These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. Provides expertise in support of safety, employee health, and environmental protection programs. For example, programs include Biological, Radiation, chemical hygiene, hazard communication, hazardous waste management, respiratory protection, occupational medical surveillance, pollution prevention, hearing conservation, occupant emergency, motor and farm vehicle, and inspections.

Maintain records of OMSP exams, employee near-miss and incident reports, chemical inventory, hazardous waste disposal, OSHA 300 Logs and summaries, ARS 309, Safety Data Sheets (SDS), and training records, inventories, fire extinguisher recertification, chemical fume hood and biological safety hood (cabinet) inspections, periodic facilities inspection reports and all other safety related correspondence as required. 25% Under the direction of location management and Safety Committee, provides safety training and safety orientation for all new employees, returning seasonal employees and visiting scientists. Assists Safety Committee in providing recurrent safety training to all location employees. Trains employees on the proper use of personal protective equipment including fit testing as appropriate. 25% Ensures necessary components of chemical hygiene plan (CHP) are implemented including regular training (new and recurrent), chemical inventory and hazardous waste monitoring and disposal. Assists location employees to ensure proper hazard communication guidelines are followed. 20% Ensures annual re-certifications of biological safety cabinets and laminar flow hoods and participates in safety inspections by S/H/E committee members. Coordinates annual recertification of safety equipment, such as fire extinguishers, safety showers, emergency eyewash stations, first aid kits, pesticide application protective gear and respirators, and chemical fume hoods. 15% Monitors the location inventory of safety supplies and equipment and works with administrative officer to order supplies so that stocks are not depleted. 15%

Health and Safety Considerations:

Health and safety considerations are limited to typical ergonomic impacts of office work and safety risks associated with working in a research facility. Initial training will be provided to ensure the enrollee is aware of risks and mitigation strategies. This will include the assignment and review of Job Hazard Analyses for each duty and individual training provided by the Plains Area Safety and Occupational Health Manager.

The main duties required for the position are to ensure employees have the knowledge and resources needed to protect their health and safety. As a result, the enrollee will be required to be knowledgeable on all aspects of health and safety. While it is expected that the successful application will already have some knowledge of health and safety, location management will ensure that training and resources are available to refresh and expand this knowledge as required.
