Memorial Hall Manager

Job Description

Summary Oversees staff, daily operations, building maintenance, custodial functions and facilities operations of a city-owned, historical memorial building. The position is responsible for developing and managing capital improvements plan for building, including procurement and execution of building maintenance plan, vendor and contract management. Monitor department operating budget, processes payroll and rental revenue, manages expenditures, and analyzes facility performance metrics. Markets and promotes the building to increase rentals and visibility. Works collaboratively with City departments, the Board of Trustees, the Friends of Memorial Hall, community partners, and event organizers. This position has a unique opportunity to implement components of the MAPC Cultural Facility Strategic Plan by strengthening operations, optimizing the use of the facility, positioning Memorial Hall as a cultural and community hub and fostering meaningful engagement with the community. Occasional evening and weekend availability is required. Essential Functions The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Oversees daily operations and regular, preventative, required and emergency maintenance and inspections for the building and serves as the emergency contact for Memorial Hall Manages part-time staff, including hiring, training, scheduling, supervision and performance evaluation. Works closely with the City's Rental Coordinator to collect rental-related fees, coordinate event logistics, communicate with renters, and ensure successful events. Provides on-site management for select meetings and events, including evenings and weekends. Monitors department budget, and processes department invoices for Board of Trustees' approval. Deposits and tracks restoration fees and other facilities-related revenue. Processes weekly payroll and ensures compliance with the ACA requirements for non-benefited employees. Leads the development and execution of rental policies, pricing structures, and user agreements in coordination with city staff and outside stakeholders Prepare facility layouts and coordinate setup, cleaning, teardown, and room-reset requirements for rentals and events. Orders and tracks equipment purchases, inventory, cleaning and maintenance supplies and secures, manages, and pays vendors. Creates and manages the building's short term capital improvement plan to identify priority facility upgrades including procurement, vendor management and project budget. Meets quarterly with Trustees, Friends and designated city staff to outline and coordinate implementation of capital improvements. Coordinates with city departments on long-term construction projects as needed. Creates and manages short-term building improvement projects outside of the capital improvement plan. Identifies and pursues funding opportunities for capital improvements, including grants and state, federal, and nonprofit funding. Serves as the liaison between the City, the Board of Trustees, and the Friends of Melrose Memorial Hall, an independent nonprofit fundraising organization. Attends monthly Soldiers and Sailors Memorial Building Board of Trustees meetings; prepares agendas, meeting materials, and minutes in accordance with the Massachusetts Open Meeting Law and city procedures. Develops and implements marketing strategies to increase awareness and use of Memorial Hall, including maintaining a dedicated website, social media presence, and listings on regional resources. Builds relationships with local and regional stakeholders to promote Memorial Hall and expand its visibility. Identifies opportunities to increase utilization of Memorial Hall during underused weekdays, daytimehours and summer months. At the request of the Mayor or Chief of Staff, assists with the planning and execution of City events and meetings held at Memorial Hall. Performs other duties as required.
Supervision Supervision Scope:
Performs varied and responsible functions requiring a working knowledge of departmental operations, event management, general facilities management and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures. Manages day-to-day building operations, independently.
Supervision Received:
Works under the broad guidance of the Chief of Staff following department rules, city regulations and policies; duties require the ability to plan and perform operations and independently complete tasks, according to time schedules.
Supervision Given:
Directs projects; manages part-time events operations staff. Recommended Minimum Qualifications Education, Training and Experience Bachelor's degree plus at least 3 years' relevant experience are required, demonstrated experience working independently or an equivalent combination of education, training and experience. Knowledge of MGL for Procurement preferred.
Knowledge:
Demonstrated experience in website maintenance and social media account management for information sharing and updates. Proficient knowledge of budgeting. Knowledge to manage event rentals, budgeting and capital projects. Knowledge and experience with municipal procurement processes and vendor and contracts. Knowledge of day-to-day, custodial and building maintenance operations. Knowledge of accounts payable, billing, and basic financial record keeping. Familiarity with city government.
Ability:
Ability to manage multiple long and short-term projects. Ability to manage budget and procure contracts; ability to manage and schedule varied part-time custodial staff. Ability and expertise to solve on-site problems; and conduct day-to-day interactions with building renters. Ability to set priorities. Ability to manage, hire, evaluate, and train staff. Ability to interact appropriately and tactfully; ability to develop an understanding of laws, rules and regulations relevant to building operations; ability to maintain detailed accurate records; ability to explain federal, state, local laws, regulations and Department regulations, policies and procedures; ability to work independently; ability to follow detailed timetables. The ability to collaborate and appreciate other's viewpoints.
Skills:
Excellent interpersonal skills, organizational and customer service skills using tact, proper judgment, courtesy, respect and discretion. Demonstrated ability to work effectively with diverse constituencies and ensure a culturally relevant and sensitive approach. Accomplished in demonstrating adaptability, and able to present and accept a diverse perspective. Excellent written and verbal communication skills; excellent computer skills for software systems and applications supporting department operations. Job Environment Work is performed in office environment with moderate noise levels. Work is subject to fluctuations, and administrative deadlines. Employee works daytime, evening and weekend events. Evening and weekend availability is required. Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment. Moves folding chairs, and banquet tables. The employee has regular contact with the public. The employee has access to confidential department information. Errors could result in personal injury or loss, delays or loss of service, injuries to other employees, monetary loss, legal ramifications, and damages to buildings and/or equipment with physical damage to a historical site. Physical Requirements The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job. Vision and hearing at or correctable to normal ranges to read documents and analyze data. This position requires the ability to operate a keyboard at efficient speed.
