POSITION OVERVIEW

The Safety Representative is the full-time, onsite safety professional responsible for overseeing implementation and reporting of the QGS project safety program while physical work is in progress. The position promotes a safe and healthy work environment by representing employee concerns, identifying hazards, conducting inspections, educating employees, and working with management to resolve safety issues. The Safety Representative ensures compliance with the Site-Specific Safety Plan (SSSP), Job Hazard Analyses (JHAs), MSTS Safety and Health procedures, applicable regulatory requirements, and subcontract requirements, and serves as the primary Client safety liaison with the Contractor Subcontract Technical Representative (STR), Contractor Project Manager (PjM), Construction Manager (CM), and MSTS Safety Professional.

What You'll Do:

Project Safety Responsibilities:

Serve as the full-time, onsite QGS Safety Representative while physical work is in progress, overseeing safety program implementation and reporting and coordinating with the Contractor STR and PjM. Develop, maintain, and sign all Job Hazard Analyses (JHAs) as part of the Site-Specific Safety Plan (SSSP), with assistance from project planners. The SSSP is a prerequisite formal submittal required for each Task Order. Develop separate JHAs for phased construction, distinct work evolutions, or activities with dissimilar hazards, and revise JHAs whenever conditions, scope, equipment, sequencing, or hazards change. Develop, review, submit, and maintain permits, plans, and safety documents generated by QGS and its lower-tier subcontractors, ensuring required approvals are obtained before the affected work begins. Perform and document daily jobsite safety inspections with the Field Work Supervisor (FWS), including verification of work practices, housekeeping, access, personal protective equipment, equipment condition, and implementation of JHA controls. Ensure the FWS documents daily inspections, including positive observations, deficiencies, responsible parties, corrective actions, and timely closure or escalation of identified issues. Submit daily safety reports, or ensure delegated qualified personnel submit them, to the Contractor STR and PjM in the required format and timeframe. Attend pre-job or pre-task meetings at least once each week and provide safety input on planned work, hazards, controls, sequencing, interfaces, and lessons learned. Attend project kickoff and progress meetings and participate in other planning or coordination meetings when safety input is required. After subcontract award, attend the job walkdown with the FWS, CM, and MSTS Safety Professional to verify conditions, interfaces, hazards, access, and required controls before work begins. Participate in inspections and field walkdowns with the

Safety Professional, client representatives, and other authorized oversight personnel. Be onsite during high-risk or critical activities and provide focused oversight proportionate to the hazards, complexity, workforce performance, and work conditions. Increase the frequency and rigor of safety oversight whenever QGS or MSTS determines that additional oversight is required. Work alongside the FWS to verify that tools, vehicles, machinery, rigging, and other equipment used onsite are properly selected, inspected, maintained, and removed from service when defective. Work alongside the FWS to verify that each QGS and lower-tier subcontractor employee has current, approved training records and an approved Electronic Job Task Analysis (EJTA) before performing work and throughout the project. Work alongside the FWS to ensure products and chemicals provided by QGS and lower-tier subcontractors are submitted, reviewed, and approved before use and that Safety Data Sheets and required controls are available at the work location. Verify work is performed in accordance with MSTS Safety and Health procedures, the approved SSSP and JHAs, regulatory requirements, and subcontract requirements; stop or pause work when an imminent danger, uncontrolled hazard, or serious noncompliance is identified. Remain available in the event of an incident, injury, near miss, property damage, environmental event, or other unplanned occurrence; support immediate response, notifications, scene preservation, and investigation activities. Participate in MSTS investigations and fact-finding meetings, provide requested records and factual information, and support identification and completion of corrective actions and lessons learned. Work with the FWS and management to receive, evaluate, resolve, and communicate employee safety concerns without retaliation, and ensure unresolved concerns are elevated through the appropriate reporting chain. Provide field coaching and safety education to employees and lower-tier subcontractors and reinforce both positive safety performance and timely correction of at-risk conditions or behaviors. Perform other duties as assigned in support of QGS safety, project, and subcontract objectives.

• Occasionally Required Education and Experience Minimum of five (5) years of experience performing construction safety activities associated with large-scale construction work similar in type, scope, and complexity to work performed under the Agreement.

Candidate must meet at least one of the following professional qualification pathways: Degree in Occupational Safety or a closely related safety discipline; Current Certified Safety Professional (CSP) designation; Current Associate Safety Professional (ASP) designation with at least one (1) year of documented safety experience; Current Occupational Health and Safety Technician (OHST) or Construction Health and Safety Technician (CHST) certification with at least three (3) years of experience performing field safety duties; or At least five (5) documented years of full-time safety experience in which safety work represented 100 percent of assigned duties, supported by a list of projects and a description of duties performed as a full-time safety professional. Demonstrated knowledge of construction hazard recognition, JHA development, field inspections, regulatory compliance, employee training verification, incident investigation, corrective action, and safety documentation. Ability to interpret and apply MSTS Safety and Health procedures, the approved SSSP, applicable OSHA requirements, and project subcontract requirements. Strong field presence and effective written and verbal communication, organization, documentation, coaching, and problem-solving skills. Valid U.S. driver license and ability to obtain and maintain all client-required site access, badging, training, and personnel security requirements. $74 per hour plus benefits.

Per Diem:

$178 per day (Only paid for actual working hours)

LICENSES / CERTIFICATIONS

Preferred Licenses/Certifications Certified Safety Professional (CSP), Associate Safety Professional (ASP), Occupational Health and Safety Technician (OHST), Construction Health and Safety Technician (CHST), or equivalent recognized safety credential. OSHA 30-Hour Construction Safety certification. Current First Aid, CPR, and AED certification.

SUPERVISORY RESPONSIBILITIES

This position does not normally have direct supervisory responsibility. The Safety Representative provides safety-related direction, coaching, and field oversight to QGS and lower-tier subcontractor personnel; coordinates with the FWS and project leadership; and has authority to stop or pause work when unsafe conditions or serious noncompliance are identified.
