Develop and enforce policies, analyze incidents, manage DOT and state regulatory compliance, oversee vehicle and equipment safety inspections, shop site inspections, and promote a safety-first culture across towing, recovery, and transport, shop operations. Essential Responsibilities Develop, implement, and maintain the company's transportation safety management system and written safety policies. Ensure compliance with federal (FMCSA, DOT) and Rhode Island transportation, hazardous materials, licensing and permitting regulations. Manage driver qualification files, background checks, MVRs, CDL endorsements, drug & alcohol testing records, and certifications. Create, deliver, and document driver training and safety education (defensive driving, load securement, safe towing/recovery, distracted driving prevention). Conduct regular vehicle/equipment inspection programs, oversee preventive maintenance compliance, and oversee shop/ yard locations. Investigate accidents and near-misses; prepare root-cause analyses, corrective action plans, and required reports for carriers/insurers/regulators. Monitor safety metrics (crash rate, incident frequency, CSA scores), prepare monthly/quarterly safety reports, and recommend improvements. Lead safety meetings, safety incentive programs, and safety communications; foster continuous safety improvement. Coordinate drug & alcohol testing program and work with third-party administrators for testing and chain-of-custody compliance. Qualifications 5+ years' experience in transportation safety, fleet safety management, or regulatory compliance; towing/recovery industry experience strongly preferred. In-depth knowledge of
FMCSA/DOT
regulations, Rhode Island state transportation laws, CDL requirements, and drug/alcohol testing regulations. Experience conducting accident investigations, root cause analysis, and implementing corrective actions. Strong training, communication, and leadership skills; ability to influence frontline staff and management. Proficiency with safety management systems, incident tracking, and reporting tools; comfortable with Excel and safety metric dashboards. Valid driver's license; CDL preferred depending on operational needs. Clean driving record required. OSHA 30, CSP, CET, or equivalent safety certifications preferred.
