Primoris Gas Operations, which consist of companies such as Q3 Contracting, ARB, Primoris Distribution Services , Snelson and Pipejacking Trenchless, has over 60 years of experience working in the natural gas distribution industry. Over this time, we have maintained numerous customer relationships spanning more than two decades. Snelson is seeking an experienced HSE Field & Program Specialist / OQ Evaluator to support utility and pipeline operations across Utilities West. This is a roving position and is not assigned to a single project. The role bridges field HSE and Operator Qualification (OQ) support the administrative and program needs of the HSE department. The successful candidate must be able to travel between projects, work independently, adjust priorities based on operational needs, and provide consistent support to field teams, project leadership, and the HSE Manager.
Primary Responsibilities Include:
Serve as a roving HSE resource across Utilities West projects, traveling as needed based on Safety, OQ, client, and operational priorities. Coordinate HSE activities and department support as directed by the HSE Manager while working independently and responding to changing priorities. Conduct project site inspections, focused audits, supervisory inspections, and field observations; identify trends and opportunities for improvement. Identify and correct unsafe conditions or behaviors and exercise stop-work authority when unsafe acts or hazardous conditions are identified. Participate in and lead JSA reviews, pre-task planning, safety meetings, stand-downs, and project safety initiatives. Support incident response and investigations, including fact gathering, root cause analysis, corrective actions, documentation, and follow-up. Coach and reinforce company, client, OSHA/Cal-OSHA, DOT, and project-specific HSE expectations with employees, supervisors, subcontractors, and project leadership. Partner with Project Managers, Superintendents, field leadership, Quality/OQ, and other stakeholders to support safe and compliant project execution. Support client audits, regulatory visits, training, and project compliance activities as needed. Support authorized OQ evaluations using Veriforce, NCCER, ISNetworld, and other approved platforms, including knowledge-based and hands-on practical evaluations. Validate personnel performing covered tasks are qualified and authorized; maintain qualification records, certifications, expiration tracking, and required documentation. Coordinate OQ evaluations with project teams and stay current on client-specific requirements and applicable DOT requirements, including 49 CFR Parts 192 and 195. Support HSE administrative needs including documentation, tracking, reporting, records management, compliance follow-up, and general department support. Assist with onboarding new HSE personnel, including training coordination, system/project access, documentation, field expectations, and department processes. Assist with maintaining and updating HSE policies, programs, procedures, forms, templates, and field documentation. Help maintain HSE, OQ, training, client-compliance, employee-record, and project-requirement systems and platforms, including data accuracy, expiration tracking, and follow-up. Support collection, organization, and retention of project HSE documentation to ensure required records are complete, current, and accessible. Remain flexible between field and administrative/program responsibilities as department and business needs change. Perform additional duties and special projects as assigned.
Position Requirements:
Minimum 5 years of industry-related HSE experience preferred, with gas utility, pipeline construction, utility construction, or similar field experience strongly preferred. Bachelor's degree in business, Engineering, Occupational Health & Safety, Environmental Science, or a related discipline preferred; equivalent relevant experience will be considered. OSHA 10 certification required; OSHA 30 certification preferred. Working knowledge of federal, state, and local safety regulations, including OSHA and Cal/OSHA requirements. Working knowledge of DOT Operator Qualification requirements and compliance programs preferred. Previous OQ knowledge and familiarity with Veriforce, NCCER, ISNetworld, or similar systems preferred. Demonstrated ability to support both field operations and administrative/program responsibilities. Ability to work independently, take ownership, follow through on open items, and communicate status or concerns without continuous direction. Strong organizational, documentation, analytical, problem-solving, communication, coaching, and relationship-building skills. Ability to manage multiple projects, deadlines, systems, and priorities in a fast-paced environment. Proficiency with Microsoft Excel, Word, Outlook, and Windows-based systems; ability to learn and maintain multiple digital compliance platforms. Ability and willingness to travel between projects with limited notice and work a flexible schedule based on project and operational needs. Valid driver's license and ability to meet company driving requirements.
Physical Requirements:
Ability to work outdoors in varied weather conditions and walk uneven terrain and active construction sites. Ability to lift and carry safety equipment and materials as needed and wear required PPE for extended periods.
