JOB SUMMARY
The Sanitation Accounts Specialist assists with the planning, organizing, and administering of the day-to-day operations of the Public Services Department of the City of Douglasville, with primary responsibility for Commercial Sanitation and support for Residential Sanitation and Maintenance operations. The role performs clerical, computer, and administrative duties under the direct supervision of the Department Head.
ESSENTIAL JOB FUNCTIONS
Performs Commercial Sanitation administrative and customer service functions, serving as the primary point of coordination for the commercial sanitation service line. Responsible for daily correspondence with Front-End and Roll-Off Contractors and commercial customers; establishes new accounts; tracks and maintains account records; enters and verifies weight tickets; processes billing related to haul rates, delivery fees, and weight tickets; reviews contractor invoices for accuracy; and resolves customer service-related issues. Provides support for Residential Sanitation operations, serving as backup for core administrative functions as needed. Establishment of new residential accounts; enters weight tickets; reviews and records solid waste and recycling invoices; forwards new customer information and account changes for billing; reviews WSA billing; tracks customer compliance with applicable regulations; and addresses residential customer service inquiries. Assists the Department Director with administrative and operational support for Commercial Sanitation and, as assigned, Maintenance Department functions. Supports planning, organizing, and coordinating daily activities within assigned service areas while operating under the direct supervision of the Department Head. Types letters, forms, reports, articles, and other materials from copy or rough draft with accuracy and attention to detail. Uses computers, standard office equipment, and related technology to perform assigned duties and maintain records. Assists with work planning, activity scheduling, and the application of established standards, rules, and regulations for sanitation-related activities. Ensures records are properly maintained and that required reports are prepared accurately and in a timely manner. Assists with monitoring, compiling, and maintaining records related to the amounts and types of solid waste collected and disposed of by the Sanitation Department, Recycling Operations, and Commercial Solid Waste Contractors. Coordinates and monitors activities of the City's Commercial Solid Waste Contractors to support service continuity and compliance. Observes departmental operations and assists with recommendations for improvements to practices, procedures, and workflows. Provides oversight and direction related to Commercial Sanitation administrative functions, as assigned by the Department Head. Performs other related duties as required.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
High School Diploma or equivalent; one (1) to two (2) years of experience in clerical work and/or related experience sufficient to thoroughly understand the objectives and functions of the Sanitation Department; or any experience that would provide knowledge and ability to perform the essential functions of this position. Bachelor's Degree in Business Administration, Planning, Finance, Public Administration, Small Business Development, or related field preferred.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
Requires a Valid Georgia Driver's License.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of standard office practices, procedures, terminology, and equipment. Knowledge of applicable laws, ordinances, regulations, and policies related to assigned duties. Skill in maintaining records and preparing reports from those records. Skill in operating computers and standard office software applications. Ability to understand and follow complex oral and written instructions. Ability to make decisions in accordance with established policies and procedures. Ability to accurately process payments, receipts, and purchase orders. Ability to exercise sound judgment, tact, and professionalism when interacting with employees and the public. Ability to establish and maintain effective working relationships. Ability to supervise or direct the work of others when required.
PHYSICAL DEMANDS
The work requires prolonged periods of sitting intermittently, standing and walking. Duties involve frequent use of a computer and standard office equipment, including repetitive hand and finger movements for typing and document handling. The position requires adequate visual, auditory, and verbal acuity to communicate effectively, review documents, and perform detailed administrative tasks, including lifting or moving materials or equipment as required by the duties of the position.
WORK ENVIRONMENT
The work is typically performed in an air-conditioned office environment; however, duties regularly require outdoor field activities to observe sanitation operations, investigate complaints, confirm facilities, and verify reports. Fieldwork may involve supervision of sanitation operations, communication with Commercial Sanitation Contractors, and responding to resident and commercial customer concerns. Outdoor duties are performed in all types of weather conditions and may involve exposure to constant noise, fumes or odors, and dust or similar environmental hazards.
