Job Description

JOB SUMMARY
The Bullhead City BHC Shelter Safety & Training Lead supports the daily safety, security, and stability of the shelter environment for guests, staff, volunteers, and visitors. Provide leadership to the House Support Specialist team and assist program manager with assigned duties. This position is responsible for conducting regular inside and outside safety checks, monitoring common areas, responding to safety concerns, enforcing shelter rules and expectations, and using trauma-informed de-escalation practices to help maintain a calm, respectful, and low-barrier shelter setting.

The BHC Shelter serves men, women, veterans, and families experiencing homelessness or housing instability. The Lead is expected to approach all guests with dignity, respect, cultural humility, and professionalism while helping ensure that clearly stated shelter expectations are followed consistently and fairly.

The BHC Shelter Safety & Training Lead plays a key role in helping CCCS create and maintain a safe, trauma-informed, low-barrier environment for all guests and staff. This role requires consistent professionalism, strong boundaries, compassion, accountability, and a commitment to treating every person with dignity while supporting the shelters mission of help and hope.
ESSENTIAL DUTIES
Safety Monitoring and Site ChecksConduct scheduled and unscheduled safety checks throughout the shelter, including sleeping areas, bathrooms, hallways, common areas, entrances, exits, parking areas, outdoor gathering areas, and the surrounding property.

Monitor the interior and exterior of the facility to identify safety concerns, hazards, rule violations, medical needs, suspicious activity, or escalating situations.

Support a safe and welcoming environment by maintaining a visible, calm, and professional presence throughout the shelter.

Respond promptly to safety concerns, incidents, emergencies, and requests for assistance from staff or guests.

Report facility safety concerns, maintenance issues, hazards, or security risks to the appropriate supervisor or designee.

Trauma-Informed De-Escalation and Guest SupportUse trauma-informed, person-centered, and non-judgmental communication when interacting with guests, staff, volunteers, and community partners.

Utilize verbal de-escalation skills to reduce conflict, support emotional regulation, and prevent incidents from becoming unsafe whenever possible.

Recognize that guests may be impacted by trauma, mental health needs, substance use, poverty, disability, grief, or other barriers, and respond with patience, respect, and clear boundaries.

Maintain calm and professional conduct during stressful or high-pressure situations.

Partner with shelter staff to connect guests to support services when safety concerns may be connected to unmet needs. Rules, Expectations, and Incident ResponseEnforce shelter rules, expectations, safety procedures, and guest agreements that are clearly stated in shelter paperwork, orientation materials, posted notices, or staff direction.

Apply rules consistently, respectfully, and without discrimination while supporting the shelters low-barrier service model.

Document safety concerns, rule violations, incidents, guest concerns, emergency responses, and shift activities accurately and in a timely manner.

Collaborate with fellow leaders to promptly respond to, manage, and document serious incidents, repeated safety concerns, banned items, threats, violence, property damage, medical emergencies, or situations requiring additional support.

Assist with emergency procedures, including evacuations, shelter-in-place directions, fire alarms, medical calls, law enforcement contact when necessary, and other crisis responses.

Other Professional Standards Work collaboratively with and train shelter staff, case managers, leadership, volunteers, and community partners to support a safe, low-barrier, trauma-informed shelter environment.

Maintain guest confidentiality and follow all CCCS and BHC Shelter policies regarding privacy, documentation, and professional boundaries.

Participate in and lead required trainings, including trauma-informed care, de-escalation, emergency response, safety protocols, mandated reporting if applicable, and agency policies.

Supervise assigned staff in accordance with agency personnel practices including recruitment, training, performance evaluation, guidance, shift scheduling, 1:1 supervision, etc.

Responsible for providing shift coverage and participating in assigned on-call rotations, in collaboration with leadership, to ensure appropriate staffing, operational continuity, and timely response to needs.

Work closely with program and case management supervisors in ensuring staff follow program policies and procedures.

Model respectful communication, accountability, reliability, and professionalism at all times.

When primary security responsibilities are completed, assist with designated shelter duties as assigned by leadership while maintaining appropriate safety awareness and professional boundaries.

Support a workplace culture that promotes dignity, safety, inclusion, and respect for guests and staff.

Promotes ongoing commitment to excellence and continual quality improvement to ensure the highest quality of services to children, families, and team members.

Performs other duties as assigned.
JOB REQUIREMENTS
Education /
Background:
Minimum of a High School Diploma or equivalent. Previous experience in security, shelter services, behavioral health, social services, crisis response, customer service, or a related field preferred.
Job Knowledge/Skills:
Must be excellent communicator (written and verbal). Must be able to work independently in a fast-paced environment. Ability to remain calm, professional, and respectful during conflict or crisis situations. Knowledge of trauma-informed care, harm reduction, low-barrier shelter practices, and homelessness services. Experience using verbal de-escalation techniques and conflict resolution strategies. Understanding of the importance of dignity, choice, safety, trust, collaboration, and empowerment in service delivery. Ability to balance compassion with clear boundaries and consistent rule enforcement. Ability to work effectively with guests who may be experiencing crisis, trauma, mental health symptoms, substance use, or other complex needs. Ability to communicate clearly and respectfully with individuals from diverse backgrounds and life experiences. Ability to understand and consistently follow written policies, safety procedures, and guest expectations. Ability to complete clear, accurate, and timely written documentation. Strong observation, judgment, problem-solving, and documentation skills. Fluent in Microsoft Office Applications (Word & Outlook). Bilingual preferred.
Working Conditions/Physical Demands:
Must be able to work in a fast-paced environment with moderate interruptions. Must be able to stoop, bend, squat, and ambulate over uneven floor surfaces including stairs and steps. Ability to walk, stand, and move throughout indoor and outdoor areas of the shelter for extended periods of time. Ability to conduct safety checks in varying weather conditions, including heat, cold, rain, or low-light conditions. Ability to respond quickly and appropriately to emergencies or safety concerns. May be required to work evenings, overnights, weekends, holidays, or rotating shifts based on shelter needs. Must be able to visually and auditory assess and interact with donors, volunteers, interns, clients and general public. May lift up to 50 pounds.

Other requirements: Valid AZ drivers license, reliable transportation and ability to show proof of registration/insurance.

Level One Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance. You must be 21 years of age or older to drive on behalf of Catholic Charities.

Must have or complete within 90 days of hire, training in CPR and First Aid and remain current in the certification.

Possess or acquire and maintain a valid Arizona Environmental Service Work Certificate.
