•Duties & Responsibilities:
The Site Security Manager (SSM) will coordinate with the Contracting Officer Representative (COR) and will facilitate communication with the Accrediting Officials (AO) through the 9th Reconnaissance Wing (9 RW) Special Security Officer (SSO) and 9 RW Government SAP Security Officer (GSSO), as required by ICD 705. All security actions require SSM approval and shall be executed in accordance with the terms and conditions of this contract. The Site Security Manager (SSM) serves as the primary point of contact for all SCIF and SAPF construction security matters at all 9 RW project sites. The SSM is responsible for developing, implementing, and maintaining an Accrediting Official (AO)-approved Construction Security Plans (CSP) for each 9 RW secure project. The SSM is responsible for ensuring the physical security of theSCIF/SAPF
construction. Review all project designs and documents (e.g., the CSP and SOPs) to ensure compliance with AO requirements. Provide effective threat/risk mitigation strategies as requested by the projectAO/SSO/GSSO.
The SSM will perform security inspections of the SSM staff and project security to identify vulnerabilities and propose solutions. Develop and, once AO-approved, implement the Construction Security Plan (CSP) in coordination with the AO/SSO/GSSO, and in accordance with DoDM 5105.21.v3 and DoDM 5205.07. Ensure the requirements contained within theICD/ICS 705
(current version) are implemented and advise the AO (through the SSO and GSSO) of compliance or variances. The SSM will Participate in meetings, in-progress reviews, integrated concept and product teams, working groups, and design meetings, providing input to ensure project security and ICD 705 compliance from start to finish, without speaking on behalf of the U.S. Government. Perform design reviews of 9 RW secure project plans throughout each phase of the design process, from a security perspective, to confirm designs and plans are inclusive ofSCIF/SAPF
accreditation requirements, both in their identification and within the details. Conduct risk assessments as directed by theAO/SSO/GSSO.
The SSM will ensure the requirements contained within theICD/ICS 705
(current version) are implemented and advise the AO (through the SSO and GSSO) of compliance or variances. Conduct periodic security inspections to ensure compliance with the CSP. Periodic security inspections shall identify at least 95% of potential security vulnerabilities. The SSM will document security violations or deviations specific to the CSP and notify the AOs (through the SSO and GSSO) within 3 business days. All security incidents shall be reported to theAO/SSO/GSSO
within 1 hour of discovery, with a detailed written report submitted within 24 hours. Ensure that procedures to control site access are implemented. Maintain a list of workers used on the project and include this list in the finalSCIF/SAPF
accreditation files. Implement procedures to deny unauthorized site access. The SSM will maintain CST site records for the duration of the project to be included in the finalSCIF/SAPF
accreditation packages. Coordinate the number of the SSM Staff on each site in conjunction with the construction contractor's schedule to ensure security and surveillance with respect to each AO-approved CSP. The SSM will develop Standard Operating Procedures (SOPs) for the SSM Staff to perform their duties in accordance with theCSP, AO/SSO/GSSO
Direction, and ICD 705 at each construction site. Create, develop, and apply inspection methods to be conducted by SSM personnel when inspecting construction materials, finished and unfinished construction work, tools, equipment, personnel, and personal items such as bags, lunch boxes, and associated items. The SSM will initiate the Fixed Facility Checklist (FFC) and TEMPEST Checklist, compile required documentation (floor plans, certifications, details, pictures, etc.) for submission to the AO (through the SSO and GSSO). The SSM will oversee STC andIEEE-299
testing as applicable. Other duties as assigned. Knowledge, Skills, and Abilities (KSAs): The SSM will use knowledge of DoD, the ICD/ICS, UFCs, and additional administrative policies, regulations, instructions, and procedures to develop and apply new techniques to implement and execute innovativeSCIF/SAPF
construction security strategies to achieve the goals and objectives for the construction security and accreditation of all 9 RW secure projects. Must be able to perform the essential functions of the Site Security Manager, including standing for extended periods, walking long distances, climbing stairs and ladders, and carrying equipment. The SSM must be physically capable of performing these duties. Must be familiar with the sixteen (16) standard divisions of construction and possess knowledge of technical listening devices commonly used by foreign intelligence services.Minimum/General Experience:
Must possess an active and adjudicated SSBI, SBPR, Tier 5, or Tier 5R, Top Secret with Sensitive Compartmented Information eligibility (TS/SCI), security clearance and be enrolled in Continuous Evaluation/Vetting. Must have a minimum of ten (10) years of security experience specifically related to ICD 705 compliant SCIF construction security management, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Countermeasures, Physical Security, or a combination thereof. Experience must be directly relevant to the specific duties and responsibilities. Must have a minimum of five (5) years of direct experience working on ICD 705 construction projects or as a Physical Security Special Security Officer (SSO). Must have expert knowledge of the ICD/ICS 705, demonstrated by experience working on at least three (3) separate ICD 705 projects.Minimum Education:
High School Diploma, or equivalent Must hold a Certified Protection Professional (CPP) certificate from ASIS International or equivalent. Must hold a valid certificate for successful completion of a Thirty-Two (32) Hour or greater Site Security Manager (SSM) Training Course. The Site Security Manager Training Course must be accredited by a recognized security industry accrediting body approved by the U.S. Government. Must hold a valid certificate for successful completion of a Forty (40) Hour or greater Construction Surveillance Technician (CST) Training Course. The CST Course must be accredited by a recognized security industry accrediting body approved by the U.S. Government.Preferred Education:
