Competitive + Bonus (DOE) About the Opportunity A rapidly growing civil utilities and heavy construction company in the Houston area is seeking an experienced HSE Manager to lead all Health, Safety & Environmental programs across multiple underground utility, water/sewer, storm drainage, and civil sitework projects. This is a hands-on, field-focused role ideal for a safety leader who thrives in fast-paced construction environments and can drive a culture of accountability, compliance, and continuous improvement. Key Responsibilities Develop, implement, and monitor all company HSE policies, procedures, and safety programs. Perform daily jobsite visits , safety inspections, and audits across multiple active projects. Ensure compliance with

OSHA 1926

, state regulations, DOT rules, and customer safety requirements. Lead incident investigations, root cause analysis, and corrective action documentation. Conduct safety orientations, tailgate meetings, and training for field personnel and subcontractors. Maintain JSAs/JHAs, SDS records, emergency response plans, and required documentation. Partner with project managers and superintendents to enforce safety expectations and proper jobsite controls. Oversee pre-construction safety planning, utility strike prevention, confined space procedures, trench safety programs, and equipment inspections. Track HSE metrics, near misses, leading indicators, and prepare monthly reporting for leadership. Act as the primary contact for customer safety reps, inspectors, and regulatory agencies. Required Qualifications 5+ years of HSE experience in civil construction, underground utilities, heavy infrastructure, or related industries. Strong working knowledge of

OSHA 1926

, excavation & trenching, confined space, equipment safety, and environmental compliance. Proven experience leading safety programs in a field-based construction environment . Excellent verbal/written communication, documentation, and investigation skills. Ability to travel between jobsites throughout the Houston area.
