Job Overview We are seeking a highly qualified, dedicated Site Safety and Health Officer (SSHO) to lead safety operations for federal construction projects including critical infrastructure, site excavation, and renovation projects at the VA and other federal facilities. This position involves comprehensive knowledge of electrical, mechanical, excavation and other trades and preferred experience in industrial electrical safety, critical power cutovers, and working within active federal healthcare facilities. Per federal procurement guidelines, this is a standalone safety role. You will be the primary authority ensuring 100% compliance with federal safety protocols while safeguarding the continuous, uninterrupted power operations of vital federal facilities.

Key Responsibilities Regulatory Compliance:

Fully implement and enforce the project-specific Accident Prevention Plan (APP) in absolute compliance with

USACE EM 385-1-1

guidelines, federal OSHA regulations, and VA master specifications.

Electrical Safety Management:

Enforce strict compliance with

NFPA 70E

(Electrical Safety in the Workplace), lockout/tagout (LOTO) protocols, and safe execution of critical power distribution cutovers.

Healthcare Infection & Life Safety:

Coordinate closely with hospital staff to manage Infection Control Risk Assessment (ICRA) levels and Interim Life Safety Measures (ILSM) during generator excavations, exhaust routing, and indoor electrical work.

Risk Mitigation & AHAs:

Develop, review, and adjust comprehensive Activity Hazard Analyses (AHAs) for high-risk phases, including heavy rigging/crane lifts of heavy machinery, medium-voltage work, and concrete pad excavation.

Site Audits & Liaison:

Conduct daily field inspections using digital construction management software, correct hazards immediately, and serve as the main point of contact for the VA Resident Engineer and federal safety auditors. Ensures contractor activities are preplanned for safety through scope review, preconstruction meetings, AHA reviews, etc. Maintains all safety related documentation including daily inspections, photos and reports. Capable of identifying potential hazards and implementing safety controls. Provides onsite safety training, daily safety briefs, review of safety equipment and ensures proper use and maintenance of safety equipment. Knowledge Skills and Abilities Comprehensive knowledge of construction procedures, safety and health principles, techniques, regulations, and interpretations. Capable of identifying current and future potential exposures and recommending corrective action Strong computer skills and familiarity with Microsoft Office Suite Strong interpersonal skills, management skills and an effective leader Strong written and verbal communication skills

Mandatory Requirements Experience:

Minimum of 5 years of continuous construction safety experience, with at least 3 years explicitly managing safety on federal construction contracts. Valid OSHA 30-Hour Construction Safety Certification (completed or maintained within the last 5 years). Formal training or certification in

NFPA 70E

/ Lockout-Tagout (LOTO) procedures.

EM 385-1-1

Training:

Valid certificate of completion for a 40-hour

USACE EM 385-1-1

training course. (CQM Course)

Background Check:

Must be a U.S. Citizen capable of successfully passing an in depth federal background check. Preferred Qualifications Board-certified safety credentials such as CHST, ASP, or CSP. Strong background in electrical contracting, MEP coordination, or power generation projects. Direct experience executing projects overseen by VA, USACE, or NAVFAC. Competent Person training in Crane/Rigging, Excavation, and Fall Protection. $75,000.00 - $110,000.00 per year
