Under the direction of the Director of Facilities, the Facilities Security Coordinator acts as the primary security resource for county departments and elected officials. Responsible for the comprehensive administration of Ottawa County's electronic access control systems, key control programs, and physical security measures. This role serves as the primary architect and auditor of the county's "least privilege" access philosophy, ensuring that security protocols protect the property, privacy, and safety of employees and the public while maintaining operational efficiency. This is a full-time, benefited position working out of the Fillmore Complex located at 12220 Fillmore Street, West Olive, MI 49460. Typical working hours are Monday-Friday, 8:00 a.m. to 5:00 p.m. The essential functions of this position include, but are not limited to, the following: Manages the county's electronic access control database, including badging, cardholder schedules, door groups, and permissions. Reviews and processes Security Request and Key Assignment Record forms, ensuring no access is granted without proper departmental and Director approval. Issues, modifies, and revokes access cards and PINs; coordinates with Human Resources to ensure immediate deactivation of credentials upon employee separation or transfer. Maintains the master key control program, including keying plans, issuance logs, and returns for physical keys. Participates in long-range capital project planning, drafting budget requests, and defining technical specifications for physical security upgrades (CCTV, card access, intrusion detection) across all county properties. Oversees low-voltage and security integration contractors, managing service level agreements (SLAs), scope-of-work compliance, and system commissioning for capital projects. Drafts, implements, and enforces countywide physical security and access management policies, standard operating procedures, and incident escalation frameworks. Conducts Crime Prevention Through Environmental Design (CPTED) assessments of county facilities and public spaces, evaluating lighting, sightlines, and territorial reinforcement. Recommends and prioritizes physical upgrades such as locks, cameras, barriers, and wayfinding signage based on risk assessments. Participates in design reviews for new construction or renovations to integrate security technology and CPTED principles into the planning and designphase. Conducts periodic reviews of access levels and runs reports on system anomalies, such as forced doors or failed access attempts. Ensures all individuals requiring unescorted access to high-security areas (Courts, Jail, CJIS-governed areas) meet national fingerprint-based records check requirements. Coordinates with Facilities and IT staff to troubleshoot and maintain card readers, controllers, intrusion alarms, and video systems. Supports investigations into the misuse of credentials, "tailgating/piggybacking," or theft by reviewing access logs and video footage. Collaborates with Ottawa County Sheriff's Office Administration and Emergency Management to facilitate lockdown procedures, monthly testing of alarm systems, re-entry plans, and continuity of operations efforts. Develops and delivers security awareness training regarding badge visibility, tailgating prevention, and emergency reporting. Performs other duties as assigned. Bachelor's degree in Security Management, Criminal Justice, Public Administration, or a related field with 2-5 years of experience in physical security or facilities management, and direct experience administering electronic access control systems, or an equivalent combination of education and experience.
Licenses and Certifications:
Professional certifications such as Physical Security Professional (PSP) or CPTED Practitioner are highly desirable.
Required Knowledge and Skills:
Working knowledge of enterprise grade physical security systems (e.g., Lenels2, Genetec, Avigilon, Software House) and IP based video management platforms. Demonstrated understanding of physical security risk assessments, standard hardware (locks, strikes, reader types), and Crime Prevention Through Environmental Design (CPTED) concepts. Knowledge of mechanical keying hierarchy plans, core exchange programs, and door hardware standards (ANSI/BHMA grade hardware). Familiarity with CJIS (Criminal Justice Information Services) physical security mandates, court security protocols, and national background check requirements. Skill in reading and interpreting architectural floor plans, door schedules, and security device elevation drawings Knowledge of facility lockdown mechanics, alarm monitoring protocols, and continuity of operations planning (COOP) integration. Skill in conducting privilege access audits, analyzing system logs for anomalous activity (e.g., forced doors, tailgating), and generating security reporting.
Physical Requirements:
Must be able to perform essential job functions with or without reasonable accommodations, including, but not limited to, visual and/or audiological appliances, and devices to increase mobility. Ability to conduct facility walkthroughs and perform basic visual inspections that may require the use of ladders.
Working Conditions:
Work is performed in office, court, and field environments, including high-security areas like the jail, juvenile detention center, courthouses, and office spaces. Occasional work outside normal business hours may be required to respond to security incidents or oversee specific projects.
