MAJOR DUTIES
This is NOT an all-inclusive list. Serves as the ARNG authority and expert on all mters involving protection functional elements and integrion of enabling functional requirements, policy, procedures, program stus and serves as the conduit of informion between the intelligence community and local ste and federal law enforcement. Serves as the focal point to coordine, de-conflict, and integre various protection staff initiives, policies, and activities within the ste. Serves as consultant to the Chief of Staff and unit commanders on protection. Establishes working relionships with local, ste, and federal law enforcement agencies opering within the ste on behalf of the Chief of Staff. Conducts intelligence integrion and informion operions to assess potential thre and crees ARNG integred protection program. Prepares Protection plans, temples and planning tools for subordine units, writes comprehensive all hazard plans, directs the use of active, and passive security measures, and incorpores random antiterrorism measures to protect personnel, armories, buildings and garrison environments, conducts protection resource management to prioritize and genere protective measure. Reviews practices and activities to ensure compliance with directives and integrion with other security and reled programs. Provides recommendions, briefings, updes, and staff studies across a broad range of security specialties to influence installion-level decision-making and policy development. Responsible for synchronizing daily operions and integrion, coordinion and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT), Intelligence Support to Antiterrorism, Emergency Management (EM), Insider Thre, Law Enforcement (LE), Mission Assurance (MA), and Physical Security (PS) for the Ste ARNG. Integres sub-functional areas and develops a holistic protection program th meets the Command's objectives, ARNG, NGB, and Army regulory requirements. Involves all measures reled security for all ARNG installions, facilities, arms/munitions storage activities, and personnel. Often interprets broad, non-specific higher headquarters directives for ARNG applicability and implemention. Receives filter, focus, and fuse informion from military intelligence sources, publicly available informion sources, and local, ste and federal law enforcement sources to develop a clear understanding of real or potential thre to all ste forces. Must review classified informion and determine wh informion constitutes law enforcement sensitive informion. Responsible for the declassificion of military intelligence th is deemed law enforcement sensitive and requires disseminion to local, ste, or federal law enforcement agencies opering within the ste. Plans, conducts, directs the conduct of, or coordines on site security studies, projects, assessments, and surveys of the Ste in relionship to protection activities. Works with engineers to assess and sign off on all construction projects within the ste to ascertain th protection construction standards are complied with. Activities assessed may encompass all security specialties. Analyzes da to identify physical and operions security compliance or non-compliance, vulnerabilities, trends, strengths, and benchmarks. Represents the Deputy Chief of Staff for Operions (DCSOPS)/ Assistant Deputy Chief of Staff for Operions (DCSOPS) meetings, conferences, workshops, panels, etc., NGB and other deferral agency levels as the ste technical authority. Serves as a member and acts as the chairperson for various boards and working groups to include intra-agency or interorganizional committees to identify and resolve or to assign responsibilities for resolving safeguards and security issues or to perform similar work assignments, the Protection charters and Thre Working Group. May supervise AGR, Title 32, Title 5, contractors, and/or ste employees directly, and through subordine supervisors. Interviews prospective employees. Approves personnel actions, counsels, and evalues subordine employees. Performs other duties as assigned. Depending on Ste''s mission set, the position may be required to obtain and maintain a top secret clearance. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. Comprehensive, authoritive knowledge of Executive Orders, legislion, and DoD, NGB, United Stes Army (USA), and MACOM policy requirements, which are used to formule a comprehensive, integred ste protection program which meets regulory requirements and reduces command specific vulnerabilities and allows for the applicion of innovive and new security theories and concepts to provide overall enhanced security of installion resources and personnel. Comprehensive knowledge of law enforcement and security policy requirements and procedures to provide recommendions for making key decisions and policy development onshort- and long-term security planning. Comprehensive knowledge of a broad range of security program relionships as well as significant experience in applying approprie policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associed elements of physical security and informion security.
