Hiring Department The University of Texas Permian Basin's Environmental Heath & Safety welcomes applications for the position of Fire & Life Safety / Emergency Management Specialist I or II Salary Range Fire & Life Safety / Emergency Management Specialist I $72,000.00 depending on qualifications Fire & Life Safety / Emergency Management Specialist II $76,000.00 depending on qualifications Essential Functions The Fire & Life Safety / Emergency Management Specialist I The Fire and Life Safety and Emergency Management Specialist I is an experienced professional individual contributor responsible for advanced fire-prevention, life-safety, emergency-preparedness, business-continuity, response, and recovery activities across the University. Reporting to the Director of Environmental Health & Safety, the position independently conducts and coordinates inspections, life-safety system activities, permits, emergency plans, continuity planning, EOC readiness, exercises, incident support, training, vendor coordination, after-action improvement, and leadership reporting within approved policies and procedures. The position provides technical recommendations and resolves recurring operational matters while final policy, procurement, contract, non-delegated Authority Having Jurisdiction, and institutional commitment authority remain with the Director and other authorized officials. Fire and Life Safety Inspections, Systems, and Corrective Action 1. Conduct comprehensive fire and life safety inspections of University facilities, document deficiencies and recurring risks, and coordinate approved corrective actions with responsible departments. 2. Coordinate inspection, testing, preventive maintenance, repair, impairment response, fire watches, restoration, and documentation for fire alarms, sprinklers, pumps, hydrants, extinguishers, suppression systems, emergency lighting, exit signage, and other life-safety equipment. 3. Administer assigned fire and life safety permit and special-event review processes within approved standards and elevate exceptions requiring higher authority. 4. Coordinate fire and evacuation drills, evaluate performance, maintain documentation, and recommend corrective actions and follow-up. Emergency Planning, Business Continuity, EOC, and Exercises 5. Develop, review, and maintain the University Emergency Operations Plan and hazard-specific annexes for Director and institutional approval and coordinate updates with campus partners. 6. Coordinate departmental Business Continuity Plans and Business Impact Analyses, including critical services, essential personnel, dependencies, vital records, recovery objectives, alternate procedures, and resource needs. 7. Maintain physical and digital Emergency Operations Center readiness, including equipment, communications, plans, supplies, forms, software, and contact information. 8. Design, coordinate, facilitate, and evaluate tabletop, functional, and full-scale exercises and maintain an assigned multiyear training and exercise plan. Incident Response, After-Action, and Improvement 9. Respond to fire alarms, smoke reports, hazardous-material incidents, and other emergency service calls and coordinate with fire, EMS, law enforcement, and other response partners. 10. Participate in assigned on-call coverage and support incident command, EOC activation, briefings, situation reporting, resource tracking, logistics, documentation, and situational awareness. 11. Coordinate post-incident and post-exercise debriefings, prepare After-Action Reports and Improvement Plans, and track approved corrective actions through completion. Regulatory, Vendor, Training, and Reporting 12. Monitor applicable fire codes, emergency-management standards, laws, regulations, and UT System requirements and recommend updates to facilities, procedures, plans, and training. 13. Coordinate assigned vendor and contract-performance activities involving fire-protection systems, emergency-management technology, inspections, testing, maintenance, and training while reserving procurement approval and contract signature for authorized officials. 14. Develop and deliver fire-prevention, evacuation, extinguisher, AED, emergency-preparedness, and related training and maintain required plans, permits, inspection, testing, training, exercise, incident, continuity, and compliance records. 15. Provide reports and briefings to University leadership and maintain effective working relationships with campus departments and local, regional, state, and federal public-safety and emergency-management partners. The Fire & Life Safety / Emergency Management Specialist II The Fire and Life Safety and Emergency Management Specialist II is the supervisory level of the University's combined fire/life-safety and emergency-management career ladder. Reporting to the Director of Environmental Health & Safety, the position performs advanced technical work while formally supervising assigned staff, setting work priorities, reviewing quality, leading complex inspections and emergency-preparedness activities, and coordinating major incidents, exercises, corrective actions, vendors, and cross-functional initiatives. The position exercises delegated supervisory and technical authority but does not hold final institutional policy, budget, procurement, contract-signature, or non-delegated Authority Having Jurisdiction authority. Fire and Life Safety Inspections, Systems, and Corrective Action 1. Lead complex fire and life safety inspections, deficiency evaluation, corrective-action prioritization, and follow-up for University facilities and high-risk activities. 2. Oversee assigned inspection, testing, maintenance, impairment, fire-watch, restoration, acceptance-support, and documentation work for University life-safety systems and review staff work for completeness and quality. 3. Administer assigned permit and special-event review processes, resolve routine-to-complex technical issues within delegated authority, and elevate matters requiring final institutional or AHJ action. 4. Lead fire and evacuation drill planning, execution, evaluation, corrective-action assignment, and quality review. Emergency Planning, Business Continuity, EOC, and Exercises 5. Lead development, review, maintenance, and quality control of Emergency Operations Plan annexes, continuity plans, Business Impact Analyses, and related preparedness documentation for Director and institutional approval. 6. Lead EOC readiness activities, maintain operational readiness standards, and coordinate staff responsibilities for equipment, communications, plans, software, supplies, and contact information. 7. Lead tabletop, functional, and full-scale exercises, assign staff responsibilities, evaluate performance, and maintain the multiyear training and exercise plan. Incident Response, After-Action, and Improvement 8. Lead assigned fire, life-safety, emergency-management, or EOC operational activities during incidents and provide technical direction to assigned staff within the established incident-management structure. 9. Lead post-incident and post-exercise debriefings, review After-Action Reports and Improvement Plans, assign approved corrective actions, and monitor completion and quality. Supervision, Quality, and Staff Development 10. Provide day-to-day supervision of assigned employees, including setting priorities, assigning work, monitoring quality and timeliness, providing coaching and training, coordinating schedules and coverage, and contributing documented input on performance and personnel actions. 11. Review technical work products, inspections, plans, reports, records, training materials, and corrective-action documentation prepared by assigned staff and ensure identified issues are resolved or escalated appropriately. Regulatory, Vendor, Training, and Reporting 12. Monitor applicable codes, regulations, emergency-management standards, and UT System requirements; provide advanced technical guidance to staff and campus partners; and recommend changes to operating procedures, facilities, plans, training, and resource priorities. 13. Lead assigned vendor-performance and service-coordination activities, verify technical deliverables, document service concerns, and recommend corrective actions while reserving procurement and contract-signature authority for authorized officials. 14. Provide advanced training, technical briefings, reports, and recommendations to University leadership and serve as a lead liaison with campus departments and external public-safety/emergency-management partners. Required Qualifications The Fire & Life Safety / Emergency Management Specialist I 1. Bachelor's degree in emergency management, public administration, fire science, occupational safety, environmental science, homeland security, or a closely related field. 2. Five (5) years of progressively responsible experience in fire and life safety, emergency management, business continuity, institutional preparedness, public safety, or a closely related field, including direct fire and life safety experience. 3. Experience conducting fire/life-safety inspections or coordinating life-safety systems, emergency plans, continuity plans, exercises, EOC readiness, or comparable institutional preparedness activities. 4. FEMA IS-100, IS-200, IS-700, and IS-800, or ability to complete the courses within six months of employment. 5. Experience coordinating cross-functional projects, incidents, exercises, vendors, responders, or corrective-action programs. The Fire & Life Safety / Emergency Management Specialist II 1. Bachelor's degree in emergency management, public administration, fire science, occupational safety, environmental science, homeland security, or a closely related field. 2.
