The Environmental Public Health Specialist (EPHS) carries out the Department's environmental public health programs in Clinton County. The position conducts field inspections, investigates complaints, reviews plans and permits, educates operators and the public, and enforces state regulations and county ordnances. The EPHS is the Department's primary responder for environmental incidents and supports communicable disease and public health emergency response Duties Retail food safety: conducts routine, pre-opening, and follow-up inspections of food establishments, temporary food events, and farmers' markets under the Missouri Food Code; reviews plans for new and remodeled establishments; issues corrective orders and pursues enforcement when needed.

Child care sanitation:

performs sanitation inspections of licensed child care facilities and reports findings to the state licensing agency.

Onsite wastewater:

reviews applications and system designs, conducts site and soil evaluations and construction inspections, issues permits, and investigates failing-system complaints under state onsite sewage standards and the county sewage order. Complaints & investigations: investigates food, sewage, and other environmental health complaints and suspected foodborne or waterborne illness, including sample collection and environmental assessments during outbreaks.

Communicable disease support:

assists with disease investigation, animal bite and rabies follow-up, and other environmental aspects of disease control.

Emergency response:

responds to food-related and environmental incidents such as truck wrecks, fires, power outages, and floods; serves in assigned roles in the Department's public health emergency plans. Education & outreach: provides food handler and operator training, technical guidance, and public education on environmental health topics. Records & reporting: maintains accurate inspection records and enters data into state reporting systems; compiles program reports and analyzes data for program planning. Quality & accreditation: participates in quality improvement, performance management, and accreditation activities. Other programs as assigned, which may include private water supply sampling, lodging, and vector or mosquito surveillance.

Qualifications:

Education:

Bachelor's degree in environmental health, biology, chemistry, or a related natural or physical science. Credentials (preferred, or obtain after hire): Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS); Missouri onsite wastewater registration;

NIMS/ICS

100, 200, and 700.

Skills:

excellent written and verbal communication; ability to collect, interpret, and analyze data; sound judgment in applying regulations fairly and consistently; proficiency with computers and mobile inspection tools.

Driving:

valid driver's license and required auto liability insurance, kept on file annually
