Job Description

Manager, Physical Security RAND is a nonprofit, nonpartisan research organization that develops solutions to public policy challenges to help make communities throughout the world safer, more secure, healthier and more prosperous. The Manager, Physical Security is responsible for physical security across all RAND locations. The Physical Security program includes general plant protection, emergency response, access control, fire and intrusion detection, and video surveillance systems, augmented by a contract security officer force. The manager advises the organization on regulatory compliance with federal, state and local regulations, including
NISPOM, ICD
705 and DoD 5205.21 Volumes 1-3. This is a full-time role requiring 100% in-office presence in the Washington, DC office (Monday-Friday, 8:00am-5:00pm EST), occasional on-call availability, and at least 20% travel between RAND offices.
Key responsibilities:
  • Lead physical security operations across all RAND locations and oversee a 24/7 security program covering access control, intrusion detection, fire/life safety, video surveillance, visitor management and contract guard services.
  • Provide strategic direction and day-to-day management of enterprise physical security programs protecting personnel, facilities, classified spaces and assets.
  • Advise leadership on compliance with security, safety and emergency management regulations.
  • Lead physical security planning for classified space construction and accreditation (SCIFs, SAPFs, open storage areas).
  • Ensure readiness for internal and external audits, inspections and assessments.
  • Liaise with government agencies, law enforcement and internal and external partners.
  • Oversee enterprise badging and visitor management programs.
  • Manage security vendor relationships, contracts, budgets and the contract guard force.
  • Partner with Facilities, IT, Information Security and Program Security teams.
  • Supervise and develop staff; set departmental goals, policies, metrics and strategic plans.
  • Prepare security reports and metrics for senior leadership; support business continuity, crisis management and incident response planning.
Qualifications:
  • High school diploma or GED with at least 10 years of relevant experience, or a Bachelor's degree with at least 6 years of relevant experience; 9 years of supervisory experience preferred.
  • In-depth knowledge of
NISPOM, ICD
705, FIPS and DoD 5205.21 requirements; subject matter expertise in ICD 705 technical specifications and SAPF requirements.
  • Proficiency in MS Office, SharePoint and MS Project; knowledge of the DISS database.
  • Fiscal management and budgeting experience; excellent communication skills and judgment.
  • Familiarity with alarms and access control for classified environments; business continuity and disaster recovery knowledge.
  • Must be able to obtain and maintain a Top Secret/SCI clearance.
Salary range:
$120,900
  • $184,500, plus benefits including health insurance, life and disability insurance, savings plan and paid time off.
