-OSHA with a current list of NECA contractors utilizing the ISC program on an annual basis, or whenever there is a significant change in contractor makeup. Monitors contractor compliance with ISC requirements. Initiates suspension or expulsion procedures for contractors who fail to maintain safety program obligations or disseminate committee information, consistent with the ISC program document. Reviews injury/illness and incident reports during committee meetings and ensures evaluative comments are placed in the meeting minutes. Conducts periodic member contractor check-ins (64+ member contractors) to support safety consistency, identify emerging needs, and reinforce program participation requirements. Serves as the primary point of contact for safety matters between NECA, member contractors, labor partners, general contractors, owners' representatives, utilities, and regulatory agencies. Develops and delivers 2 to 3 half-day and/or full-day training classes per year in each local (280, 659, 932), including but not limited to Fall Protection (Competent Person), CPR/AED/First Aid/BBP, Aerial Lifts and MEWP, Confined Space (Competent Person), Excavation/Trenching/Shoring (Competent Person), NFPA 70E, Forklift, Scaffolding, Rigging and Signaling, and
OSHA 10/30.
Delivers Accident Investigation Training for contractor representatives and committee members, and Hazard Identification Inspection Training for labor and management representatives conducting inspections, as required by the ISC program. Supports annual Safety Break activities in May and coordinates safety walks in Locals 280, 659, and 932. Develops and distributes monthly toolbox safety topics for NECA safety packets, producing one topic per week provided in advance of the following month, following the documented NECA Toolbox Topic Planning Guide methodology (national campaign anchors, seasonal hazards, incident data, trade-specific technical topics, human factors, and balance review). Maintains training documentation, records, certificates, and attendance logs. Reviews, edits, and updates NECA member company safety manuals. Provides new member companies with compliant safety manuals and required forms. Assists NECA member contractors with annual ITE submissions, OSHA 300 log preparation and posting, and accident recordkeeping and reporting to insurance carriers and OR-OSHA when required. Serves as the Chapter's lead resource for all incident response and accident investigation activities. Supports member contractors following injuries, accidents, near misses, or serious incidents, and conducts or assists with post-incident investigations and corrective action development. Receives, reviews, and maintains Injury/Illness Report Forms submitted by member contractors. Presents accident reports to the committee for review and ensures evaluative comments are documented in meeting minutes. Coordinates and supports responses to OR-OSHA investigations, inspections, complaints, and appeals. Provides onsite safety support during OR-OSHA regulatory visits related to enforcement, complaints, or incidents. Conducts random and periodic worksite inspections as part of the ISC program, supplementing the quarterly inspections performed by contractors' designated labor and management representatives. Verifies that contractors maintain copies of all hazard identification inspection reports and accident investigation forms for not less than three years. Provides general contractor onsite safety coordination and contractor interface support. Coordinates owners' representative, utility, and third-party safety questionnaires and site audits. Serves as the Safety Oregon-NECA program lead, including onsite audits and GC coordination. Ensures contractors with non-bargaining employees provide the same access to safety information, representation, and communication as IBEW member employees. Submits monthly written safety activity reports to Chapter leadership. Participates in quarterly board or leadership meetings. Maintains confidentiality and proper control of accident investigations, enforcement documentation, and regulatory correspondence. All accident investigation files, regulatory communications, and enforcement documentation remain under Chapter control. Represents the Chapter and its members with regulatory bodies, industry associations, JATC training partners, and community safety forums. Stays current on OR-OSHA emphasis programs, rulemaking, and new or revised rules (e.g., Heat Illness Prevention). Adheres to the NECA Code of Conduct. Requirements Bachelor's degree (BA/BS) in Safety Management, Industrial Hygiene, Occupational Safety and Health, Construction Management, or a related field from an accredited school; OR Associate's degree (AA/AS) in a related field and at least two or more years of related experience and/or training in professional safety in the field; OR Any equivalent combination of education and experience that provides the knowledge, skills, and abilities to perform the essential functions and responsibilities of the position. Five to eight years of related safety experience in construction (preferably electrical) or general industry. Strong working knowledge of OR-OSHA, construction, and electrical safety standards, and the rulemaking process. Demonstrated experience delivering safety training and developing written safety programs (Accident Prevention Program, site-specific plans, fall protection, heat illness, LOTO, arc flash, and similar). Demonstrated experience in accident investigation, root-cause analysis, and OR-OSHA regulatory response and enforcement coordination. Experience with OSHA recordkeeping (300/300A, ITE submissions) and insurance carrier reporting requirements. Experience working with NECA chapters, safety committees, or labor-management environments preferred. Familiarity with the electrical trade, jobsite operations and hazards, and the
NECA/IBEW
collective bargaining environment. OSHA 30-Hour Construction certification required, or equivalent.
OSHA 500
Outreach Trainer certification preferred. Instructor-level and/or Competent Person certifications relevant to the trainings delivered (Fall Protection, Confined Space, Excavation/Trenching, and similar) preferred. Current First Aid, CPR, and AED certification preferred. Professional safety credential preferred (e.g., CHST, CSP, ASP, or credentials through the Board of Certified Safety Professionals or Institute of Hazardous Materials Management). Computer proficiency and demonstrated ability to perform data analysis and risk assessment. Possession of, or ability to obtain and maintain, a valid Oregon driver's license. Excellent written, verbal, presentation, and documentation skills, with the ability to work directly with contractors, regulators, labor partners, and member firms. Strong organizational skills and the ability to manage multiple member needs across three geographically dispersed jurisdictions. Commitment to NECA values, collaboration, and safety leadership. Frequent regional travel is required for jobsite visits, committee meetings, training delivery, and regulatory support, typically 40% to 60%, with some overnight travel as needed. Proven experience in construction site safety management with a strong understanding of construction workplace safety regulations. Demonstrated expertise in risk management, occupational health principles, OSHA standards, NEC codes, NFPA standards, and ANSI guidelines. Prior experience with construction management software and compliance management tools to track safety metrics effectively. Excellent team leadership skills with the ability to motivate diverse teams towards a shared commitment to safety excellence. Strong knowledge of electrical safety procedures and general construction safety practices across various trades. Certifications such as First Aid/CPR, OSHA 30-Hour or 500-Hour Construction Safety Certification preferred. Ability to conduct thorough hazard assessments and implement effective safety training programs tailored for construction environments. Must reside in Chapter jurisdiction. Compensation and Benefits Salary range:
$125,000 to $140,000 annually, commensurate with experience. Comprehensive benefits package including medical, dental, and vision insurance.
