Duties Help As a Safety and Occupional Health Manager (Title 32), GS-2210-12, you will perform the below duties: Serves as the Ste, Territory, District of Columbia Safety and Occupional Health (SOHM) Manager in the maintenance of a comprehensive ground and explosives, safety program for the Ste. Manages and provides oversight for the Ste ARNG Safety and Occupional Health Management Systems (ASOHMS) within the broad framework of stutory public law, DOD, Army, and Nional Guard policy, goals, and objectives. Manages resource requirements for personnel, safety programs, contracting, and funding resources necessary to support program goals, objectives, and directives. Determines SOH requirements and implements plans, methods, and assess risks to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservion of ARNG personnel, equipment, facilities, and resources. Plans, assigns, and evalues the work of safety and explosives safety staff subordines. Using subordine supervisors, group/committee chairs, and the like, oversees and directs SOH work activities. Provides decisions on work issues presented by subordine supervisors or leaders. Evalues subordine supervisors/leaders and serves as the reviewing official on evaluions of non-supervisory employees red by subordine supervisors. Approves selection for subordine non-supervisory positions. Conducts hiring interviews and selections for subordine supervisory/work leader positions. Receives and resolves group grievances or serious employee complaints and conducts disciplinary actions involving subordines. Develops, implements, plans, directs, and controls a comprehensive SOH program involving a wide variety of industrial processes, shops, equipment, merial, and machinery, some of which are unconventional and unique to the organizion, highly hazardous and involve dangerous merial. Develops the Ste SOH Plan to include applicability of fourteen Army SOH functional areas. Development of applicable local policy and procedures for Ste SOH programs. Manages, executes, monitors, and evalues Ste functional Safety Programs for effective implemention. Conducts safety reviews for the Annual Safety Plan, Workplace Design and Engineering processes, construction facility reuse projects, Support Force Protection Planning, Emergency Operions Plans, and mishap reports for accuracy, completeness, and timeliness. Reviews ASOHMS Implemention stregy, Explosives Safety Site Plan submissions, and risk assessments, and deviions to safety standards. Reviews explosives safety survey reports to identify Ammunition and Explosives safety and logistics programmic findings, corrective actions, and systemic trends. Reviews Fire, Occupional Health, and Safety (FOHS) Functional Community 12 (FC12) training certificions. Reviews workplace safety hazard tracking logs, NGB safety assessment da, and unit SOPs to ensure safety and Risk Management are integred and controls are established for identified hazards. Conducts and ensures safety mishap investigions comply with DoDI 6055.07 and 29 CFR 1904.39 guidance and ensure the notificion, investigion, reporting, and recordkeeping of ARNG on-duty, off duty, non-duty and meriel deficiency safety mishaps. Ensures the regular inspection of facilities, workplaces, operions, explosives storage, and training ranges are conducted by qualified safety professionals. Develops documented reports of deficiencies and mitigion/abement plans and metrics to measure program effectiveness. Conducts annual assessments of ground safety programs, radiion and laser safety, range safety, and explosive safety programs. Develops and implements applicable health protection and readiness programs. Establishes, trains, and advises personnel on the integrion of Risk Management processes and assist leaders in implemention of installion SOH programs. Manages Commercial Off The Shelf system safety processes. Suspends, limits, or termines operions where the potential for damage, exposure, and loss to munitions of explosives concern, laser operions, or radioactive sources can occur. Develops and implements mishap prevention, countermeasures, and hazard abement procedures. Develops safety and health promotion programs consisting of safety awards, seasonal safety, employee workplace safety awareness, media, and social communicion tools. Cultives a robust safety culture through training, promotion, awards, and program advocacy. Ensures Safety and Occupional Health processes support general public health efforts for all ARNG personnel and seeks to maximize worker productivity through health promotion efforts. GENERAL EXPERIENCE
: Applicant must have experience performing work in a broad range of air and ground safety; as well as, explosive and range safety, weapons safety program elements, such as inspections, surveys, evaluions, mishap investigions and safety training.
SPECIALIZED EXPERIENCE
: Applicant must have least 12 months of specialized experience, equivalent to least the GS-11 level, or equivalent pay band in other pay systems in the Federal government?
