Job Summary The Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO) manages, administers and coordinates the DOD or other industrial security program and other security activities to ensure compliance with government and company security policies and procedures. The
FSO/ITPSO
will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements. The
FSO/ITPSO
will have an understanding and experience of the NISPOM and general security requirements for DOD and other Federal agencies. FSO's and ITPSO's are responsible for creating a secure working environment for employees, vendors, and company visitors while protecting sensitive data which might be categorized as classified or CUI. They also manage and monitor daily activities concerning entry and exit, video security, and other devices related to security - both information and physical. Maintain strict confidentiality as related to all security matters Build and maintain an Insider Threat Program Perform a wide variety of administrative duties in support of security procedures and requirements outlined in the NISPOM (National Industrial Security Program Operating Manual) Perform regular scheduled Security Audits within partnership with the DCSA (Defense Counterintelligence Security Agency) Personnel Security - Assisting employees with initiating, maintaining and terminating personnel clearance actions at the appropriate classified level Maintain all security documentation and files in accordance with DCSA requirements Maintain FCL documentation and submission in accordance with DCSA requirements Conduct security clearance indoctrination briefings and debriefings Must complete required training for obtaining a DISS account (Cybersecurity and PII) Process visit authorization requests in DISS for personnel or classified visits Process classified DD-254 contracts as it relates to onboarding new projects and programs Create and update security plans, procedures, and instructions Maintain KMP for DISS (Defense Information Security System) for all cleared people/contractors Ultimate responsibility for all cleared personnel as it pertains to getting, keeping clearances Interpret government policies for the development and implementation of security plans and procedures Manage and develop annual refresher training to include preparing necessary documentation in support of the DCSA audits Supervisory Responsibilities Mentor AFSO while implementing professional development plans for all members of the team Supervisory responsibilities include, but not limited to: make hiring recommendations, make hiring decisions, plan and/or schedule work for others, assign or delegate work to others, establish rules/procedures/standards, monitor work of others, give instructions to others, formally train others, evaluate the work of others, sign formal performance appraisal forms, complete and sign formal performance evaluations of others, discipline others, recommend promotion of others, participate in executive interviews for final candidates. Position Requirements BS degree in business administration or a technology-related field required. Professional security management certification Minimum of 12-15 years of experience in a combination of risk management, information security and IT jobs Knowledge of common information security management frameworks, such as DFARS, ISO, NIST and CMMC. Excellent written and verbal communication skills and high level of personal integrity Innovative thinking and leadership with an ability to lead and motivate cross-functional, interdisciplinary teams Experience with contract and vendor negotiations and management including managed services Specific experience in Agile (scaled) software development or other best in class development practices Experience with Cloud computing/Elastic computing across virtualized environments Basic understanding of ERP/MRP enterprise platforms and the interoperability between departments Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO) certification - preferred Knowledge of the government security and information assurance processes Demonstrated ability to in-processing and maintain 50+ new employees and Independent Contractors Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines, to best assist them managing their clearances Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII) Experience with DISS, NISS, and e-QIP Communicate effectively with Corporate Executives to provide status updates, ensure compliance with NISPOM requirements and provides guidance on security related questions or concerns Must be able eligible for or have active DoD Top Security Clearance This position may be asked to drive for company purposes during the course of employment. If asked and agreed upon, employees must possess a valid California Driver's License and clean driving record. May Participate in the identity verification process to access secure client or government portals by authorizing certified supplier or customer management platforms to obtain information from your personal credit profile or other information, solely to verify your identity Physical Requirements Hearing and speaking to exchange information in person, on the telephone or virtually Dexterity of hands, fingers, and wrist to operate a computer keyboard, calculator, or assemble/manufacture intricate items Seeing to read a variety of materials Sitting or standing for extended period of time Physical agility to lift up to 50 pounds to shoulder height.
