Full Job Description Position:
Investigator I Organizational Description:
The Honolulu Ethics Commission promotes integrity, accountability, and public trust in City government by administering and enforcing the City's ethics laws. The Commission provides guidance to City officials, employees, board / commission members, and the public on ethical standards, investigates and enforces violations of the City's ethics code, and educates City personnel to ensure ethical decision-making and compliance with applicable laws.
Position Description:
Under the general supervision of the Executive Director and Legal Counsel (EDLC) and Assistant EDLC (AEDLC), the incumbent, under the guidance and direction of the Ethics Associate Legal Counsels (ALCs) conducts investigations and works collaboratively with Ethics Para-Legals and staff to plan, coordinate, and conduct confidential investigations of diverse, difficult, complex, and sensitive allegations of ethical misconduct alleged against elected and appointed officials and employees. Performs other duties as required.
Note:
There is the possibility of either partial-remote work, or alternate work schedule (4 days a week, 10 hours a day).
Responsibilities:
  • assists with and reviews databases and other tools needed for investigation case management; identifies, gathers, examines, and analyzes information, facts, documents and other evidence
  • conducts and assists with fact-based research and factual analysis; conducts internet and database searches utilizing legal search tools, government websites, among other online resources; assists with and reviews databases and other tools needed for investigation case management
  • develops, maintains and assists with spreadsheets, tables, and other organization and analysis of facts and evidence
  • documents evidence with pictures, videos, screen shots, and other electronic devices
  • identifies and conducts site inspections of city worksites and scenes to gather evidence and information
  • prepares investigative reports and assists with presenting investigative reports to the Ethics Commission; writes and assists with writing reports on findings with recommendations
  • assists with presenting witnesses and enforcement cases at Commission meetings and contested case hearings; serves various legal instruments
  • assists with and identifies investigation work standards and internal operating procedures
  • maintains working knowledge of city functions, policies and procedures, city standards of conduct, basic understanding of charter and ordinances
Qualifications:
Training and Experience:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in police science, sociology, psychology, public administration or a related field and one year of investigational or law enforcement experience.
Knowledge of:
investigational methods and techniques; the rules of evidence and laws of arrest; court procedures and legal instrument; the jurisdiction and functions of the various law enforcement and other governmental agencies and departments; interviewing and interrogating techniques; report writing; the geographic, economic, social and racial composition of the community.
Ability to:
interpret laws, rules, and regulations; make sound observations, remember facts, and give testimony based thereon; secure and analyze data; prepare clear and concise reports; size up people and situations; understand the psychology of human behavior; deal effectively with the public and representatives of other government agencies.
Equipment or Tools Used:
Automobile, computer, webcams, scanner, paper shredder, copier and telephone, audio-recording equipment, computer software (MS Office Professional Suite, Adobe Acrobat Pro, DropBox), Internet Explorer, various social media platforms (X, Facebook, Instagram), remote meeting applications (Webex, Zoom, Teams). Familiarity with city administration and programs, enterprise-wide applications, and database programs helpful. Required to use personal vehicle.
Special Work Requirement:
May be subjected to verbal and physical confrontations with subjects, filers, witnesses, other individuals. May be required to work nights, weekends, holidays, maintaining a 40 hour work week. Ability to work in the office and remotely, and launch remote meeting applications for meetings and interviews.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

Salary is $61,284 to $87,336 annually
